Description (EN):

The project's aim is to harmonize the measurement systems of violent storms and rains on the involved territories, and to establish a cross-border management of the alert-system for operators (civil protection, firefighters, etc) and populations. The real-time diffusion of information through different media (web, app), thanks to shared systems of monitoring and data convergence and calculations, represents a strong added value from a cross-border civil protection point of view. Moreover, thanks to awareness raising campaigns, populations will be able to apply by themselves some life-saving operations.

L'obiettivo del progetto è quello di armonizzare i sistemi di misurazione dei dati meteorologici riguardanti i temporali violenti e le piogge intense sui territori interessati e di stabilire una gestione transfrontaliera delle allerte destinata agli operatori (protezione civile, vigili del fuoco, ecc ) e alle popolazioni. La diffusione, in tempo reale, di informazioni attraverso i multimedia (web, applicazioni digitali) grazie alla condivisione di sistemi di sorveglianza e di tecniche di convergenza e di calcolo dei dati, rappresenta un evidente valore aggiunto dal punto di vista della protezione civile transfrontaliera. Inoltre, grazie alle azioni di sensibilizzazione, le popolazioni saranno in grado di applicare delle misure di auto-protezione vitali.

Le but du projet est d’harmoniser les systèmes de relevés des données météorologiques concernant les orages violents et les pluies intenses sur les territoires concernés, et d’établir une gestion transfrontalière des alertes destinée aussi bien aux opérateurs (protection civile, pompiers, etc.) qu’aux populations. La diffusion, en temps réels, d’informations par le biais des multimédia (web, application numérique) grâce à la mise en commun des systèmes de surveillance et de techniques de convergence et de calcul des données, représente une valeur ajoutée indéniable du point de vue de la protection civile transfrontalière. Grâce aux actions de sensibilisation, les populations seront en mesure d’appliquer des mesures d'autoprotection vitales.

Expected Results (EN):

Precise and real-time evaluation of the levels of rains; improved forecast of rain effects on some basins (in particular the small and extra-small ones); sensitization of local authorities in crisis-management and improvement of civil protection operators (mayors included) in the management of extreme meteorological events; improved capacity of local authorities to guarantee the protection of populations living in the involved areas; better information spreading about self-protection measures to be adopted in case of emergency (mobile app "Temporalert", developed in the two languages).

Expected Results (IT):

Valutazione precisa delle quantità di pioggia che cadono al suolo in tempo reale; Miglioramento della previsione degli effetti della pioggia su alcuni bacini (in particolare i piccoli e molto piccoli); Sensibilizzazione delle autorità locali nella gestione della crisi e maggiore capacità degli operatori della protezione civile (tra cui i sindaci) nella gestione degli eventi metereologici estremi; Maggiore capacità delle autorità locali nel garantire la protezione delle popolazioni che vivono nei territori interessati; Migliore diffusione dell’informazione e delle misure di auto-protezione da adottare in caso di emergenza (applicazione ""Temporalert"" bilingue per smartphone).

Expected Results (FR):

Evaluation précise des quantités de pluie tombant au sol en temps réel ; Amélioration de la prédiction des effets de la pluie au sol sur des bassins (notamment les petits et très petits bassins) ; Sensibilisation des autorités locales à la gestion de crise et majeure capacité des opérateurs de la protection civile (dont les maires) à la gestion des événements météorologiques extrêmes ; Majeure capacité des autorités locales à assurer la protection des populations vivant dans les territoires concernés ; Meilleure diffusion de l’information et des mesures d’autoprotection à adopter en cas d’urgence (application « Temporalert » bilingue pour Smartphones).
