Fachkräftemangel, geringe Wettbewerbsfähigkeit und Arbeitsmarktmobilität spiegeln sich als gemeinsames Problem der Region in den aktuellen AT/HU-PISA Ergebnissen der OECD wider. Die Messungen zeigen unter-/durchschnittliches Abschneiden in Literacy, Mathematik und Naturwissenschaften. Diese Fertigkeiten sind aber neben interkulturellen-sozialen Kompetenzen Voraussetzung für einen erfolgreichen Berufseinstieg. Übergeordnetes Ziel von CODES ist daher grenzüberschreitende Zusammenarbeit von Bildungsinstitutionen systematisch so aufzubauen, dass als positive Veränderung bereits von der Grundschule an Bildungsmaßnahmen zur kontinuierlichen Stärkung dieser Schlüsselkompetenzen bei unseren SchülerInnen gesetzt werden können. Kernoutputs sind somit ein grenzüberschreitendes Netzwerk von Bildungsinstitutionen und kompetenzorientierte Bildungsprogramme, die die Region AT-HU insofern profitieren lassen, dass unsere zukünftige Generation bestmöglich auf die Kompetenzerfordernisse des europ. Arbeitsmarkts vorbereitet ist. Geplante Herangehensweise ist die Implementierung eines dauerhaften Gesamtmaßnahmenpakets für GrundschullehrerInnen der Klassen 1-4 (6- bis 10-Jährige) unter Zusammenarbeit von Bildungsinstitutionen in der Programmregion. Dies ist durch 3 Aktivitäten gekennzeichnet: 1. Einrichtung regionaler Informations- & Beratungsstellen als Teil des gü. Netzwerks, 2. Entwicklung & Pilotierung von kompetenzorientierten Unterrichtsmaterialien, 3. Bildungsprogramme für GrundschullehrerInnen und Ausbildung von MultiplikatorInnen. Gü. Zusammenarbeit ist hierfür unerlässlich, da nur so die Synergien beider Länder für eine abgestimmte Bildungsinitiative erfolgreich genutzt und alle Regionen nachhaltig gestärkt werden können. CODES bringt folgende Innovation mit sich: Verbesserung der Effizienz von Bildungssystemen/ Höheres Bildungsniveau der SchülerInnen durch speziell qualifizierte LehrerInnen/ Verbesserte Chancen am Arbeitsmarkt für kommende Generationen.

Szakemberhiány, alacsony versenyképesség, vmint munkaerő-piaci mobilitás – e közös problémákat tükrözik a régióban az OECD PISA felméréseinek legutóbbi osztrák-magyar eredményei. A mérések átlagos vagy az alatti eredményeket mutatnak szövegértésből, matematikai és természettud. műveltségből. Az interkult. és szoc. kompetenciák mellett azonban e készségek elengedhetetlenül szükségesek a szakmai életút sikeres megkezdéséhez. A CODES fő célja, hogy a határon átnyúló (h. á.) oktatási int. között olyan tervszerű együttműködést építsen ki, melynek célja, már az ált. iskolától kezdve, a 6-10 éves diákok kulcskompetenciáinak folyamatos fejlesztésére irányuló oktatási intézkedések bevezetése. A projekt fő kimenetei tehát oktatási intézmények h. á.hálózatának létrehozása és kompetenciaalapú oktatási programok kidolgozása, melyekből az osztrák-magyar régió azáltal profitálhat, hogy ezen programok a következő generáció számára, az európai munkaerőpiac által támasztott kompetencia-követelményeknek való megfelelésre, a lehető legjobb felkészülést biztosítják. Ennek érdekében egy, az ált. iskolai tanítók (1-4. o., 6-10 évesek) számára készült, kompetencia alapú közös intézkedési csomag kerül összeállításra, mely a régió oktatási intézményeinek együttműködése révén valósul meg. Ezt 3 tevékenység jellemzi: 1. Reg. információs és tanácsadó központok, mint a h. á.hálózat elemeinek létrehozása, 2. Komp.alapú oktatási anyagok fejlesztése és próba-bevezetése, 3. Oktatási programok általános iskolai tanárok számára, vmint multiplikátorok képzése. A h. á.együttműk. elengedhetetlen, mert a két ország szinergiáinak kihasználása csak így lehetséges az összehangolt oktatási kezdeményezések megvalósítása és a régiók tartós erősítése érdekében. A CODES projekt során eredményezett innovációk a következők: oktatási rendszerek hatékonyságának javítása/ a tanulók magasabb képzési szintje megfelelő képesítéssel rend. tanítók révén/ jobb esélyek a munkaerőpiacon a jövő generációja számára.

Skills shortages, insufficient competitiveness and job market mobility are reflected as joint problems of the region in the current OECD AT / HU-PISA results. The measurements show below / average performance in literacy, mathematics and science. It is however, exactly these competencies along with social, civic and intercultural competencies that are requirements for successful entry to the world of work. Therefore the overarching goal of CODES is to systematically build up cross-border cooperation between educational institutions in order to achieve a positive change to this base line situation starting already in primary school to continuously strengthen these key competencies among our pupils. Core outputs are a cross-border network of educational institutions and competence-oriented education programs that benefit the AT-HU region so that our future generation is best prepared for the challenges of the European job market. The planned approach is to develop and implement a sustainable overall package for primary school teachers in grades 1-4 (pupils: 6 to 10 years old) in close cooperation with educational institutions in the program region. This is characterized by 3 activities: 1. Establishment of regional information and advice centers as part of the cross-border network, 2. Development & piloting of competence-oriented teaching materials, 3. Educational programs for primary school teachers and trainings for multipliers. Cross-border cooperation is imperative as it will successfully exploit the synergies of both countries in a coordinated educational initiative bringing sustainable strengthening for all regions. CODES will bring the following innovations: Improved efficiency of education systems / Higher education level of pupils by specially qualified teachers / Improved labor market opportunities for future generations.
