Project´s background: In Estonia and Latvia there are four unique regions – Setomaa, Kihnu, Suiti and Liv coast – where old cultural traditions are kept alive as part of everyday life of local people. These old traditions, including singing and dancing traditions, national costumes, celebration of religious and traditional holidays, food and handicraft traditions, old-Võrumaa smoke-sauna tradition etc. are reasons why three of regions (Setomaa, Kihnu and Suiti) are included to the UNESCO List of Intangible Cultural Heritage. Livi coast area, which includes 12 villages, is making efforts to apply to the list. However, the potential of unique cultural heritage and worldwide known UNESCO-label in promotion of those regions as tourism destination has been underused both in domestic and foreign markets. Cross-border nature: Shared knowledge and experiences within the project, joint development of routes and tour packages in 4 regions and joint marketing is essential for creation of one set of tourism product based on living cultural heritage of small ethno-culture regions recognized by UNESCO. Involvement of all UNESCO-regions from Estonia and Latvia gives better possibilities to promote these regions, especially in foreign markets. Identifying common marketing message and slogan and promoting the regions together enables to achieve more attention and better results in visitors’ numbers. Introducing involved regions also in Estonia and Latvia will increase cross-border tourism activity. Objective: The aim of the project is to create a tourism product involving 4 small ethnic culture regions based on the uniqueness of living heritage cultures recognized by UNESCO. By offering a joint holistic and attractive tourism product it is possible for the visitors to acquire and to experience genuine cultural heritage, which is rare to find in nowadays world. As a result of the project, partners have composed unique tourism product and marketing themes which combine local cultural heritage, services offered by local tourism businesses and attractive sites to an integrated tourism offer. Main activities: Product development. Developing 4 regional tourism routes by combining tourism attractions/sites and services/products offered by local tourism businesses, museums etc. Specific tour packages are created for individuals and small groups highlighting the various aspects of cultural heritage (e.g., food, traditional singing, seasonal festivities & celebrations, handicrafts, etc.). The goal is to combine efforts in all sectors for building genuine cultural heritage product (incl., strong common visual identity and message), thus the involvement and cooperation in all levels (private, NGO, municipality) is essential. Tourism service providers receive new knowledge about using local heritage and traditions in design of their services through seminars, practical workshops and joint handbooks. Important part of the product development is to initiate or strengthen the events introducing local food traditions to visitors as the culinary tourism is one of the most rapidly increasing tourism trend in Europe. Small-scale investments are made to 8 heritage sites in order to increase the quality and range of tourism services. In order to achieve that, relevant workshops and practical product and destination development seminars will be organized for tourism businesses, organizations and local municipalities involved in project implementation. Mutual study tours are organized for sharing best practises, gathering ideas and strengthen cooperation. Based on project experience practical joint guidelines on using ethno cultural heritage and UNESCO label in tourism destination development and service design with practical tips will be composed. Effective use of UNESCO-label in promotion of regions as tourism destination. Joint workshops (incl. foreign experts) and conferences introducing the benefits and opportunities of using UNESCO label will be organized for finding common solutions for project regions to use it in tourism destination marketing. The conferences will handle topics like how to conserve and enliven cultural heritage of small ethnic groups, how to explain and integrate the heritage in modern world etc. Partners create joint slogan and selling messages for making UNESCO-label more accessible and understandable for visitors, which will be used uniformly in marketing and communication. Open workshops introduce cultural heritage (e.g. Seto leelo, Võrumaa smoke sauna) to wider public. Livi region will use the experience of other 3 regions in order to prepare and submit the application to Latvian national (and in case of success) to international UNESCO List of Intangible Cultural Heritage . Joint thematic booklets introducing traditional clothes and religious holidays to visitors having deeper interest in local heritage culture will be composed. Partners organize joint study tour for benchmarking to Hungary to learn from the best experience in using UNESCO-label in tourism destination development. Marketing and communication. Partners produce marketing materials (joint tourism brochure, route leaflets, travel guides, joint event calendar, visitors websites etc.), organize international FAM trips and participate in tourism fairs. In order to highlight the most significant and unique features which makes the heritage culture recognizable among others, professional quality photos and video clips will be created. In Kihnu and Livi areas heritage days as public events will be organized for visitors promoting local cultural heritage.

