Description (EN):

DJ&VR region is affected by descendant demography, while healthcare, as major contributor to life quality & expectancy, is one of the pillars of cross-border community. On both sides, these services are affected by restrictive public funding, lack of performance & efficiency, some treatments being unavailable within area. While EU legislative framework is requiring effective cross-border medical assistance, the health players lack coordination at all levels. The project aims to increase the level of coordination among VR&DJ health players, and the efficiency of this public sector, with a total budget of 1,499,999.95 Euro (eligible), through: assessment of the health sectors in DJ&VR, in view of developing complementarity; increasing the efficiency of the 2 medical providers by modernization in a cooperation context; study case on access to medical care of cardiovascular surgery at CBC level; professionals networking & awareness & information addressed to population, professionals & other players. The cooperation will be performed on three levels: regulatory & institutional: joint work & common analyses on systems from both sides, in context of complementarity & coherence; enhancing the efficiency of the medical services in CBC context: increasing the level of networking among professionals & ensuring performant & quality treatment conditions provided by B3 & Ivan Rislki Hospital, Kozloduy; Information & awareness for institutions, professionals & prospective patients. Information added on 2020-05-11, regarding the mitigation of the effects of COVID-19 (the corona virus pandemic that started in 2019) (English language only): Project ROBG-160 made possible the establishment of the Interventional Cardiology and Cardiovascular Surgery Clinic within the Clinical Emergency County Hospital Craiova, ensuring equipment and human resources at most modern EU and international standards. Given the current situation generated by the spread of Covid-19, starting March 27, 2020, the Interventional Cardiology Clinic within the emergency county hospital in Craiova, which was financed under the Interreg V-A Romania-Bulgaria Programme, has become a triage and testing center for patients suspected of Covid-19.

Achievements (EN):

The project was finalized on 20.11.2019. The project has a 5 months deadline to provide the final report and further on the Programme bodies shall analyse the document. Results: - Two launching conferences– one in Craiova and one in Vratsa; - Trilingual project website: www.scjuc.eu; - 1 team joint working group composed by the experts from Clinical Emergency County Hospital Craiova and Multi-profile Hospital for Active Treatment "St. Ivan Rilski", Kozloduy; - The study "Analyzing the current situation of healthcare services in Dolj and Vratsa" in RO and BG languages; - Beneficiary 2 purchased all the envisaged medical equipment necessary for Multi-profile Hospital for Active Medical Treatment “Ivan Rilski”- Kozloduy. Also,the rehabilitated works at the Multi-profile Hospital for Active Treatment "St. Ivan Rilski", Kozloduy, was completed; - The Lead Beneficiary purchased all the envisaged medical equipment necessary to endow one of the operational room of the Cardiology and Cardiovascular Surgery Clinic from the Clinical Emergency County Hospital Craiova. All the medical equipment was delivered and installed, the LB and B3 are taking measures for hiring specialized medical staff, in order to ensure that the operation room will become fully operational. - 1 professional network in 5 medical specialties (Cardiology team; Obstetrics and gynecology team; Neurology team; General surgery team; Intensive care team) and 5 study visits to the Clinical Emergency County Hospital Craiova.

Expected Results (EN): R5.1 - Level of co-ordination of the public institutions in the eligible area

Expected Outputs (EN):

The project is bringing together the public health players from DJ-VR involved in public policy making & implementing (service providers, local public administration, deconcentrates), in joint activities meant to increase coordination among them and to improve the health services. Contributions to a better coordination at 3 levels: 1. Regulatory/ organizational: - Overview of the health systems in DJ&VR, including supply, demand, complementarity; - Study case on care in cardiovascular surgery at DJ-VR level and seminar with CBC health players; - Cooperation agreements; 2. Services efficiency: - Establishing a professionals network to support expertise exchange; - Modernizing services in common interest fields. 3. Informational: - Awareness & information tools
