The ISECA project’s aim is to advance scientific knowledge related to eutrophication (i.e. algal blooms), which is a major cause of the decreasing quality of coastal waters in the 2 Seas area. This more targeted and intelligent information will then be disseminated amongst the relevant authorities, environmental agencies and the general public. A technologically advanced information system will be developed thanks to cross-border exchange of expertise and usage of satellite Earth Observation data, with simulation models. This web-based system will significantly enhance the current capacity to monitor and manage coastal waters and to propose potential mitigation strategies to eutrophication. Comparing regions with different levels of eutrophication will help demonstrate its effect on maritime and coastal socio-economic activities, such as fisheries and recreation.

Expected Results (EN):

What are the key results of the project? Activity 1: - An inventory of the actors and institutions concerned with coastal eutrophication. - A report describing the end users requirements. - A questionnaire and its analysis. - A report on the social-economic cost of eutrophication Activity 2: The inventory of the databases (DB) available to the public in the web information server (WIS) with the relevant links to existing DB. - The description of the in-situ measurements, the attached protocols and the quality control to be reported and made available to public on the WIS. - A description of the EO DB at L1 to be on the WIS. - A description of the EO DB at L2 to be on the WIS. It will include the validation of the L2 product. - An EO data base and the in-situ measurements collected in ISECA to be delivered to VITO for implementation in the web server of A3. Activity 3: The main deliverable will be a Web-based Application Server (WAS) devoted to: - The demonstration of the use of EO combined with in-situ measurements. - The demonstration of eutrophication problems, analysis of selected causes and potential solutions, and exchange of reusable model building components for the integrated simulation of coastal eutrophication. - Making the information, knowledge and relevant networks of stakeholders and end users transparent. Are all partners and territories benefitting from the results? Activity 1 will benefit water quality monitoring experts, business sectors affected by eutrophication and public at large concerned by environmental issues. Activity 2 will benefit stakeholders engaged in research and development who would benefit from European Space Agency programmes and/or from the Global Monitoring for Environment and Security data or services. Also, actors from institutions/agencies specialised in water quality control and from those who are concerned with sharing coastal water quality data. Finally, actors from Public Environmental Institutions concerned with sharing protocols and state of the art metrology in the field of coastal water quality measurement. Activity 3 will benefit local and regional key players for the monitoring, modelling and/or analyzing of coastal water quality along the Channel/North Sea shore such as representatives of institutes/agencies specialised in water quality control or those taking an interest in inventorying and sharing coastal waters quality data. Actors representing Public Environmental Institutions concerned by sharing protocols and the state-of-the-art measurement techniques in the field of coastal water quality measurement. Marine researchers who take an interest in the integrated analysis of coastal eutrophication at the regional level will also benefit from this activity as well as marine researchers who can contribute to and help improve the quality of a library of reusable model building components for spatial-dynamic simulation of eutrophication. What are the effects / outcomes for the territories involved? Objective 1: Improving the conditions for innovation research an development Outcome indicators: - Developing tools for research: data base, modelling, protocols, software - Scientific publication with co-authors located in the other regions Objective 2: Improving sustainable development Outcome indicators: - Evaluate the socio economical impact of the eutrophication - Study remediation scenario: example reduction of nutrients and impact - Participate to the OSPAR convention
