Project has ambitions to revise the industrial heritage resources in our regions and to build the tourism product – joint route with thematic sub-routes (mills and hydroelectric power stations, old manufacturing sites, railway heritage, lighthouses, water towers), which demonstrate industrial heritage and tell the history in an attractive and participatory way. Development of industrial heritage tourism is recognized by European Commission as vehicle for sustainable development. Industrial heritage as tourism resource has not been on the everyday “agenda” for the tourism developers in Latvia and Estonia. Developing the common network of industrial heritage sites in Latvia and Estonia and combining the sites into the tourism route, would allow increase competitiveness of destinations, diversify tourism offer and attract more visitors. The reason to cooperate and develop the route is based in common history of social economic development in Latvia and Estonia – thus is resulting in very similar industrial heritage. Project objective is to revive industrial heritage for the tourism development through: - Awareness raising about the industrial heritage value and importance in diversification of tourism offer in our regions; - Establishing the cooperation network among tourism related stakeholders of the industrial heritage in Latvia and Estonia and building the bridge with European Network of Industrial heritage; - Development and improvement of industrial heritage sites according to the nowadays visitors’ needs and expectations - in a live, attractive way both - with entertainment and education elements; - Combining the sites into joint industrial heritage route and promoting among the local and foreign target markets. Project will be launched with networking and cooperation activities, which are essential to bring together owners and managers of industrial heritage sites, as well to involve related stakeholders – state institutions and Non-governmental organizations, which deal with industrial heritage - preservation and protection, tourism development. Networking activities will be supported also with competence building initiatives - regional seminars, cross-border thematic workshops, as well mentoring for sites - to provide required knowledge, so that sites are developed in line with the latest trends in tourism product development and taking into account expectations and demands of market - visitors. In total 26 industrial heritage sites shall have improvements and will develop tourism products: 1) Mills and hydroelectric power stations - 5 sites that show and demonstrate, how energy was produced historically and how it was used to produce products f.e. flour. Tourists are attracted by authentic machinery, preserved buildings, locally made products. 2) Old manufacturing sites - These sites are former factories of industrial era (19th /20th century), that attracts visitors by enabling them to explore production process, to participate in workshops, buy the products. Project unites 9 sites - the one, which still have ongoing production, and the one, which serve only for tourism purposes and offer to explore industrial heritage history. 3) Railway heritage - Railway history in Latvia and Estonia is dated back in to 19th century. It completely changed concepts of overland traffic and considerably encouraged the development of manufacturing. Impressive railway stations, railwaymens dwelling houses and other civil engineering structures prove the significance of the railway lines of those times. Project involves 5 sites related to this thematic of industrial heritage. 4) Lighthouses are landmarks of the coastline, and important industrial heritage, because of the ways they were manufactured. More and more lighthouses are turned to tourism sites, open for visitors to see marine and coastline landscape and learn about navigation. 4 sites are involved in project. 5) Water towers - nowadays watertowers are witnesses of former water-supply systems and may satisfy curious visitors - they can serve as watching towers, meanwhile offering for visitors also explanation, how water supply was ensured to the area's households. In the project 3 water towers are included with the tourism product development activities. Marketing activities are aimed to provide greater awareness about the whole region and to increase number of visitors. The approach of content marketing is selected - everything begins from awareness, then visitations and finally good emotion - fresh stories, photos, creative map and image guide, virtual tour, Weekend tours, joint marketing networking activities and prmotional tours for mass media will be implemented.

Achievements (EN):

During two years of implementation project partners revised the industrial heritage in Estonia and Latvia, mainly in the programme area. The revision resulted in the creation of a new tourism product - Industrial heritage route, which has 5 thematic sub-routes - mills and hydroelectric power stations, old manufacturing sites, railway heritage, lighthouses, and water towers and route maps cover altogether 85 sites. The project partners have made small investments in 25 industrial heritage sites and received advice from mentors on how to improve their offers to the visitors (please have a look at the route images): 5 mills and hydroelectric power stations - Leevaku hydroelectric power station, Lahmuse, Jaunpils, Rideļi, and Hellenurme watermills, 9 old manufacturing sites - Rappina paper factory, Līgatne paper factory workers flat, Limbažu tine factory, Kuldīga needle factory tower, Alatskivi barn dryer, Tootsi peat briquette factory museum, Lumanda lime park, Baloži peat railway, Ķoņi watermill, 4 railway heritage sites - Gulbene depo, Haapsalu railway and communications museum, Airīte railway station, Risti water tower, 4 lighthouses - Oviši, Tahkuna, Ristna, and Sorve, 3 water towers - Aizpute, Bīriņi and Zilaiskalns. Another result of a series of networking and cooperation activities was the creation of the industrial heritage network in Estonia and Latvia. Members of the network benefited from the competence building initiatives such as regional seminars and thematic workshops. The lead partner of the project has established contacts also worldwide – www.erih.net; www.e-faith.org and other interest groups on social media. They supported project implementation with the transfer of knowledge, expertise, and trends as well as facilitated better recognition of the industrial heritage of Latvia and Estonia among industrial heritage professionals. Project’s marketing activities aimed at providing greater awareness about the whole region and to increase the number of visitors at the sites. A great success was the Industrial heritage weekend organized by regional partners. In five weekends in September and October, 2018 in Estonia and Latvia industrial heritage sites visited more than 13 000 visitors and it is now a new event that takes place every year. Guide book and route maps, as well the route website cover in total 85 amazing sites. Industrial heritage sites can be viewed on the interactive map. There is information about each site and its tourism offer as well as its location, description, photo galleries, and 360 degrees virtual tours are available. In total there are 60 virtual tours and 65 sites are featured with great photos. The project story is featured on the INFOREGIO project's database and in 2018 the project has been awarded the label of the European Year of Cultural Heritage 2018 and the label was used in the project's events and communications throughout 2018.

Expected Results (EN): The number of visitors at cultural and natural heritage sites

Expected Outputs (EN):

Project aims to create industrial heritage route with 5 thematic routes. Routes will consist of industrial heritage sites, which are open for visits and offer to experience industrial heritage - to see a process of industrial development- technic, economic models, technology, machines how these were changed in time, what they are able to produce.. It is planned, that the routes will be combined not only from the sites, which have improvements and tourism product development activities supported by project, but also the sites, which are attractive industrial heritage sites in our regions, will join the network and marketing activities, in total around 50 sites will be the core for the industrial heritage route. We expect that as a result of marketing and promotion activities, sites will attract additional number of visitors. Out of the 26 sites, which participate in the project, 18 sites are hosting visitors already. According to the collected data number of visitors per site in 2015 varies between 640 and 30 000, in total combining 92 863 visitors. All the sites planned forecast, how much they would attract and host visitors after the improvements take place and marketing actions have affect. It is expected, that by 2020 - sites would host 225980 visitors, per 133117 more visitors as in 2015. So, our project would contribute to the Programme result indicator with with increased number of 133 117 visitors.
