Le projet IMPACT se confronte au défi de la gestion d'aires marines protégées situées dans le voisinage de zone portuaire. L'objectif final est de mettre au point des plans de gestions transfrontaliers qui permettent une protection efficace des AMP en prenant en compte l'exigence de développement durable des ports, qui sont élément fondamental de la croissance bleue. Dans ce but, IMPACT produira un système d'information géographique (SIG) dédié disponible sur le web, avec des couches d'information sur: a) le transport par les courants marins entre les ports et les AMP obtenus avec des instruments océanographiques tels les radars et les bouées dérivantes; b) les propriétés de rétention écologique des AMP obtenus par des relevés écologiques et la modélisation numérique; c) la distribution des contaminants basée sur des données historiques et des mesures dédiées. IMPACT produira des cartes annotées par des feux tricolores pour évaluer dans le temps la vulnérabilité des AMP causée par le voisinage des zones portuaires. L'approche est basée sur un plan de modélisation et de suivi innovant, qui capitalise et amplifie le réseau d'infrastructure transfrontalier initié dans des projets MOMAR et SICOMAR. Le SIG sera un instrument dédié aux gestionnaires d'AMP, alors que le plan de suivi mis en place par le projet donnera des indications aux acteurs de la mise en oeuvre de la Stratégie Cadre pour le Milieu Marin. Les partners région Toscane, ISPRA (Italie) et Ifremer (France) sont directement impliqué depuis longtemps dans cette mise en oeuvre. Le partenariat inclut 4 régions (Toscane, Ligure, Corse et PACA) et la méthodologie sera testée sur 4 AMP dans le voisinage immédiat des grands ports de Livorno, La Spezia, Bastia et Toulon. L'approche transfrontalière se justifie à la fois par le besoin commun de gestion dans des zones clés et pour autant vulnérables et pour assurer l'efficacité des interventions, en les fondant sur un réseau d'infrastructure et de pratiques partagée

Description (EN):

This programme faces the challenge of managing protected marine areas (PMAs) close to port areas. The objective is to define cross-border sustainable management plans for the adequate protection of PMAs in harmony with the development needs of the ports, which are fundamental for Blue Growth. IMPACT will build a dedicated geographic information system (GIS) and put it out on the web. This system will be organised as datasets related to: a) transport of marine currents between ports and PMAs, based on oceanographic measurements from coastal radars and drifters; b) ecological retention properties of PMAs, obtained with ecological surveys and numerical models; and c) distributions of contaminants, based on historical data and dedicated measurements. It will produce maps featuring signalling indexes to estimate over time the vulnerability of the different PMA areas to the pressures brought on by port proximity. The approach is based on an innovative modelling and monitoring plan that capitalises on and extends the existing cross-border infrastructure network built into the MOMAR and SICOMAR projects. The GIS web platform will be the unitary interoperable PMA management tool for the bodies in charge of planning maritime spaces in implementation of Directive 2014/89/EU. Furthermore, the project will provide vital support to the bodies responsible for implementing the Marine Strategy Framework Directory; Regione Toscana’s partners ISPRA (Italy) and Ifremer (France) have long been directly involved in this process. The partnership includes 4 regions: Tuscany, Liguria, Corsica and PACA; the methodology will be tested in 4 PMAs near the ports of Livorno, La Spezia, Bastia and Toulon. This cross-border approach focuses on issues regarding key and vulnerable areas and ensures effective actions based on shared infrastructure networks and practices.

IMPACT affronta la sfida della gestione di aree marine protette (AMP) vicine a zone portuali. L’obiettivo è definire piani transfrontalieri di gestione sostenibile per la protezione efficace delle AMP in armonia con le esigenze di sviluppo dei porti, elementi fondanti della Blue Growth. IMPACT costruirà un sistema informativo geografico (GIS) dedicato, disponibile su WEB, le cui informazioni saranno organizzate in dataset relativi a: a) trasporto delle correnti marine tra porti e AMP, basati su misure oceanografiche da radar costieri e drifters; b) proprietà di ritenzione ecologica delle AMP, ottenute con rilievi ecologici e modelli numerici; c) distribuzioni di contaminanti, basate su dati storici e misure dedicate. Saranno prodotte mappe con indici semaforici per stimare nel tempo la vulnerabilità delle diverse zone all’interno dell’AMP alle pressioni connesse alla prossimità dei porti. L’approccio è basato su un piano di modellistica e monitoraggio innovativo che capitalizza e amplia la rete esistente di infrastrutture transfrontaliere costruita nei progetti MOMAR e SICOMAR. La piattaforma WEB-GIS sarà lo strumento unitario interoperabile di gestione delle AMP da parte degli enti preposti e delle istituzioni titolari della pianificazione degli spazi marittimi in attuazione della Direttiva 2014/89/UE. Inoltre il progetto fornirà supporto indispensabile agli enti preposti all’attuazione della Marine Strategy Framework Directory: i partner Regione Toscana, ISPRA (Italia) e Ifremer (Francia) sono da tempo direttamente coinvolti in questo processo. Il partenariato include 4 regioni, Toscana, Liguria Corsica e PACA; la metodologia sarà testata in 4 AMP nelle immediate vicinanze dei porti di Livorno, La Spezia, Bastia e Tolone. L’approccio transfrontaliero è centrale sia per la comunanza dei problemi relativi a zone chiave e vulnerabili, sia per garantire l’efficacia degli interventi, basandoli su una rete infrastrutturale e su pratiche condivise.

