Description (EN):

A large number of citizens in the cross-border area are affected by skills shortage phenomenon with direct effect on their employment opportunities. Other part are low skilled workers that cannot integrate on labor market because they don’t have the possibility to improve these skills. Most of these people have educational gaps and theirs abilities doesn’t correspond to the current market labor supply and demand model. They don’t have access to information, access to relevant training programs and aren’t supported for integration on labor market. A large part of them are exposed to the risk to be socially excluded, especially disadvantaged categories. Private companies eithers are focused on low-income business models in the CBC area and cannot grow, aren’t create smart jobs for skilled people; either have problems in finding skilled workforce for their sector of activity. The project general objective is to support the CBC integration of employment and labor mobility as a common “market” through creating CBC LABORLAB Model that will realize future skills forecasts, develop operational structures and joint vocational training programs capable to integrate CBC labor market in a flexible environment. For achieving project objective a CBC LABORLAB Model will be developed. In the first phase a research study will be realized and a forecasting model (skills, labor market evolution, economic evolution) will be developed. In the second phase 4 joint vocational training programs will be developed to cover basic skills, critical skills and language skills gap. These training programs will be delivered to 480 participants from CBC area. In the third phase CBC LABORLAB Cluster will be build with legal entity, 3 departments: Information Center, Advice Center and Talent Mobility Center, and equipped with 3 software applications that will be developed through the project: Job Matching App, FUTURE SKILLS APP and Portal APP. In the fourth phase information campaigns will be organized and a strategy for employment and social inclusion of disadvantaged people will be elaborated. In the fifth phase publicity and visibility actions will be developed and implemented. Project actions will be coordinated through project management activities. Project budget is: 723.193,52 Euro. Main results: 1 innovative labor market integration model developed – CBC LABORLAB; 4 new “market approach” training programs developed with 480 participants – basic skills training programs, critical skills training program; language skill training program & transversal issues training programme; 1 legal support structure for labor market integration and labor mobility created – CBC LABORLAB CLUSTER; 3 innovative applications for labor market integration and labor mobility developed and used for at least 1600 participants at joint employment initiatives.

Achievements (EN):

The project is finalized and the final report is submitted to MA. - A CBC LABORLAB Strategy for employment, labor and social integration of disadvantaged people,.,based on the data collected within the study elaborated for CBC structural analysis regarding future labor market evolutions was relalized. -The Association “LABORLAB CLUSTER” was established and registered to the Calarasi Court in the Registry of Associations and Foundations. - 4 job fairs organized at CBC level with more than 2400 participants (both job seekers and employers). The 4 job fairs were organized by the 4 project partners, as follows: - LB: 22-25.03.2019 in Calarasi (618 persons). - B2: 15-18.04.2019 in Drobeta Turnu Severin (628 persons). - B3: 09-12.04.2019 in Ruse(647 persons). - B4: 22-25.04.2019 in Vratsa (593 persons). 4 training programmes were organized by the 4 project partners, in the following fields: English language, application of the principle of equality of chances in economic units, entrepreneurship and development of entrepreneurship skills and ITC. 1 web platform developed and it is available at the address https://www.laborlab.ro. 4 best practices events at CBC level organized and 8 awareness campaigns have been organized by the project beneficiaries.

Expected Outputs (EN):

CBC LABORLAB Model will support the labor market integration in cross-border area in order to assure access at joint employment initiatives. For this skills gap and market skills shortages will be evidenced and further predicted.
