The economic and financial crisis a decade ago has left behind still very crucial socio-economic and demographic challenges. Especially the continued increase of unemployment resulting in poverty and social exclusion demands urgent sustainable solutions. Unqualified younger and older unemployed (50+) women and men are mainly affected. All partner regions have this ‘new’ disadvantaged group – the long-term unemployed. Social innovation could offer answers but there is a lack of expertise and specialist business development services and support in the public and private sectors. And there is a lack of funding. The objective therefore is to jointly develop and implement a tailored business development service and support scheme to promote the integration of the disadvantaged groups into the labour market through social innovation and new social enterprises. The enterprises will be the result of specially developed trainings. The scheme will have at its core regional triangles of key players coming from expert support, care and third sector organisations, social innovation and entrepreneurship experts and public/private funding initiatives. The reg. triangles will form an overarching joint triangle enabling a transnational approach to tackling intergenerational unemployment and social exclusion. To reach the project’s objective, reg. pilot actions to test and validate the support scheme and the strategy behind it will be implemented. This will lead to sustainable schemes in the six PP regions. The project will bring together younger and the older (50+) unemployed citizens so that these two generations can learn from each other by exchanging experiences, bridging missing skills and competences. Also the key players in the reg. triangles will learn from each other and a dynamic capacity building process will take place throughout the project at different levels. IN SITU will be in every respect a learning project.

Achievements (EN):

The economic and financial crisis has left a strong mark on central Europe’s socio-economic system, particularly labour market and demography. Enormous challenges include especially the ongoing increase of unemployment that ultimately results in poverty and social exclusion. The groups particularly affected by loss of job are youth and senior persons, mainly having low qualifications and missing soft skills. Sustainable solutions are urgently needed. The IN SITU project targets unqualified youth and older workers (50 plus), who are long-term unemployed and mainly affected by negative processes on the labour market, who normally will merely have any chance to get a job. Thanks to cooperation between younger and older generations there persons could learn from each other by exchanging experiences, bridging missing skills and competences. Project partners from 6 regions of Central Europe developed and implemented an innovative service addressing particular needs of these disfavoured groups. What is particularly important, is a fast-track to labour market and regaining positive self-esteem. A new tailored business development service and support scheme delivered by the project are oriented on promoting integration of these unemployed persons into the labour market. Their activity is organised in the form of social enterprise. The support scheme requires active participation of all key players - local and regional governments, private businesses and third sector (NGO). As a result of the project a network of 6 Social Innovation Hubs in all partner Member States have been established, where disadvantaged persons are offered professional support in starting-up and running their businesses.

Expected Results (EN): R 1.2 Status of capacities of the public and private sector for skills development of employees and entrepreneurial competences achieved through transnational cooperation driving economic and social innovation in central European regions.

Expected Outputs (EN):

By the end of project lifetime, the following four results are to be expected: (1) key players (‘n’ number of institutions and individuals) of six regional strategic triangles will have profound insight into social innovation and entrepreneurship, expert support and care for the unemployed, and public/private funding through knowledge transfer and capacity building; (2) six lasting regional support schemes for the integration of the unemployed into the labour market through social innovation and entrepreneurship; (3) 240+ social enterprises/initiatives (10-20+ social initiatives&10-20+ social businesses/region = 240+; depending on number of inhabitants and size of the region) for and with ‘n’ unemployed youth and unemployed 50+ women and men; (4) a strategy blueprint for a transnational intergenerational business development and support scheme for the project (programme) area with the clear goal of bringing unemployed youth and older (50+) unemployed citizen into the labour market through social innovation and entrepreneurship. The change the project aims to achieve at the territorial level, according R1.2, is to increase the social problem solving capacities of the public and private sector and improve entrepreneurial skills and competences of individuals in the partner regions. This will be achieved through a transnational cooperation consisting of strong partners from the public/private sectors in six Member States driving social innovation in central European regions.
