Öresund-Kattegat-Skagerrak will become a world-leading centre for Life Science and Innovation — through German collaboration. This is done by connecting the four unique research facilities MAX IV, ESS, DESY and European XFEL. It is a project that breaks new ground within Interreg Öresund-Kattegat-Skagerrak by having several partners from a country outside the Öresund-Kattegat-Skagerrak programme geography. It is in close cooperation with German actors in the Hamburg region that strengths, capabilities and critical mass will be shaped into a regional Life Science centre at a global level. In addition to Swedish, Danish and German actors, Norwegian Oslo University is part of the project, but not as a regular partner but with self-financing. The project will link the large research facilities in Lund (ESS and MAX IV) with the German facilities DESY and European XFEL. The plants complement each other and are expected to provide synergies and a powerful resource for Life Science research and innovation. Within the geography Öresund-Kattegat-Skagerrak-Hamburg there are hundreds of companies within MedTech, BioTech and Pharma as well as many hundred Life Science researchers at universities and institutes. Together, the project actors see a foundation for a much stronger Life Science region than the ÖKS area can become on their own. In HALOS, industry is linked with researchers from six universities and with the four research facilities. The main part of the project consists of 36 (+ 5 from Oslo University) six-month experiments, according to the same model as, now completed, the project, ESS & MAX IV: Cross Border Science and Society. The difference is that the model will be more closely linked to the business world, focus on Life Science and be expanded to a larger geography and with additional technologies.

Projektet vill bidra till att vända trenden med en minskande skara gränsarbetspendlare mellan primärt Helsingborg och Helsingör. Projektet räknar med att cirka 200 personer kommer att börja gränsarbetspendla Sverige-Danmark och 110 personer mellan Danmark och Sverige, tack vare projektet. Cirka 1000 deltagare väntas delta i gränsöverskridande rörlighetsinitiativ. Projektet kommer att avgränsa insatserna till fem olika branscher där det råder brist på arbetskraft. På längre sikt är projektet en del i skapandet av en Öresundsgemensam arbetsmarknad, där arbetsgivare på båda sidor sundet får tillgång till efterfrågad arbetskraft.
