Common output and result indicators (2021-2027 period). What are they?

Each Interreg programme is enclosed by a performance framework to allow monitoring, reporting on and evaluating programme performance during its implementation, and to contribute to measuring the overall performance of the Funds. This is made up of the following three main elements:

  • Output and result indicators linked to specific objectives;
  • Milestones to be achieved by the end of the year 2024 for output indicators; and
  • Targets to be achieved by the end of the year 2029 for output and result indicators.

Annex I of Regulation (EU) 2021/1060, of 24 June 2021, contains a list of all common output and result indicators applying both to the ERDF (including the Interreg objective) and to the Cohesion Fund. Based on this list, and on their overall framework of goals and objectives, programmes were free to propose any common indicators to be part of their own performance framework. In addition to the common indicators, where relevant, programme-specific output and result indicators could also be proposed.

Important for a good understanding of Annex I of Regulation (EU) 2021/1060 is that the listed common output and result indicators are grouped by, but not limited to, a specific objective within a policy objective. According to a footnote of this annex, ‘in particular, PO 5, may use relevant common indicators listed for POs 1 to 4. In addition, in order to develop a full picture of the expected and actual performance of the programmes, the common indicators indicated by * may be used by specific objectives under any of the POs 1 to 4, when relevant’.
