Les ressources en eau se raréfient en raison du réchauffement climatique. Pour autant, l’eau est indispensable à la fois à la production d’eau potable et à la conservation des espaces naturels. C’est pour dépasser ce conflit que le projet transfrontalier agit de manière préventive en vue d’une utilisation raisonnée de la ressource en eau. Pour cela, 4 maîtres d’ouvrage français et allemands construisent des infrastructures d’eau potable interconnectées de septembre 2019 à août 2022. Après les travaux, l’Alsace du Nord et le Palatinat du Sud pourront se fournir respectivement en eau potable, dont l’approvisionnement sera sécurisé y compris pendant les périodes de sécheresse. En mettant en place un approvisonnement en eau durable et transfrontalier, le projet PAWINA protège les écosystèmes en organisant les prélèvements dans la nappe phréatique de l’Alsace du Nord et du Palatinat du Sud dans le respect de l’environnement. Dans les périodes sèches, on ne puisera plus dans la nappe supérieure mais dans la nappe la plus profonde, qui n’est pas reliée à la surface. Ainsi, le projet contribue de manière décisive à conserver les habitats pour des espèces remarquables dans des sites protégés existants, dont les zones Natura 2000 de la Lauter et du Bienwaldschwemmfächer.

The cross-border project PAWENA has a preventive effect with a view to overcoming the conflict over the use of water resources, which are becoming increasingly scarce due to global warming. Water is essential for drinking water production and the preservation of natural areas. For this purpose, networked drinking water infrastructures will be built by four German and French builders between September 2019 and August 2022. With the implementation of this work, a mutual exchange of drinking water between northern Alsace and southern Palatinate will be possible and will ensure the water supply even in dry seasons. At the same time, this also protects the ecosystem, because the development of a sustainable and cross-border water supply means that the extraction of groundwater in northern Alsace and southern Palatinate is environmentally friendly. In future, during dry periods, drinking water will no longer be taken primarily from aquifers close to the surface, but from deep aquifers that have no contact with the surface. In this way, the PAWINA project makes a decisive contribution to preserving the habitats of important species in existing protected areas (including Natura 2000 areas of the Lauter and Bienwald alluvial fans).

Das grenzüberschreitende Projekt PAWENA wirkt präventiv mit Blick auf die Überwindung des Konflikts um die Nutzung der mit der globalen Erwärmung immer knapper werdenden Wasserressourcen. Wasser ist für die Trinkwassergewinnung und die Erhaltung von Naturräumen unerlässlich. Zu diesem Zweck werden von vier deutschen und französischen Bauherren zwischen September 2019 und August 2022 vernetzte Trinkwasserinfrastrukturen gebaut. Mit der Realisierung dieser Arbeiten wird ein gegenseitiger Austausch von Trinkwasser zwischen dem Nordelsass und der Südpfalz möglich und stellt die Wasserversorgung auch in Trockenzeiten sicher. Gleichzeitig wird hierdurch auch das Ökosystem geschützt, weil durch den Aufbau einer nachhaltigen und grenzüberschreitenden Wasserversorgung die Entnahme von Grundwasser im Nordelsass und in der Südpfalz umweltverträglich gestaltet wird. In Trockenperioden wird zukünftig das Trinkwasser primär nicht mehr aus oberflächennahen Grundwasserleiter entnommen, sondern aus tiefen Grundwasserleiter, die keinen Kontakt zur Oberfläche haben. Auf diese Weise trägt das Projekt PAWINA entscheidend zur Erhaltung der Lebensräume bedeutender Arten in bestehenden Schutzgebieten (darunter Natura 2000-Gebiete der Lauter und Bienwaldschwemmfächer) bei.
