Public/private partners: What concepts are at play here?

The difference between public and private partners is based on the Law applying to each of these two categories of organisations. Public organisations are owned by States, or the States have controlling stakes in them. They abide by the legal rules applying to State organisations. Private organisations, on the other hand, are owned fully or mainly by entities other than the State, directly or indirectly.
