Description

Description (EN): The aim of the project was to reduce hazardous and harmful alcohol use and substance use in general among young people in municipalities around the Baltic Sea region through local empowerment and capacity building. There were eight partners in the project from five countries.

Achievements (EN):

This project mapped out and subsequently performed a situation analysis of the alcohol and drug situation among youth and the structures and activities of local prevention work. The project assessed the needs of the participating communities, created foundation for subsequent efforts to measure and increase the communities’ readiness for the implementation of project activities and provided basis for the mobilisation of local actors and created cross-border network of public health specialists, practitioners and policy-makers. 1. The participating municipalities are now equipped with good tools to continue the alcohol and drug prevention work, competences of the specialists in the municipalities have been strengthened, multi-professional cooperation has improved and, importantly, the political support to the issues of alcohol and drug prevention among youth has increased. 2. The project helped to develop a more holistic approach in addressing the alcohol and drug prevention among youth issue. 3. As a result of the project, a better understanding by different non-health sectors on their role and responsibility in alcohol and drug prevention among youth has been achieved. Improved cooperation of different sectors and better understanding of each other’s roles is another result. 4. The piloted ADPY model has been integrated in the practice of municipalities as a useful instrument for developing, planning and organizing cooperation of different sectors, institutions and specialists at a local level and will be applied also in the future. 5. The outcome for the target group (public health specialists, practitioners and policy-makers/politicians, social pedagogues, school nurses) and the beneficiaries (the participating local communities) is the strengthened capacity to deal with the alcohol and drug prevention issues at a local level. They have better knowledge of the problem in their municipalities, their skills have been improved, the political support has increased, the inter-sectorial cooperation has been strengthened and they have established contacts with colleagues in other countries to exchange experiences about the problem.
