Objectives: The problems in the functional area of Bajo Guadiana, within the Euroregion Alentejo-Algarve-Andalucía, EuroAAA, to which the project intends to respond, refers to the characterisation of the challenges of a social, economic, territorial, environmental nature, etc., which determine the low development of this area and, once identified, establish the appropriate development framework for the empowerment of that area; therefore, the objective is concrete in the development and establishment of a framework for cross-border action for the socio-economic promotion of the Lower Guadiana region (Territorial Strategy), which will form as the theoretical, methodological and action basis for future cooperation projects in this area. In order to achieve this objective, the project proposes, as an activity, the drafting and validation of the framework strategy for cross-border action for the socio-economic promotion of Bajo Guadiana. The need for cross-border cooperation is evident as it is a territory shared between the three EuroAAA regions, which is key in the European geographical context and facing challenges similar such as, the heterogeneity of the municipalities that make up it, the depopulation, the aging, the lack of productive fabric, migration, the effects of climate change on the great biodiversity of that area, the low index in the degree of development of innovation, etc. As regards the innovation provided by the project, it is worth highlighting the exchange of knowledge and the sharing of synergies through the joint work to be implemented through the Strategy, which will be the general theoretical framework for cross-border action to tackle the obstacles that prevent the proper development of this space in all areas (social, economic, environmental, etc.).
