Healthacross for future

Derzeit ist die Gesundheitsversorgung national organisiert und macht an den Grenzen halt. Da jedes Land nur auf seine eigenen vorhandenen Infrastrukturen und Ressourcen zugreift, gibt es vor allem in dünner besiedelten Grenzgebieten wie der Region Niederösterreich-Südböhmen oft keine Chancengleichheit beim Zugang zu Gesundheitseinrichtungen. Der Bedarf an grenzüberschreitender Kooperation wird am Beispiel der „geteilten“ Stadt Gmünd/České Velenice besonders deutlich: während es derzeit lediglich in Gmünd ein Krankenhaus gibt, muss die Bevölkerung von České Velenice zur Versorgung ins nächste 60km entfernte tschechische Krankenhaus. Das übergeordnete Ziel des Projektes ist es, die Regionen Niederösterreich und Südböhmen zur grenzüberschreitenden Zusammenarbeit im Gesundheitswesen anzuregen und einen Erfahrungsaustausch zwischen den Partnern zu ermöglichen, sowie praktisch zu kooperieren. Die Teilnahme von NÖGUS und dem tschechischem Kreis Südböhmen an der Ausweitung der grenzüberschreitenden Behandlung auf den stationären Bereich und an der Entwicklung und Planung eines grenzüberschreitenden Gesundheits-/Erstversorgungszentrums („Cross-border Health Cube“) sichert die Qualität und Nachhaltigkeit des Projektes, von dem in erster Linie die Bevölkerung der Grenzregion profitieren wird. Im Projekt wird langfristig darauf abgezielt, die Leistungen der jeweiligen Gesundheitssysteme in Einklang mit den Bedürfnissen der lokalen Bevölkerung zu bringen, um einen gleichwertigen Zugang zu medizinischer Versorgung beiderseits der Grenze zu ermöglichen. Dadurch wird nachhaltig zur Verbesserung der Lebensbedingungen der Bevölkerung beigetragen. Dies soll durch die gegenseitige und optimale Nutzung von Gesundheitsinfrastruktur und Ressourcen bewirkt werden. Durch die Ausweitung der grenzüberschreitenden PatientInnenbehandlung soll die wohnortnahe grenzüberschreitende Versorgung weiter verbessert werden. Die kürzeren Wegzeiten bringen für die PatientInnen durch die raschere Gesundheitsversorgung einen erheblichen Mehrwert und einen Zugewinn an Lebensqualität. Die Planung und Vorbereitung eines "Cross-border Health Cubes"(= Gesundheits-/Erstversorgungszentrums) sichern einen gleichwertigen Zugang für tschechische und österreichische PatientInnen. Dies verbessert die Versorgungsqualität und entlastet die Spitalsambulanzen. Von ihrer Charakteristik her, können die Projektziele auf rein nationaler oder regionaler Ebene nicht erreicht werden. Das Projekt stellt eine innovative Herangehensweise dar, indem es Zusammenarbeit initiiert und dadurch den Grundstein für eine praktische grenzüberschreitende Patientenversorgung legt. Die Vorbereitung der Errichtung eines grenzüberschreitenden Gesundheits-/Erstversorgungszentrums direkt an der Grenze ist ebenfalls neu. Die Infrastruktur wird nur einmal zur Verfügung gestellt aber von der Bevölkerung auf beiden Seiten der Grenze in Anspruch genommen.

Health-care is currently organised on national level and doesn´t reach across borders. Every country has access just to their own infrastructure and resources and thus there´s a lack of equal opportunities in terms of access to health facilities, especially in the sparsely populated cross-border areas like the region Lower Austria-South Bohemia. Through the example of the “divided town” Gmünd/České Velenice this problem shows very clearly: in the meantime there is a hospital just in Gmünd (Lower Austria) and the inhabitants of České Velenice (South Bohemia) have to travel 60 km to the next Czech hospital. The project´s overall aim is to encourage the idea of a cross-border cooperation in the regions of Lower Austria and South Bohemia and to enable an exchange of experiences and to enable a real cooperation. The participation of NÖGUS and the Czech region of South Bohemia at the enlargement of the cross-border treatment in the inpatient area and the development and planning of a cross-border health center/primary care center („Cross-border Health Cube“) ensures the quality and sustainability of the project. The beneficiaries of the project are the inhabitants of the cross-border region. The project focuses on harmonising the efforts of the respective health systems in order to respond to the needs of the locals to achieve an equal access to medical care on both sides of the border. This means a sustainable improvement of the living conditions of the population through the joint and ideal usage of the health infrastructure and resources. The cross border health care is to be improved through the expansion of the patient care. Through the achieved shorter travel time, the patients will get health care quicker. The planning and preparation of the Cross border Health Cube ensures an equal access for Czech and Austrian patients. Thereby the quality of care will be improved and the strain on outpatient departments will be eased. Due to the nature of the issue, the project aims cannot be achieved on national or regional level. The project means an innovative approach, because it initiates cooperation and thus forms the basis for a cross border patient care. The preparation of a cross border health centre/primary care centre is new. The infrastructure will serve for the locals on both sides of the border.

