L’espace de coopération est caractérisé par un grand nombre de micro et petites entreprises qui ont souvent du mal à croitre et à consolider leur position sur les marchés de repère pour leur activité. L’objectif général du Projet FrINet2 et de renforcer ce type d’entreprise par le biais de la provision conjointe au niveau transfrontalier de services spécialisés, grâce à la mise en œuvre d’un Centre de Compétences transfrontalier. Les partenaires parviendrons à atteindre l’objectif général à travers des phases logiquement enchainées : -la définition d’une méthodologie pour l’individuation des compétences clés à intégrer dans le Centre et du niveau standard des services à octroyer aux entreprises ; -l’expérimentation de cette méthodologie par l’octroi des services à un groupe pilote d’entreprises des filières prioritaires identifiées : nautisme et tourisme ; -l’évaluation des résultats de la phase d’expérimentation et la rédaction des lignes guides pour la mise à niveau du Centre de Compétences transfrontalier. Une fois le projet conclu, les partenaires auront achevé les suivant résultats principales : -une méthodologie partagée pour l’activation d’un team de professionnels capable d’opérer au niveau transfrontalier et de fournir de services spécialisés homogènes ; -la mise en œuvre du Centre de Compétences transfrontalier, basé au siège de chaque partenaire, et la préparation d’un Catalogue des services transfrontaliers. Il s’agit d’un projet innovant parce que il permet la constitution d’un pool d’experts capable d’offrir pour la premières fois d’une manière partagée et intégrée de services en matière de : stratégie d’entreprise et positionnement sur de nouveaux marchés ; innovation et transfert technologique ; accès aux programmes communautaires et soutien au montage d’un partenariat. Description (EN):

This cooperation area includes many micro and small businesses that often do not enjoy optimal conditions to grow and consolidate their position in the outlet markets. The general objective of Fr.I.Net2 is to strengthen the micro and small businesses of this area through the joint provision of specialised services at cross-border level by establishing a cross-border centre of expertise. The achievement of this general objective will require the following logical steps: - defining the methodology to identify the key competencies to be included in the Centre and the standard level of services to be provided to companies; - experimenting with this methodology through the provision of services to a pilot group of companies belonging to the identified priority supply chains: boating and tourism; - evaluating the results of the testing phase and setting guidelines for the implementation of the cross-border centre of expertise. At the end of the project, the partners will have obtained the following main results: 1. a shared methodology to put to work a professional team at a cross-border level that will provide similar specialist services; 2. launching of the Cross-border Centre of Expertise, located where the partners are based, and definition of a catalogue of cross-border services. This project is innovative in that it allows the establishment of a cross-border pool that for the first time will be able to offer the following services in a coordinated and uniform way: - corporate strategy and positioning on foreign markets; - innovation and technology transfer; - access to community programmes and definition of partnerships. A partnership made up of economic developers with long experience in assisting businesses will ensure the ful implementation of the project.

La zona dello spazio di cooperazione è popolata da un nutrito numero di micro e piccole imprese che spesso non hanno le condizioni ottimali per crescere e consolidare la propria posizione sui mercati di sbocco. L’obiettivo generale di Fr.I.Net2 è di rafforzare le imprese di micro e piccole dimensioni di questa area tramite l’erogazione congiunta di servizi specialistici a livello transfrontaliero, grazie alla costituzione di un Centro di competenze transfrontaliero. Il conseguimento di questo obiettivo generale sarà possibile tramite una serie di passaggi logicamente consequenziali: -la definizione della metodologia per l’individuazione delle competenze chiave da inserire nel Centro e del livello standard dei servizi da erogare alle imprese; -la sperimentazione di questa metodologia tramite l’erogazione dei servizi ad un gruppo pilota di imprese delle filiere prioritarie individuate:nautica e turismo; -la valutazione dei risultati della fase di sperimentazione e la definizione di linee guida per la messa a regime del Centro di competenze transfrontaliero. Al termine del progetto i partner avranno ottenuto i seguenti risultati principali: 1.una metodologia condivisa per l’attivazione di un team professionale in grado di operare a livello transfrontaliero e di fornire servizi specialistici omogenei; 2.l’attivazione del Centro di Competenza transfrontaliero,con localizzazione nelle sedi dei partner coinvolti,e la definizione di un Catalogo di servizi transfrontalieri. Si tratta di un progetto innovativo poiché permette l’istituzione di un pool transfrontaliero in grado di offrire per la prima volta in modo coordinato ed omogeneo servizi in tema di: -strategia aziendale e posizionamento sui mercati esteri; -innovazione e trasferimento tecnologico; -accesso ai programmi comunitari e definizione partenariato. Il progetto avrà piena realizzazione grazie al partenariato,fatto di soggetti deputati allo sviluppo economico con lunga esperienza nell'assistenza alle imprese

