La problématique des espèces exotiques envahissantes et émergente est encore mal délimitée, bien qu’étant reconnue comme la 2ème cause de perte de biodiversité. Ces espèces ne connaissent pas de frontière, et les modes de vie actuels augmentent leur risque d’introduction. Certaines constituent également une menace importante pour l’économie et la santé. Leur propagation rapide menace nos hotspots de biodiversité méditerranéenne, les espaces sensibles et en particulier certains sites Natura 2000 proches des zones d’introduction (ports, aéroports…). Pour répondre à ce phénomène d’évolution rapide, dans un contexte difficile de changements climatiques, on ne dispose pour lutter que de moyens limités ou peu respectueux de l’environnement. Aucun moyen collaboratif formalisé n’existe dans la zone transfrontalière, depuis la détection d’une menace potentielle jusqu’à l’échange d’information sur la prévention et la lutte. Le projet ALIEM propose de répondre à cette situation préoccupante, en concevant et mettant en œuvre les outils nécessaires à une coopération transfrontalière indispensable, garante de l’efficacité des initiatives prises dans le domaine de la connaissance, de l’expérimentation et de la gestion. Il propose une nécessaire gouvernance impliquant des partenaires institutionnels représentatifs des territoires, dont les décisions reposeront sur une méthodologie interactive entre décideurs et scientifiques, à travers la structuration d’un observatoire transfrontalier faune/flore. Sous la forme d’une plateforme web, et grâce à un plan de communication dédié, cet outil permettra une action publique améliorée que chaque citoyen pourra s’approprier via des actions de science participative. Un accord de collaboration interinstitutionnel, signé en amont du projet, acte la pérennité du réseau transfrontalier et des outils développés. Il pose le cadre des enjeux communs, assure la cohérence des actions, et permettra un impact significatif sur les 5 territoires régionaux.

La problematica delle specie esotiche invasive è emergente e ancora mal circoscritta, nonostante sia stata riconosciuta come la seconda causa di perdita della biodiversità. Queste specie non conoscono frontiere, e le modalità attuali di vita aumentano il loro rischio di introduzione. Alcune costituiscono una minaccia per l’economia e la salute. La loro propagazione minaccia i hotspots di biodiversità mediterranea, le aree sensibili e, in particolare, alcuni siti Natura 2000 vicini alle zone di introduzione (porti, aeroporti…). Per rispondere a questo fenomeno in evoluzione, nel difficile contesto di cambiamento climatico, non si dispone per lottare che di mezzi limitati o poco rispettosi dell’ambiente. Nessuno strumento formalizzato di collaborazione esiste nella zona transfrontaliera, a partire dalla segnalazione di una minaccia potenziale fino allo scambio d’informazioni per la prevenzione e la lotta. Il progetto si propone di rispondere a questa situazione ideando e realizzando gli strumenti necessari all’indispensabile cooperazione, a garanzia dell’efficacia delle iniziative intraprese nel dominio della conoscenza, della sperimentazione e della gestione. Esso propone una governance che coinvolge i partner istituzionali rappresentativi dei territori, le cui decisioni si baseranno su una metodologia di interazione fra decisori e scienziati, mediante la strutturazione di un osservatorio transfrontaliero per la fauna e flora. Sotto forma di una piattaforma web, e grazie a un piano di comunicazione dedicato, questo strumento permetterà un’azione pubblica migliorata che ogni cittadino potrà far propria attraverso interventi di scienza partecipata. Un accordo di collaborazione interistituzionale, siglato prima l’inizio del progetto, garantisce la continuità nel tempo della rete transfrontaliera e degli strumenti sviluppati. Esso stabilisce il quadro degli elementi comuni in gioco, assicura la coerenza delle azioni e permette una ricaduta sui cinque territori regionali.

Description (EN):

The issue of invasive alien species is emerging and still poorly circumscribed, although it is acknowledged to be the second leading cause of biodiversity loss. These species know no borders, and current ways of life increase the risk of their introduction. Some pose a threat to the economy and health. Their propagation threatens Mediterranean biodiversity hotspots, sensitive areas and some Natura 2000 sites close to the entry areas (ports, airports, etc.). To respond to this evolving phenomenon, given the problematic context of climate change, we only have limited means that are not entirely environmentally friendly. There is no formalised collaboration tool in the cross-border area, be it the reporting of potential threats or the exchange of information for prevention and control purposes. This project aims to respond to this situation by devising and implementing essential cooperation tools to guarantee that knowledge, experimentation and management initiatives will be adequate. The project proposes a type of governance that involves the local institutional partners. Their decisions will be based on the organisation of a cross-border fauna and flora monitoring centre and the interaction of decision-makers and scientists. This tool will be set up as a web platform with a dedicated communication plan open to the participation of the population at large and their scientific contributions. The cross-border cluster and the tools thus developed are guaranteed by an inter-institutional collaboration agreement signed before the start of the project. This agreement establishes the framework of the common elements at stake, ensures the consistency of the actions and allows feedback on the five regional areas.
