Modernization of the hospitals in Zimnicea and Svishtov

Low social cohesion represents one of the main challenges within the cross border area. Some of the causes generating this challenges are: Unsustainable and inaccessible public healthcare system, Low health care availability: funding and medical personnel problems, Many smaller cities without proper health care establishments making the population seek quality health services in bigger cities. The project will address the above causes, in order to contribute to developing sustainable and accessible public health care in Zimnicea City and Svishtov Municipality. Project aim: To improve the efficiency of health services and the collaboration between health care providers at the level of communities from Zimnicea and SvishtovSpecific objectives: To modernize the health services provided by the hospitals from Zimnicea and Svishtov, To develop the cross-border cooperation within health field between Zimnicea and SvishtovExpected results: 2 hospitals modernized (Zimnicea and Svishtov), 2 exchanges of experience between hospitals employees. Total budget: 1.494.719,43 Euro. Main activities: Activity 1 Project Preparation consists of identifying the project partners and creating the partnership. Activity 2 Project management will ensure the project implementation, in line with the project objectives and results, in accordance with the rules and provision stated in the financing contract. It will consist of coordination of the project implementation and team. Activity 3 Information and publicity will ensure the project visibility and promotion, through on-line, printing, in accordance with the Programme Visual Identity Manual rules. All the information regarding the project (activities, objectives, results, financing, etc.) will be posted on the partners web sites. In order to enforce the promotion of the project and to ensure large audience being informed about the project will be organized 2 conferences (60 participants/conference) during the project implementation period (project launching conference – year 1 in Romania, 1 final conference during year 2 in Romania). The objective of the project launching conference is to present the project activities, objectives, results, financing package, in accordance with the rules stated in the Visual Identity Manual of the Programme. There will be invited reprezentatives of the Managing Authority, public Romanian and Bulgarian authorities relevant for the project objectives, mass-media and other bodies/institutions. There will be organized 2 local conferences in Bulgaria (30 participants/conference) during the project implementation period (project launching conference, 1 final conference during year 2). The objective of the project launching conference is to present the project activities, objectives, results, financing package, in accordance with the rules stated in the Visual Identity Manual of the Programme. Activity 4 Modernization of the hospital in Zimnicea will consist of modernization of hospital from Zimnicea, based on hospital needs, meaning purchasing equipment. The equipment will help increasing the relative share of citizens with access to modern treatment, and for the provision of complex and high-quality diagnostics where patients will not have to visit the district centres to this end. The equipment will ensure capacity for professional and quality treatment of different in type and complexity diseases through an early and timely diagnostics. Activity 5 Modernization of the hospital in Svishtov will consist of modernization of hospital from Svishtov, based on hospital needs, meaning purchasing equipment according to the table below. The equipment will help increasing the relative share of citizens with access to modern treatment, and for the provision of complex and high-quality diagnostics where patients will not have to visit the district centres to this end. Activity 6 Exchange of experience and best practices will consist of: One exchange of experience for 3 days in Zimnicea city for 20 employees from Zimnicea hospital and 20 from Svishtov hospital, One exchange of experience for 3 days in Svishtov city for 20 employees from Zimnicea hospital and 20 from Svishtov hospitalFulfillment of the project expected results will generate on one hand to improving the health care services and on the other hand to strengthening cooperation capacity through: developing health care infrastructure
Exchange of experience between hospitals employees. The cooperation between the 2 beneficiaries will be strengthen through the project activities. The exchange of experience activity will focus on cross border healthcare cooperation for a better provision of healthcare, in terms of efficiency, adaptability with a comparable quality. Information added on 2020-05-11, regarding the mitigation of the effects of COVID-19 (the corona virus pandemic that started in 2019) (English language only): In the current context of the pandemic caused by the Covid-19 coronavirus, in Teleorman County, the Caritas Rosiorii de Vede Municipal Hospital has been designated as a support hospital for the treatment of patients infected with the virus. As it does not have all the necessary equipment for a large influx of critically ill patients, Zimnicea City Hospital lent Caritas Hospital 2 injectomates, 3 vital functions monitors and 1 general anesthesia device, equipment purchased through the project ROBG-174 "Your health matters! - Modernization of hospitals in Zimnicea and Svishtov”. The aforementioned equipment will be entrusted to Caritas Hospital in Roșiorii de Vede Municipality, Teleorman county, until the treatment of the patients infected with Covid-19 continues.

The project ended on 12.04.2019. The Lead Beneficiary finalized the modernization of the Hospital in Zimnicea throughout endowment of the medical section of the hospital (equipment such as: General anaesthesia machine, Portable medical aspirator, Medical aspirator-vacuum, Medical couch, Wheelchair for sick people, Oxygen concentrator, Defibrillator, Medical cabinet for emergency device, Electrocardiograph, Injectomat, Scialitic lamp, Operating table, Vital signs monitor, Negatoscope, Oscillometer, Spirometer, Mobile stretcher, Mobile drug cabinet, Major basic surgery kit, Minor basic surgery kit, Hematology analyser, Auto kerato-refractometer, Digital bio microscope, Laboratory centrifuge, Colposcope, Electrocautery, Sterilization hot air oven, etc. Two actions for exchange of experience and good practices have been realized during the project implementation in order to ensure the premises for strengthening the cross-border cooperation between the 2 beneficiaries in health care area and will focus on cross border healthcare cooperation for a better provision of healthcare, in terms of efficiency, adaptability with a comparable quality. B2 has finalized the works for modernization of the hospital in Svishtov providing necessary framework for raising the services quality that are provided by the Svishtov hospital to local community. Also, B2 has purchased specific medical equipment for endowment of the modernized infrastructure, namely: one Computer tomography, and one Ambulance type C.
