The North Sea Region is one of the main logistics zones in Europe. The largest seaports as well as many intermodal transport nodes are located in the region. Those intermodal nodes are outstanding for the transport of goods to and from the supply and demand markets. To increase the attractiveness of a location and its market potential, efficient, smart, and eco-friendly transport networks are needed. The intermodality should enable a concentration of transnational traffic and long-distance flows, and as a result of their integration, provide for a highly resource-efficient infrastructure use. Currently, the Trans-European Network-Transport (TEN-T) policy is putting a strong focus on the development of the Core Network, the major transport axes across Europe. However, the trade and business network does not only depend on its major nodes but also on its hinterland. To raise the efficiency of transport flows in a holistic approach, the project included both major and remoter transportation nodes.

Achievements (EN):

Following baseline investigations on bottlenecks in the intermodal network, North Sea CONNECT developed and tested new solutions in pilot projects. Across its pilots, North Sea Connect resulted in 25% cost savings through shifting to more sustainable modes. Smart digital tools to foster intermodality are another strong legacy from the project. The solutions developed in the project's pilot are ready to be rolled out to other ports. Smart City Port Distribution in Brussels: The Port of Brussels conducted this successful pilot. This initiative tackled challenges related to the efficient transport of goods between seaports and their hinterland as well as the mobility of goods within urban areas. Brussels, a significant consumer of construction materials, faces congestion and logistics issues in transporting goods within the city. The pilot aimed to enhance waterway transport connections between North Sea ports and their hinterland, reducing reliance on trucks and alleviating congestion. Additionally, an expansion of the Construction Consolidation Centre (CCC) using the Antwerp-Brussels-Charleroi Canal was explored to optimize the supply chain for construction materials and the last-mile delivery process, promoting the use of waterways. The pilot proved the feasibility of the CCC in connection with barge transportation, both technically and economically. The pilot created a modal shift from road to railway and waterways by 15% within the project period alone. Hamburg pilot: transPORT rail The Hamburg Port Authority expanded its Rail Port Community System, "transPORT rail" (tPr), by introducing a new module for managing time windows. This module assists intermodal rail terminals and stakeholders involved in slot and loading time window management. Collaboration among railway undertakings, shunting service providers, infrastructure managers, and intermodal terminals is crucial for enhancing rail transportation efficiency, especially regarding loading time scheduling. This collaboration is not limited to planning but extends into the operational phase, ensuring continuous monitoring and adjustment of transport development. Future cooperation for transferring the system to other project partners is envisaged. Additional solutions were developed and tested: The Port of Oostende and VIVES have demonstrated the benefits of digital technology, specifically digital twins, in analysing port activities for autonomous operations. This digitization allowed for cost-effective goods handling, upscaling in- and output with the same staff, and autonomous freight transport. It also facilitated traffic analysis and identified areas for improvement within the port. Business Vordingborg has explored the potential of the Danish Hinterland, considering the Fehmarnbelt fixed link and the TEN-T network. Anticipated increased transport flows from Germany to Denmark and reduced travel times. Consideration was given to combining rail/road traffic from the Fehmarnbelt fixed link with inland waterway transport, although the latter presented greater challenges requiring further exploration. Scottish Partners have investigated inland waterway transport and the connectivity of remote areas within the TEN-T network. Despite Brexit and regulatory challenges, the UK government committed to supporting mode shift and waterborne freight until 2025, aligning with net-zero targets.