La liste des entreprises bénéficiaires a été publiée le 10 juillet (voir le classement final). Fourniture de services du centre de compétences: Au moment de l’application et de la compilation de l’autodiagnostic, chaque entreprise a exprimé des besoins spécifiques et, après avoir examiné la "Base de données d’experts" et les CV correspondants, a indiqué, dans le pacte sur les services, les consultants préférés pour chaque services spécialiste; À la suite d’une activité minutieuse de matching coordonnée par les partenaires du projet, les entreprises et les experts ont présenté le plan de consultation pour chaque service en détaillant l’analyse initiale des besoins et le programme d’activités à mener; Chaque partenaire a donc pu procéder à l'attribution de rôle professionnel pour la fourniture de services spécialisés qui fournissent une assistance technique personnalisée, maximum 80 heures par entreprise ça doit être utilisée dans janvier 2019. 21 entreprises pilotes sélectionnées, 11 du secteur nautique et de la construction navale et 10 du secteur du tourisme innovant et durable, ont bénéficié des conseils avisés d'experts choisis dans la liste du centre de compétences. Évaluation de l'action pilote et définition des lignes directrices pour la mise en œuvre du centre de compétences: Une campagne d'entrevue a été menée sur chaque territoire, avec les bénéficiaires des services, dans le but de faire ressortir le niveau de satisfaction du service lui-même, ainsi que des indications sur les problèmes critiques et des suggestions d’amélioration; de même, une enquête similaire a été réalisée par les membres du comité technique, les partenaires du projet. L'enquête a abouti à la préparation d'un rapport et d'un document de directives pour l'amélioration de l'action pilote et la mise en œuvre du centre de compétences.

Publication of the notice and selection of the 20 pilot companies receiving the Centre’s services: The selection has retained the very small, small and medium-sized enterprises in the cooperation territoir, registered since at least 1 June 2015; in the priority sectors interested in the project, Boating and Shipyard, Innovative tourism and related sectors. The list of beneficiary companies was published on 10 July (see final ranking). Provision of Competence Centre services: At the time of the application and compilation of self-diagnosis, each company expressed specific needs and, after reviewing the “expert database” and the corresponding CVs, indicated in the Service Pact the preferred consultants for each specialist service; Following a careful matching activity coordinated by the project partners, companies and experts presented the consultation plan for each service, detailing the initial needs analysis and programme of activities to be carried out; Each partner was therefore able to assign a professional role for the provision of specialised services that provide personalised technical assistance, up to 80 hours per company must be used in January 2019. 21 selected pilot companies, 11 from the nautical and shipbuilding sectors and 10 from the innovative and sustainable tourism sector, benefited from the expert advice chosen from the list of the competence centre. Evaluation of the pilot action and definition of guidelines for the implementation of the Competence Centre: An interview campaign was conducted in each territory, with the recipients of the services, in order to highlight the level of satisfaction of the service itself, as well as indications of critical problems and suggestions for improvement; similarly, a similar survey was carried out by the members of the technical committee, the project partners. The survey resulted in the preparation of a report and a guidance document for the improvement of the pilot action and the implementation of the Competence Centre.
