Lead partner. When visualising the NUTS regions on a lead partner map, why are NUTS regions without a lead partner coloured?

The result of the query ‘show all the partners involved in these projects that have their lead partner based in country Y’ is the number of projects having partners all over Europe but lead partners in country Y only. All NUTS-regions where one of these partners is based are coloured.
