Les villes portuaires connaissent un flux important de visiteurs qui y transitent au titre des transports commerciaux, des activités de croisière et de celles liées à la plaisance. Il s’agit de dizaines de millions de passagers par an. L’offre économique des villes est mal organisée pour satisfaire une demande commerciale importante qui intervient au cours d’un temps limité à quelques heures autour d’une escale ou d’un horaire et dans un espace géographique limité proche des quartiers portuaires. Le projet vise à organiser les entreprises du tourisme durable à relever le défi de l’élaboration d’une offre adaptée à cette demande en mettant en œuvre des moyens innovants. L’implication des villes responsables de l’instauration d’une gouvernance adaptée et l’association des entreprises à travers leurs organisations professionnelles et des gestionnaires des infrastructures portuaires sont l’une des clés pour améliorer la compétitivité des entreprises. Le projet prévoit l’élaboration d’un état des lieux de la relation entre les activités des ports et celles des centres urbains, ainsi que la détermination des besoins des usagers des infrastructures pour en tirer des orientations pour la rédaction de plans d’actions locaux. Des actions pilotes significatives seront mises en œuvres dans chaque ville partenaire pour un meilleur accueil, une accessibilité renforcée, la réalisation d’aménagement favorisant le développement des entreprises de la filière du tourisme durable. Au cours de la troisième phase du projet, une évaluation conclura un plan conjoint transfrontalier pour l’amélioration de la compétitivité et de la capacité d’innovation des entreprises. Le caractère innovant du projet consiste dans la participation permanente des entreprises, depuis leur implication dans l’élaboration de plans locaux, la mise en œuvre d’actions pilotes et l’élaboration d’un plan stratégique transfrontalier, ainsi qu’à travers la diffusion et la capitalisation des résultats.

Le città portuali vivono un grande afflusso di visitatori e passeggeri legati al trasporto commerciale, alle attività crocieristiche e al tempo libero. Questa potenziale domanda commerciale spesso però sfugge ai quartieri portuali in quanto spesso la sosta è limitata ad operazioni di carico e scarico, lasciando dietro solo gli oneri ambientali per la servitù di questi imponenti volumi di passaggio e poco ritorno in chiave di turismo sostenibile. Le città quindi devono ripensare urbanisticamente la relazione città porto e organizzarsi per migliorare e qualificare la loro capacità di essere competitive e innovative riguardo l’ offerta commerciale. Il progetto CIEVP "Competitività e Innovazione delle Imprese delle Città-Porto” si propone di sviluppare un sistema imprese/territorio attrattivo rispetto a questa domanda e orientato verso un modello innovativo di turismo sostenibile. Il coinvolgimento dei quartieri come facilitatori delle condizioni di mercato favorevoli, la partecipazione permanente delle imprese, delle associazioni di categoria attraverso le loro organizzazioni professionali, dei gestori delle infrastrutture portuali e anche delle stesse compagnie di navigazione rappresentano una metodologia chiave di governance e il carattere innovativo del progetto. Le attività prevedono un’indagine socioeconomica delle condizioni e del rapporto tra le attività portuali e i centri urbani, per definire linee guida e piani di azione locali a favore degli utenti delle infrastrutture portuali e degli operatori economici del territorio. Attività pilota significative saranno tradotte in ogni città partner in azioni e strumenti innovativi, fisici, immateriali o digitali, per migliorare l’offerta, l’accessibilità e per promuovere lo sviluppo delle imprese retroportuali in chiave di turismo sostenibile.

Port cities experience a large influx of visitors and passengers in connection to commercial transport, cruise activities and leisure. However, this potential demand often escapes port districts as docking is usually limited to loading and unloading. This type of action leaves behind only environmental burdens from servicing significant transit volumes and little return in terms of sustainable tourism. Therefore, cities should rethink in an urbanistic manner the relationship with their harbours and become more competitive and innovative when it comes to offering business opportunities. The CIEVP project, “Competitiveness and Innovation of Port City Companies", aims to develop an attractive local business infrastructure geared towards an innovative sustainable tourism model. The involvement of neighbourhoods promoting favourable market conditions and the permanent participation of companies, trade associations, professional organisations, port infrastructure managers and shipping companies represent the governance methodology and innovative character of the project. The project includes a socio-economic survey of the conditions and relationship between port activities and urban centres to define local guidelines and action plans for port infrastructure users and local businesses. Each partner city will transform significant pilot initiatives into innovative physical, immaterial or digital actions and tools. This transformation will improve and promote sustainable tourism offer and accessibility and dry port business development.