Achievements (FR):

Le projet IMPACT est confronté à de nombreuses difficultés en raison des mesures de confinement mises en place dans le cadre de l’urgence sanitaire Covid-19. Comme beaucoup d’autres organismes et instituts de recherche, les partenaires italiens et français du projet IMPACT ont dû s’adapter à la situation, en modifiant les plans de travail et en reprogrammant les activités, avec des répercussions inévitables sur le calendrier du projet. La Conférence Finale du projet, initialement prévue à Lerici (La Spezia) en avril, a été reportée; dès que possible, une nouvelle date sera fixée. On permettra au partenariat complet de présenter les résultats des études réalisées aux représentants des institutions transfrontalières, aux stakeholders et aux experts du secteur, et d’évaluer les perspectives, capitalisation et développements futurs du projet. L’achèvement de l’une des réalisations clés du projet, la constitution du réseau radar HF transfrontalier, a également été retardé, en attendant de réactiver un des éléments importants: la remise en état du radar HF de Portofino (installé pendant l’été 2018 sur le phare et endommagé par la marée extraordinaire d’octobre de la même année) a été impossible jusqu’à présent, puisque l’accès au phare n’est pas encore autorisé, suite aux mesures de confinement du Covid-19. IMPACT, avec 84 autres projets du Programme Maritime Italie-France 2020, a participé à l’enquête envoyée par l’Autorité de Gestion et le Secrétariat Conjoint, afin de recueillir et d’analyser les points critiques les plus graves rencontrés par les projets, et de pouvoir ensuite proposer des solutions appropriées. Vous pouvez visualiser les résultats de l’enquête et consulter les mises à jour des activités du Programme liées à l’urgence Covid-19 à la page: http://interreg-maritime.eu/fr/-/emergenza-covid19-misure-eccezionali La station radar HF de Portofino a été restaurée: Après les dommages subis en raison de la houle exceptionnelle d’octobre 2018, grâce au soutien du projet IMPACT et à la collaboration entre les partenaires, la station radar HF du CNR, installée au phare de Portofino, a été finalement rétablie et rendue opérationnelle. Les opérations de restauration ont subi des ralentissements en raison de l’urgence épidémiologique qui a obligé le personnel à retarder de quelques mois les missions sur le terrain. Le calibrage final de l’antenne a eu lieu à la mi-juillet 2020, date à partir de laquelle les courants marins superficiels au centre de la mer Ligure sont de nouveau sous observation. La station de Portofino complète le réseau radar transfrontalier, comme prévu dans le projet, et l’amène à couvrir une superficie d’environ 16.000 Km carrés. À cette fin, IMPACT construira un système d’information géographique (GIS) dédié, disponible sur WEB.

Achievements (EN):

The IMPACT project faces many difficulties due to the containment measures put in place as part of the Covid-19 health emergency. Like many other research organisations and institutes, the Italian and French partners of the IMPACT project had to adapt to the situation, modifying work plans and reprogramming activities, with unavoidable repercussions on the project schedule. The Final Conference of the project, initially scheduled for Lerici (La Spezia) in April, has been postponed; as soon as possible, a new date will be set. The full partnership will be able to present the results of the studies carried out to representatives of cross-border institutions, stakeholders and industry experts, and to assess the future prospects, capitalisation and developments of the project. The completion of one of the key achievements of the project, the establishment of the cross-border HF radar network, was also delayed, waiting to reactivate one of the important elements: the rehabilitation of Portofino’s HF radar (installed in summer 2018 on the lighthouse and damaged by the extraordinary October tide of the same year) has been impossible so far, since access to the lighthouse is not yet allowed, following the Covid-19 containment measures. Impact, along with 84 other projects of the Maritime Programme Italy-France 2020, participated in the survey sent by the Managing Authority and the Joint Secretariat, in order to collect and analyse the most serious critical points encountered by the projects, and then to be able to propose appropriate solutions. Restoration operations slowed down due to the epidemiological emergency, which forced staff to delay field missions by a few months. The final calibration of the antenna took place in mid-July 2020, the date from which the surface sea currents in the centre of the Ligurian Sea are again under observation. The Portofino station completes the cross-border radar network, as planned in the project, and leads it to cover an area of about 16,000 square kilometers. To this end, IMPACT will build a dedicated Geographic Information System (GIS) available at WEB.
