Zdravotní péče je v současné době organizována na národní úrovni a končí na státní hranici. V důsledku toho nejsou zaručeny rovné příležitosti při přístupu ke zdravotnickým zařízením. Přeshraniční projekty poskytují možnost tyto překážky odbourat a překonat. Zdravotní péče v Dolním Rakousku a sousedních českých krajích – Jihomoravském kraji a Jihočeském kraji – využívá vždy vlastní infrastruktury a vlastních zdrojů, přestože by zdravotnická zařízení na druhé straně hranic byla často rychleji dostupná. Účelem projektu proto je, aby všichni obyvatelé příhraničního regionu mohli optimálně využívat zdravotnická zařízení. Nadřazeným cílem projektu je podnítit regiony Dolní Rakousko, Jihomoravský kraj a Jihočeský kraj k přeshraniční spolupráci ve zdravotnictví a umožnit výměnu zkušeností i praktickou kooperaci mezi partnery. Kvalita a dlouhodobá udržitelnost projektu, ze kterého budou v první řadě profitovat obyvatelé příhraničního regionu, budou zajištěny účastí Dolnorakouského zdravotního a sociálního fondu (NÖGUS), Jihomoravského kraje a Jihočeského kraje na rozvoji přeshraniční spolupráce nemocnic, resp. spolupráci v akutních případech (klíčové výstupy). Dlouhodobým cílem projektu je sladit služby příslušných systémů zdravotní péče s potřebami místních obyvatel, a umožnit tak rovnocenný přístup ke zdravotní péči na obou stranách hranic, a tím přispět k trvalému zlepšení životních podmínek obyvatel. Toho má být dosaženo vzájemným a optimálním využíváním zdravotnické infrastruktury a zdrojů. V rámci rozvoje přeshraniční spolupráce nemocnic bude podpořen transfer zdravotnických znalostí a vyjasněn postup při ošetřování pacientů. Rozvojem přeshraniční spolupráce v akutních případech přispěje projekt ke zkrácení dojezdových časů vozidel záchranných služeb. Přeshraniční přístup má pro projekt mimořádný význam. Těchto projektových cílů nelze, jak je patrné už z jejich podstaty, dosáhnout na čistě národní nebo regionální úrovni. Zdravotnická zařízení v Dolním Rakousku i v uvedených českých krajích proto potřebují kooperační partnery na druhé straně hranic. Projekt se vyznačuje inovativním pojetím, protože iniciuje spolupráci mezi nemocnicemi a záchrannými službami, a pokládá tak základní kámen přeshraničního poskytování zdravotní péče v praxi.

At present, healthcare is nationally organised and keeps within its borders. There is no equality of opportunity for access to health care facilities. Cross-border projects offer a way to dismantle these hurdles and overcome them. Healthcare in Lower Austria and the neighbouring Czech districts of South Moravia and South Bohemia rely on their own existing infrastructure and resources, although care facilities on the other side of the border are often easier to reach. This is why, the project aims to ensure the health facilities in the border region are optimal for all residents. The overall objective of the project is to encourage the regions of Lower Austria, South Moravia and South Bohemia to engage in cross-border cooperation in the healthcare system and enable an exchange of experience between the partners, as well as cooperate in a practical manner. The participation of NÖGUS and the Czech districts of South Moravia and South Bohemia in the expansion of cross-border hospital and/or emergency cooperation (as core outputs) ensures the quality and sustainability of the project, which will primarily benefit the population of the border region. In the long term, the project aims to bring the services of the respective healthcare systems into line with the needs of the local population in order to provide equal access to medical care on both sides of the border, thereby contributing to the sustainable improvement of the living conditions of the population. This is to be achieved through the mutual and optimal use of health infrastructure and resources. By establishing cross-border hospital cooperation, the medical transfer of knowledge is promoted and patient treatment processes are streamlined. Through the expansion of cross-border emergency cooperation, the project helps to reduce the rescue services’ arrival times. The cross-border approach is of particular importance to the project. In terms of their characteristics, the project objectives could not be achieved on a purely national or regional level. Healthcare facilities in both Lower Austria and the Czech Republic therefore need collaborative partners on the other side of the border. The project represents an innovative approach by initiating collaboration between clinics and rescue services, thereby laying the foundations for practical cross-border patient care.

