Description (EN):

As part of the NEKTEO project, cross-border tools for increasing energy efficiency and the use of renewable forms of energy will be developed. It will improve the cross-border cooperation in the energy sector and contribute to achieving climate protection goals. In 4 work packages (T1-T4) tools will be developed which cause the following main outputs: empowerment of at least 34 energy officials in local authorities to improve cross-border cooperation and increase efficiency in the energy sector. Raising awareness of energy efficiency in local communities in the project area with the help of specially designed tools (cross-border network of 55 energy locations, cross-border NEKTEO Energy Efficiency Ambassador, bilingual energy efficiency education programs for target groups with the involvement of 34 pilot municipalities, language courses, visualised energy monitoring in 24 pilot municipalities from which energy efficiency plans are developed; annual cross-border energy efficiency competitions in the categories of community, community property and individual. Active involvement of at least 500 civil servants in an energy efficiency program with the goal of energy saving of 5% (starting point 2016). The project management is clearly conceptualised as nine 2-day coordination meetings for communication, implementation and quality control, timely reporting and billing as well as joint events. The aim of the project is to train the civil servants at municipal level or energy officials and subsequently the population in the pilot communities and thus to initiate awareness raising processes in the target group of the municipal administration and thus achieve energy savings. The cross-border know-how transfer is an important aspect because of the different starting points in both countries.

Im Rahmen des NEKTEO Projekts werden grenzüberschreitende Werkzeuge zur Steigerung der Energieeffizienz und des Einsatzes von erneuerbaren Energieformen erarbeitet. Es wird die grenzüberschreitende Zusammenarbeit im Energiebereich verbessert und ein Beitrag zur Erreichung der Klimaschutzziele geleistet. In 4 Arbeitspaketen (T1-T4) werden Werkzeuge entwickelt die folgende Hauptoutputs bewirken: Befähigung von mind. 34 Energiebeauftragten in der kommunalen Verwaltung zur Verbesserung der grenzüberschreitenden Zusammenarbeit und Effizienzsteigerung im Energiebereich. Bewusstseinsbildung für Energieeffizienz in den Kommunen im Projektgebiet mit Hilfe von speziell dafür entwickelten Werkzeugen (grenzüberschreitendes Netzwerk von 55 Energieschauplätzen, grenzüberschreitender NEKTEO-Energieeffizienz-Botschafter, zweisprachige Energieeffizienz-Bildungsprogramme für Zielgruppen unter Einbindung von 34 Pilotgemeinden, Sprachkurse, visualisiertes Energiemonitoring in 24 Pilotgemeinden davon abgeleitet werden Energieeffizienzpläne entwickelt; Jährliche grenzüberschreitende Energieeffizienzwettbewerbe in den Kategorien Gemeinde, Gemeindeobjekt und Einzelperson. Aktive Einbindung von mindestens 500 öffentlich Bediensteten in ein Energieeffizienzprogramm mit dem Ziel der Energieeinsparung von 5% (Ausgangsbasis 2016). Das Projektmanagement ist mit neun 2-tägigen Koordinationstreffen für Kommunikation, Umsetzungs- und Qualitätskontrolle, fristgerechte Berichterstattung und Abrechnung sowie die gemeinsamen Veranstaltungen klar konzipiert. Ziel des Projektes ist es die öffentlich Angestellten auf Gemeindeebene bzw. Energiebeauftragten und in weiterer Folge die Bevölkerung in den Pilotgemeinden auszubilden und somit Bewusstseinsbildungsprozesse in der Zielgruppe der Gemeindeverwaltung zu starten und damit Energieeinsparungen zu erreichen. Der grenzüberschreitende Knowhow Transfer ist wegen der unterschiedlichen Ausgangssituationen in beiden Ländern ein wichtiger Aspekt.

