Description (EN):

The overall objective is to stimulate the dynamics of municipal services’ development in the cities of Lublin Voivodeship and Volyn Oblast through transfer of knowledge and experiences exchange.The specific objectives are: 1. Transfer of knowledge and increase in competencies of the personnel employed in the municipal economy sector of the Polish-Ukrainian borderland’s cities, including the experiences transfer from EU Member States. 2. Working out concepts concerning drainage of rain and thaw water which cause temporarily inundations of urbanized areas of Chelm and Luck Cities. 3. Improvement of municipal services quality and tightening the cooperation among self-governments from Euroregion Bug area in this area.

Achievements (EN):

1.1 The number of working seminars conducted – 6, 1.2 Total number of seminar’s participants – 144 persons (including 72 persons from Ukraine), 1.3 The number of study visits – 5 1.4 Total number of study visits’ participants – 74 persons, 1.5 Popular and scientific conference with the participation of different circles from the municipal sector – 1 conference, 1.6 The number of conference’s participants – 60 persons.. 2.1 The number of Experts Panels – 5, 2.2. The total number of experts during panels – 25 persons (experts from Ukraine – 10 persons), 2.3. The number of worked out expert opinions – 5 opinions, 2.4 The geological inventory of Lutsk city area: Wereszczahina St., Danshyna St., Korolova St. № 9 and №11 and Małoomelaniwskie Residential – 1 inventory. 2.5 Technical documentation for the rain and thaw water drainage system for three streets in Lutsk - 1 3.1 The Citizen Service Point in Chelm created– 1 center; 3.2 Number of “Infokiosk” functioning in the Citizen Service Point in Chełm - 1 item, 3.3 The Cross-border Municipal Center in Luck established – 1 center, 3.4 The number of internet platform created – 1, 3.5. The number of entrances to the internet service – 2 000

Expected Results (EN):

1. Transfer of knowledge and increase in competencies of the personnel employed in the municipal economy sector of the Polish-Ukrainian borderland’s cities, including the experiences transfer from EU Member States 1.1 Improved knowledge, skills and practices of personnel employed in the municipal economy sector of the Polish-Ukrainian borderland’s cities in comparison to the knowledge level before and after the project implementation (target – 40 % in comparison to knowledge before project realization). 2. Working out concept concerning draining of rain and thaw water which cause temporarily inundations of urbanized areas of Chelm and Luck Cities 2.1 Number of Rainwater Drainage Concepts for the cities of Chelm and Lutsk (baseline – 0; target – 2 concept developed – one for Chelm and one for Lutsk) 3. Improvement of municipal services quality and tightening the cooperation among self-governments from Euroregion Bug area in this area 3.1 The number of cities which tightened cooperation in municipal services area – 5, 3.2 Number of agreements establishing partnerships for the further cross-border cooperation in the municipal economy sector – 2 agreements 3.3 The increase in inhabitants satisfaction because of the higher quality of services in comparison to the satisfaction level before and after the project implementation (target – 20 % in comparison to satisfaction level before project realization).
