P.U.M.A. objective is to strengthen cross-border cooperation capacity in the project management sector, contributing to the improvement of the current situation through the creation of joint governance tools. The relationship among international partners and the management of EU-funded projects needs improvement of skills in this area, in order to harmonize management processes. The common challenge is to improve the quality and accessibility of European projects to promote a shared management model, acquiring strategic skills to increase professional abilities and transversal skills for the role of "Project manager for territorial cooperation" according to a common standard, based on the P.U.M.A. Method. The Area Programme manages cross-border projects with the aim of fostering economic growth and intensifying cooperation. What emerges is the mismatch between the current know-how of Albanian and Montenegrin entities and that required by Italian partners in the administrative- financial management and project’s proposal design step. This is due to the lack of technical expertise, the presence of regulatory gaps and financial fragility, found especially in local institutions. The use of a joint governance tool for the management of cross-border projects can facilitate collaboration among partners, making easier the consolidation of know-how that would remain in the administrations involved and result in full operational autonomy in the processes of design and implementation of activities. The results is the creation of a jointly developed action plan for public officials, administrators, university students and stakeholders to adopt a shared procedure in managing cooperative projects. PUMA capitalizes the results achieved by the management of the AIDA project (Interreg IPA CBC It-Al- Mne Program 2014-2020-N.439) The project structure envisages the implementation of: (a)Joint Model "P.U.M.A." (b) P.U.M.A. Model Training (c) P.U.M.A. network accellerator

Expected Achievements (EN): Strengthen cross-border cooperation capacity and promote a shared management model for Eu project, according to a common standard, based on the P.U.M.A. Method.

Contribution to wider strategies and policies:

P.U.M.A. conrtibue to EUSAIR strategy in the Cross cutting issues:
-capacity building, the actions will increase the capacity of the public sector in
the countries involved - in particular with regard to enhancing administrative and
institutional capacities in tenders field. The project aims to Enhanced cooperation and
sharing of best practices between countries in the Region (as well as outside the Region)
will be promoted. (AT1.3)
This cross cutting issue regards also the higher quality of education, life-long learning,
and development of skills. (AT.1.2)
-Communication, is central for actions involving stakeholder participation, marketing and awareness raising actions. This actions contribute to the global objective of EU integration as well as interaction with citizens and public government.