V okviru projekta NEKTEO bomo razvili čezmejna orodja za izboljšanje energetske učinkovitosti in uporabe obnovljivih virov energije. Izboljšali bomo čezmejno sodelovanje na energetskem področju in prispevali k doseganju ciljev za zaščito podnebja. V štirih delovnih paketih (T1–T4) bomo razvili orodja, ki bodo prispevala k naslednjim glavnim rezultatom: Usposabljanje najm. 34 za energijo odgovornih oseb na občinski upravi za izboljšanje čezmejnega sodelovanja in učinkovitosti na področju energije. Osveščanje z namenom izboljšanja energetske učinkovitosti v občinah na projektnem območju s pomočjo posebej v ta namen razvitih orodij (čezmejna mreža 55 energetsko vzorčnih točk, čezmejno potujoči NEKTEO ambasador energetske učinkovitosti, dvojezični izobraževalni programi o energetski učinkovitosti za ciljne skupine z vključitvijo 34 pilotnih občin, jezikovni tečaji, vizualizirano spremljanje energije v 24 pilotnih občinah in razvoj načrtov za energetsko učinkovitost; čezmejni natečaji iz energetske učinkovitosti v kategorijah Občina, Občinski objekt in Posameznik). Aktivna vključitev več kot 500 javnih uslužbencev v program energetske učinkovitosti s ciljem 5 % manjše porabe energije (izhodišče 2016). Vodenje projekta je jasno zastavljeno z devetimi dvodnevnimi koordinacijskimi srečanji za komunikacijo, nadzor izvedbe in kakovosti, pravočasno poročanje in obračunavanje ter s skupnimi prireditvami. Cilj projekta je izobraževanje občinskih javnih uslužbencev oz. za energijo odgovornih oseb ter posledično prebivalstva v pilotnih občinah in s tem tudi osveščanje ciljne skupine v občinski upravi ter doseganje energetskih prihrankov. Zaradi različnih izhodišč obeh sodelujočih držav, je čezmejni prenos znanja in izkušenj pomemben vidik.

Expected Outputs (DE):

Errichtung von 55 Energieschauplätzen inkl. Marketingkonzept in der Projektregion. Schulung des Personals der Energieschauplätze.Ausarbeitung eines grenzüberschreitenden Exkursionsangebotes für die Zielgruppen der öffentlich Bediensteten in den Gemeinden. Durchführung von 4 Exkursionen im Projektgebiet. Einbindung von 34 Pilotgemeinden im gesamten Projektgebiet. Aus- und Weiterbildung von 34 kommunalen öffentlich Bediensteten und Energiebeauftragten. Konzepterstellung für eine Energiewanderausstellung inkl. didaktischem Ansatz und der Anschaffung/Erstellung eines vollausgestattetem Energieeffizienzbotschafters. Erarbeitung eines Marketingkonzepts einer Bewusstseinsbildungs-Roadshow mit dem E-botschafter im Projektgebiet. Errichtung eines E-Monitoringsystems in 24 Gemeinden und Auswertung der Ergebnisse. Jährlich durchgeführte grenzüberschreitende E-Wettbewerbe mit Prämierung der Gewinner. 500 öffentlich Bedienstete werden in den Prozess eingebunden. 5% Energieeinsparung im Projekt.

Vzpostavitev 55 energetsko vzorčnih točk, vključno s trženjskim konceptom v projektni regiji; Izobraževanje osebja energetsko vzorčnih točk; Izdelava čezmejne ponudbe ekskurzij za ciljne skupine občinskih javnih uslužbencev; Izvedba 4 ekskurzij na projektnem območju; Vključitev 34 pilotnih občin s celotnega projektnega območja; Izobraževanje in dodatno usposabljanje 34 občinskih javnih uslužbencev in za energijo pristojnih oseb; Izdelava koncepta za potujočo razstavo s področja energije, vključno z didaktičnim pristopom in; izdelava celovito opremljenega NEKTEO-ambasadorja energetske učinkovitosti; Izdelava trženjskega koncepta terenske predstavitve z namenom osveščanja z ambasadorjem na projektnem območju; Izdelava E-sistema za spremljanje v 24 občinah in ocena rezultatov s pomočjo koncepta energetske učinkovitosti; Letno izvajanje čezmejnih E-natečajev z nagrajevanjem zmagovalcev; V proces bo vključenih 500 javnih uslužbencev iz sodelujočih občin; 5-odstotni prihranek energije.
