The MASCARA project partnership is investigating the potential of DRT services and considering how they can be integrated into regional transport strategies. It aims to build on the technological, operational and organisational experience gained so far by implementing and testing DRT service models in different regions, assessing their viability and identifying best practice for making the most of this kind of transport across Europe.

Achievements (EN):

Achievements so far Mascara kicked off in Cork in May 05. 3 training courses were held in: Gent June ’05, Finland Sept. ’05,Scotland Dec.’05. TC1 covered: DRT feasibility, demonstration needs, technologies, evaluation, administrative & institutional aspects.TC 2 focused on the legal & institutionaloperating environment,target/user groups,operations/service description,dispatch centres & solutions to perceived barriers; TC3 on interactive workshops to collectively develop DRT. The outcome was summarised in a report, available on request. A study visit was organized to ATL, Transport Operator in Livorno in Sept. 06. SITA,TAKI, other Italian & Swedish contacts (made at Interreg DRT Conferences)hosted restricted study tours for Cork Staff to better inform decisions about operational and subcontracting issues. A 'Minibus Driver Awareness Scheme Training (MIDAS)' was organized by ATF.A 2 day training workshop took place in Edinburgh in Nov '07 open to a national& international audience. Feasibility Studies drew upon the knowledge transfer from Partners & local data collection,to assess the best options for implementing DRT services in Cork & Györ. Cork also developed specifications,calls and contract documents for IT and bus operator services; 3 pilot actions were implemented: SITA ran a DRT service in the urban area of Empoli in Tuscany, ATF launched a web-portal to coordinate multi-modal transport services, designed DRTs solutions in Angus rural areas and developed Videoroute product to aid drivers/staff training, TAKI evaluated the suitability of DRT collecting times for patients to/from Hyvinkää hospital. Sites co-operated on: analysis of DRT regulation across Europe, videorouting results disseminated by ATF, paper on cooperation between DRT and taxis(usually a competitor), paper to transfer Finnish experiences into accessibility measures under elaboration in UK. A common methodology and tools to evaluate the outcomes of sites was defined by FEUP & tuned for sites needs, allowing them to evaluate DRTs' impacts at different levels & carry out a cross-sites evaluation (related to a set of core indicators).Costs-benefit analysis& guidelines to carry out payback analysis were also produced& included in an Evaluation report summarizing all the work & conclusions. To optimise dissemination, Mascara established profitable links with other EU projects on flexible services (SUNRISE, AGATA, CONNECT, SIDDARTHA), organized 5 national workshops, including a 1-day dissemination event in Edinburgh in Oct ’07 & a 2day conference in Florence, May 07(proceedings disseminated on CD-ROM). 5 brochures, 2 e-newsletters, a Best Practices Handbook & a website. Other dissemination outputs: 1 Press Conference, 4 TV/radio interviews, 1 DVD on local activities by ATF, 50 publications/articles/press release.1 conference call, 8 Steering Committee & 9 Project Meetings were also held.