Achievements (EN):

The main achievement of the project is the creation of a common tourism product based on four small local cultural regions recognized by UNESCO - Setomaa, Kihnu in Estonia, and Suiti and Livi coast area in Latvia. Livi coast area is aiming to receive the recognition by UNESCO by submitting the application in 2021. Three new routes - Suiti Route, Livi Coast Area Route, and Kihnu Travel Wheel, that were created during the project lifetime and the already existing route - Seto Village Belt, that was updated - all together form a new common, comprehensive and attractive tourism product. Visitors of the routes can experience a genuine cultural heritage, which is “living cultures” – where the unique architecture, food, religious and cultural traditions, handicraft, music traditions, national costumes, etc are still part of the everyday life of local communities. The jointly developed unified sales message and the slogan “Living cultures – United by the unique” gives the Estonian and Latvian UNESCO regions a unified visual identity. Attractive and profitable tour packages were created by the project partners using the support of tourism experts during theoretical training and practical workshops. Tourism entrepreneurs from 4 regions participated in mutual study visits for experience exchange and benchmarking. In each region, 10 practical training sessions were organized for them in order to improve their skills and knowledge in using local cultural heritage in tourism service design. As a result of these activities, a practical handbook was composed of practical advice and tips on how to use the local cultural heritage in tourism. The project involved SMEs acting in the tourism service sector and the skills and knowledge of tourism service providers of each region were improved. The interest in project activities was very high. In total 203 SME’s participated in different project events. New visitors' websites were prepared to promote the regions and routes. They also provide information about the joint tourism product: visitkihnu.ee for Kihnu island, www.suiti.lv for the Suiti region, and livones.kolka.lv for Livi coast area. Visitors' website for Setomaa region visitsetomaa.ee was updated. The tourism section was created on the website of the Alsunga municipality, Latvia. In each ethnic region partners developed tour-packages for marketing. The main target group is tour-operators, but also individual tourists from domestic and foreign countries. As a result, the tour package of each region and a common tour package of four regions and South-Estonia smoke sauna were created. Tour packages are available in the joint tourism brochure in 3 languages (Estonian, Latvian, English). Based on the previous experience of the Setomaa region, Kihnu, Suiti, and Livi coast area regions launched the Open Café Days, which attracted many visitors and had a really good positive impact on the promotion of the regions as heritage tourism destinations. Ca 8200 tourists participated in open events organized within the project: opening of Livi center in Kolka, Kihnu Heritage Days, open workshops of Seto singing tradition. Project partners have improved 8 cultural heritage sites and included them in the routes: in Latvia - Basi museum and Alsunga museum in Kuldiga County, boat installation in Miķeļtornis in Livi coast, Livi cultural center in Kolka, and in Estonia - Metsamaa heritage farm in Kihnu island, Kihnu museum, Seto farm museum in Värska, and Luikjärve farm in Setomaa. All sites are open for visitors. Two cross border networks are established: The cross-border network of tourism service providers from 4 regions, who provide different kinds of services and activities and promote the heritage tourism product (includes 4 routes) to visitors, incl. the improved cultural heritage sites. The cross-border network of 11 partner organizations, which includes 6 municipalities, 2 tourism development organizations, and 3 cultural heritage development organizations. The established network is responsible for the promotion and further development of the tourism product involving small ethnic culture regions that lean on the uniqueness of “living cultures”. The project story is featured on the INFOREGIO. The project has been awarded the label of the European Year of Cultural Heritage 2018 and the label is being used in events and communications throughout 2018.

Expected Results (EN): The number of visitors at cultural and natural heritage sites

Expected Outputs (EN):

Project contributes to the increase of visitors numbers in cultural and natural heritage sites in the programme area through attracting new visitors from foreign and domestic markets interested in visiting small ethnic culture regions and in exploring uniqueness of “living cultures”. The fact that participating regions are part of UNESCO List of Intangible Cultural Heritage is used as unique selling point in joint product development, marketing and promotion activities. Using the full potential of unique cultural heritage and worldwide known UNESCO-label in promotion of those regions as tourism destination in domestic and foreign markets enables to increase the number of visitors also during the “low season”. More attention to participating regions is received in foreign markets (Finland, Germany, Lithuania, Russia etc) as small ethnic culture regions are in these markets not enough recognized as tourism destinations. It will result to increased number of visitors not only in participating regions, but also in larger areas (Kurzeme, South-East Estonia, Pärnu area) as tourists coming from other countries probably spend more time for travelling in wider area. Among other issues the project promotes the local food of regions (through pop-up café days). Food is unique in all of the partner regions. Thus, it should attract a new target group of local food tasters to these destinations. So far food has been kind of by-product, now it will be presented as a reason to visit the region.