Zdravotní péče je v současné době organizována na národní úrovni a končí na státní hranici. Protože každá země může využívat jen vlastní dostupnou infrastrukturu a zdroje, není zejména v řidčeji osídlených regionech, jako je příhraničí Jihočeského kraje a Dolního Rakouska, často zajištěna rovnost příležitostí v přístupu ke zdravotní péči. Potřeba přeshraniční spolupráce je obzvlášť názorně patrná v „rozděleném“ městě Gmünd / České Velenice. I když je v Gmündu nemocnice, obyvatelé Českých Velenic musejí za zdravotní péčí do nejbližší české nemocnice vzdálené 60 km. Hlavním cílem projektu je podnítit přeshraniční spolupráci ve zdravotnictví mezi regiony Dolní Rakousko a Jihočeský kraj a umožnit výměnu zkušeností i praktickou kooperaci mezi partnery. Kvalita a dlouhodobá udržitelnost projektu, ze kterého budou v první řadě profitovat obyvatelé příhraničního regionu, budou zajištěny účastí Dolnorakouského zdravotního a sociálního fondu (NÖGUS) a Jihočeského kraje na rozšíření přeshraniční spolupráce na lůžkovou péči a rozvoji a plánování zdravotnického centra / centra primární zdravotní péče („Cross-border Health Cube“). Dlouhodobým cílem projektu je sladit služby příslušných systémů zdravotní péče s potřebami místních obyvatel, a umožnit tak rovný přístup ke zdravotní péči na obou stranách hranic. Projekt přispěje k trvalému zlepšení životních podmínek obyvatel. Toho má být dosaženo vzájemným a optimálním využíváním zdravotnické infrastruktury a zdrojů. Rozšířením přeshraniční zdravotní péče se dále zlepší dostupnost zdravotní péče v místě bydliště obyvatel. Kratší doba cestování za zdravotní péčí přinese pacientům díky rychlejší dostupnosti zdravotní péče značnou přidanou hodnotu a nárůst kvality života. Výsledkem plánování a přípravy zdravotnického centra / centra primární zdravotní péče „Cross-border Health Cube“ bude rovný přístup českých a rakouských pacientů ke zdravotní péči. Díky centru se zlepší kvalita péče a uleví se nemocničním ambulancím. Těchto projektových cílů nelze, jak je z jejich charakteristiky patrné, dosáhnout na čistě národní nebo regionální úrovni. Projekt se vyznačuje inovativním pojetím, protože iniciuje spolupráci, a pokládá tak základní kámen přeshraničního poskytování zdravotní péče v praxi. Novým zajímavým prvkem je rovněž příprava stavby přeshraničního zdravotnického centra / centra primární zdravotní péče přímo na státní hranici. Jedna infrastruktura bude sloužit veřejnosti na obou stranách státní hranice.

Die Hauptergebnisse sind: 1) Sicherstellung der grenzüberschreitenden Gesundheitsversorgung durch die Ausweitung der PatientInnenversorgung auf den stationären Bereich und die Abstimmung und Festlegung der Verrechnungsmodalitäten für die medizinische Behandlung. 2) Planung und Vorbereitung eines "Cross-border Health Cubes" (=grenzüberschreitendes Gesundheits-/Erstversorgungszentrums) hinsichtlich Standort und Leistungsspektrum inklusive Bauplanung. Das Projekt trägt zum Ergebnisindikator des Programms bei, indem es besonderen Wert auf einen auf Partnerschaft und organisationsübergreifende Zusammenarbeit basierenden Ansatz legt und dadurch die hohe Qualität der Zusammenarbeit gewährleistet.

Hlavní výsledky: 1) zajištění přeshraniční zdravotní péče rozšířením o péči lůžkovou a sladění a stanovení způsobu vyúčtování zdravotních výkonů; 2) naplánování a příprava „Cross-border Health Cube“ (= přeshraničního zdravotnického centra / centra primární zdravotní péče), pokud jde o lokalitu, spektrum výkonů a stavební projekt. Projekt přispěje k naplnění programového ukazatele výsledků tím, že klade zvláštní důraz na přístup založený na partnerství a spolupráci přesahující jednotlivé organizace a tím zaručuje vysokou kvalitu této spolupráce.
