With the overall aim of starting the establishment of low carbon logistic structures in 4 locations within the SB-region, giving them best practice status towards widest possible adaptation, the project will start with (1) Analysis of preconditions (flows, type of goods, stakeholders, guidelines etc.). (2) Joint development of a low carbon logistics concept for towns and rural areas in the SB region, which will be done jointly by the pilot regions and an international consortium of transport and mobility experts. (3) The joint concept will serve as the basis for local/regional working plans+long-term strategies, developed as local adaptations in close cooperation with relevant players. (4) In its last stage, the project will start the active implementation of the determined measures and solutions, one pilot measure per region included. The whole process is designed to be continued after the project towards a holistic low carbon logistic area in accordance with the international concept. To achieve this, this work will be accompanied by extensive public acceptance measures from the very beginning, which includes campaign work, but also the development and recommendation of business models related to low carbon logistics, the creation of an international label for low carbon logistics institutions and learning from best practices by different means. A third field of project activities aims to merge the national expertise of the involved expert partners for optimum international use and to ensure that this expertise plus the additional knowhow gained via the project work will remain available for active use during and after the project: For this, an international consultancy structure will be established and lastingly operated towards supporting specific regions with the green logistics attempts, guidance on green policy instruments relevant for this work included.

Achievements (EN):

The project Low Carbon Logistics provides a great opportunity for our Energy Agency to actively work on decreasing emissions from freight transports. The project derived from a previous South Baltic project partnership, but was further developed to fit the logistic focus rather than the passenger transport focus. We are very pleased and proud to work with our new partners and they have all very generously shared their knowledge. We think that the mix of expert organisations and local/regional authorities and organisations will allow to successfully implement our project ideas in the different involved regions. A joint effort to develop this project idea, that was supported by seed money from the South Baltic Programme, gave us the chance to get to know each other before the project was supposed to start. It was beneficial for the partnership and we had a good and inspiring project start. All partners have been working to realise improvements in the regions of Olofström, Rietavas, Bad Doberan and Neringa. They have cooperated on local level, national level and cross border level to achieve good local results that gives local benefits. Joint results were in the focus here, for example to present our common knowledge and experiences in this book, to share new contacts, to establish an expert team that can support new initiatives etc. As the different regions involved into the project have worked on different solutions to decrease the environmental impact from transports, this book is an important result that facilitates the sharing of knowledge and experiences within the partnership and with external actors (third parties). Sustainable logistics solutions in Neringa: Neringa Municipality has been looking for sustainable transport logistics solutions since 2016. Reducing noise and air pollution, reducing traffic flows are just some of the factors that will gave positive impact on the quality of life of residents and the relaxation of the resort‘s guests. A model of consolidated goods delivery was developed in cooperation with „Low Carbon Logistics“ project partners and experts, while sharing the best practices of other countries and taking into account the specificity of Neringa‘s geographical situation. Neringa Municipality has finally purchased the electric vehicle which will be used to consolidated delivery of goods to public sector. Expert from Vilnius Gediminas Technical University Assoc. Prof. Dr. Jonas Matijošius has calculated emissions from selected five mobile sources in Neringa, based on the normative values of harmful emissions from vehicles. Changing from 5 fossil fuel-powered vehicles to electric car will reduce yearly CO2 emission by at least 0,184 tones. By participating in project “Low Carbon Logistics” Neringa Municipality aims to encourage local residents and businesses to choose more environmentally friendly transport and implement more sustainable solutions in the field of logistics.The main goal is to increase number of electric vehicles in Neringa Municipality, in pursuance of lowering CO2 emissions, noise level and creating healthier, cleaner and safer environment for residents and tourists in Curonian Spit! Recommendations for Green Policy Instruments: The expert team has now finalized its recommendations for green policy instruments, which complement the consultancy offers. The recommendations raise awareness how public authorities with the help of green policy instruments – including traditional regulatory approaches, market-based and planning instruments as well as voluntary agreements – can support and facilitate the implementation of LCL solutions. The recommendations for green policy instruments brochure can be downloaded in our publications section. Interested stakeholders are warmly invited to reach out to the expert team for further information. To promote the expert team services even more, a corresponding flyer has been established.

Expected Results (EN):

The aforementioned development of smart transport services and concepts towards a reduction of the carbon footprint caused by trucks, will be achieved by developing one joint holistic concept with a number of pilot actions. The implementation will be located in the 4 SB regions for smarter and more environmentally friendly transport services. In this context 4 political declarations and long-term cooperation agreements minimum will be signed during the project period and 2 international cooperation networks based on formal agreements will be established: One will be the interdisciplinary project consortium itself and the second will be a the expert support team established within the project.

Expected Outputs (EN): 1) Low Carbon Logistics tools. 2) Low Carbon Logistics tools. 3) International expert consortium for consulting low carbon logistics projects from the SB region.
