Description (EN):

The project is addressing the effects of the climate change upon the environment of Byala, Malu and Gradinari cross-border communities, and the lack of coordination, planning & risk mitigation capacity registered at the beneficiaries’ level. Therefore, the project is aiming at increasing the quality of the common risk management in these communities, in relation with the progress of coordination of the management of decisions and intervention at county/ district level. The total budget of the project is 718.048,55 euro. The project activities are: Information and Publicity; Creating a joint system for risk management; Joint elaboration of a Guidelines for common management of natural hazards and other emergency situations; Improving the logistics for risk management in Gradinari, Malu and Byala communities; Joint applications in floods, fire and winter-related natural hazards; Awareness campaign on risk management in Byala, Gradinari, Malu; Establishing a joint partnership in the field of early warning and risk management; Project management. The project will improve the joint risk management in target area through increasing the tactical and operational levels of coordination, enhancing the joint work, equipment and human resources, along with raising awareness among communities upon preparedness and prevention of risk situations. Moreover, the project will contribute to the creation of a joint partnership in the field of early warning and risk management.

Achievements (EN):

The project is finalized. Activities were carried out and the project results are currently being analyzed at Programme level (final report is being verified). Guidelines for common management of natural hazards and other emergency situations in Byala, Gradinari, Malu have been elaborated. Equipment for all project partners (2 Backhoes, 2 motor pumps, 3 electric power generators, tractor with trailer and snow blade, water and foam truck, portable radio stations and mobile phones tanker) was procured. The tractor and electrical power generator delivered to the LB, however, were not compliant with the technical specifications and the related contracts were terminated. The procurement procedures were relaunched and are ongoing. A training of the Joint Coordinating Committee members was delivered (Giurgiu) in cooperation with the Cross Border Center for Management and Coordination of the Interventions. Two working groups in Malu (22.06.2017) and Byala (25.07.2017) were organized as well. A broad awareness campaign on risk management, including 12 seminars in schools and 4 public debates with public institutions, was implemented in Byala, Gradinari, Malu. The joint applications „Floods” and “Fire” were also organized in Byala (03.05.2018) and Malu (05.06.2018). You can learn more from the project website: www.graderobg.eu.

Expected Results (EN): R3.1 - The quality of the joint risk management in the CBC area

Expected Outputs (EN):

The project is achieving a better joint management of the risk situation in Byala-Gradinari - Malu through enhancing the coordinated mitigation capacity with natural hazards of the local specialized units, in the framework of the coordinated risk management at county/district level. The project increases the quality of risk management implementation concept: - consolidates the interdependency of the 2 significant stakeholders - community and emergency services (awareness raising); - improves cooperation at operational level (joint exercises, logistics), tactical level (joint procedures); - better management process: response capacity, preparedness, damage control, rehabilitation (trained human resources, coordination to upper decision level). Measured as per A8 (survey).