Derzeit ist die Gesundheitsversorgung national organisiert und macht an den Grenzen halt. Dabei gibt es gibt keine Chancengleichheit beim Zugang zu Gesundheitseinrichtungen. Grenzüberschreitende Projekte bieten eine Möglichkeit, diese Hürden abzubauen und zu überwinden. Die Gesundheitsversorgung in Niederösterreich und den angrenzenden tschechischen Kreisen Südmähren und Südböhmen greift auf seine eigenen vorhandenen Infrastrukturen und Ressourcen zu, obwohl Versorgungseinrichtungen auf der anderen Seite der Grenze oft schneller zu erreichen wären. Daher bezweckt das Projekt, die Gesundheitseinrichtungen in der Grenzregion für alle Bewohner optimal nutzbar zu machen. Das übergeordnete Ziel des Projektes ist es, die Regionen Niederösterreich, Südmähren und Südböhmen zur grenzüberschreitenden Zusammenarbeit im Gesundheitswesen anzuregen und einen Erfahrungsaustausch zwischen den Partnern zu ermöglichen, sowie praktisch zu kooperieren. Die Teilnahme von NÖGUS und den tschechischen Kreisen Südmähren und Südböhmen am Ausbau der grenzüberschreitenden Krankenhauskooperation bzw. Notfallkooperation (als Kernoutputs) sichert die Qualität und Nachhaltigkeit des Projektes, von dem in erster Linie die Bevölkerung der Grenzregion profitieren wird. Im Projekt wird langfristig darauf abgezielt, die Leistungen der jeweiligen Gesundheitssysteme in Einklang mit den Bedürfnissen der lokalen Bevölkerung zu bringen, um einen gleichwertigen Zugang zu medizinischer Versorgung beiderseits der Grenze zu ermöglichen und dadurch nachhaltig zur Verbesserung der Lebensbedingungen der Bevölkerung beizutragen. Dies soll durch die gegenseitige und optimale Nutzung von Gesundheitsinfrastruktur und Ressourcen bewirkt werden. Durch den Aufbau grenzüberschreitender Krankenhauskooperationen wird der medizinische Wissenstransfer gefördert und der Ablauf der Patientenbehandlung geklärt. Durch den Ausbau der grenzüberschreitenden Notfallkooperation trägt das Projekt dazu bei, die Eintreffzeiten der Rettung zu reduzieren. Der grenzüberschreitende Ansatz ist für das Projekt von besonderer Bedeutung. Von ihrer Charakteristik her, könnten die Projektziele auf rein nationaler oder regionaler Ebene nicht erreicht werden. Gesundheitseinrichtungen sowohl in Niederösterreich als auch in den tschechischen Kreisen brauchen daher Kooperationspartner auf der anderen Seite der Grenze. Das Projekt stellt eine innovative Herangehensweise dar, indem es Zusammenarbeit zwischen Kliniken und Rettungsdiensten initiiert und dadurch den Grundstein für eine praktische grenzüberschreitende Patientenversorgung legt.

Project “Together Borderless Health” successfully completed Over the past five years, endometriosis and cross-border rescue cooperation with South Moravia and South Bohemia have been at the heart of the INTERREG project “Together Borderless Health”. The virtual closing event took place on 9.12.2021 and the project ended successfully at the end of 2021. As part of the project, doctors from the hospitals Melk, Hollabrunn and Znaim worked together. Thanks to this cross-border cooperation, the first EU-certified endometriosis centre in Lower Austria was established at the Landesklinikum Melk. Another focus of the INTERREG project “Together Borderless Health” was cross-border rescue cooperation. The aim was to establish a link between the Czech and Lower Austrian operational control systems in order to ensure the fastest possible care for patients in the event of an emergency. For this purpose, the technical prerequisites were created to network the rescue control centres from the regions of South Moravia, South Bohemia and Lower Austria in such a way that all available rescue equipment is now displayed to them on both sides of the border. Thus, the rescue control centres can send the rescue equipment that arrives the fastest at the scene of the accident — no matter from which side of the border it originates.

Projekt „Gemeinsam Grenzenlos Gesund“ erfolgreich abgeschlossen In den vergangenen fünf Jahren standen insbesondere Endometriose und die grenzüberschreitende Rettungskooperation mit Südmähren und Südböhmen im Zentrum des INTERREG-Projektes „Gemeinsam Grenzenlos Gesund“. Am 09.12.2021 fand die virtuelle Abschlussveranstaltung statt, Ende des Jahres 2021 endete das Projekt erfolgreich. Im Rahmen des Projekts arbeiteten Ärztinnen und Ärzte aus den Krankenhäusern Melk, Hollabrunn und Znaim zusammen. Dank dieser grenzüberschreitenden Zusammenarbeit konnte am Landesklinikum Melk das erste EU-zertifizierte Endometriose-Zentrum in Niederösterreich etabliert werden. Ein weiterer Schwerpunkt des INTERREG-Projektes „Gemeinsam Grenzenlos Gesund“ bildete die grenzüberschreitende Rettungskooperation. Ziel war es, eine Verbindung zwischen den tschechischen und niederösterreichischen Einsatzleitsystemen zu schaffen, um Patientinnen und Patienten im Notfall die schnellstmögliche Versorgung gewährleisten zu können. Dazu wurden die technischen Voraussetzungen geschaffen, um die Rettungsleitstellen aus den Regionen Südmähren, Südböhmen und Niederösterreich so miteinander zu vernetzen, dass ihnen nun alle zur Verfügung stehenden Rettungsmittel auf beiden Seiten der Grenze angezeigt werden. So können die Rettungsleitstellen jenes Rettungsmittel entsenden, das am schnellsten am Unfallort eintrifft – egal von welcher Seite der Grenze es stammt.

Vybudování přeshraniční spolupráce mezi zemskými klinikami Krems, Hollabrunn a Mistelbach a Nemocnicí Znojmo v oblasti radiační onkologie; radioonkologické ošetření 15 dolnorakouských pacientů v Nemocnici Znojmo 3. Přeshraniční zdravotnická záchranná služba: technické a operativní propojení zdravotnických operačních středisek (1 software na obou stranách hranice) za účelem společného přeshraničního disponování zdroji, resp. vozidly záchranných služeb Projekt přispěje k naplnění výstupového indikátoru programu tím, že klade zvláštní důraz na přístup založený na partnerství a spolupráci přesahující jednotlivé organizace, a tím zaručuje vysokou kvalitu této spolupráce.

Hauptergebnisse des Projekts sind: 1.Ausbau der grenzüberschreitenden medizinischen Zusammenarbeit zwischen dem LK Melk und dem KH Znaim, EU-Zertifizierung des LK Melk als Endometriosezentrum Stufe 1 2. Ausbau der grenzüberschreitenden Zusammenarbeit zwischen den Landeskliniken Krems, Hollabrunn, Mistelbach und Znaim im Bereich der Radioonkologie; Radioonkologische Behandlung von 15 niederösterreichischen PatientenInnen im Krankenhaus Znaim 3.Grenzüberschreitender Rettungsdienst: Technische und operative Verknüpfung der Rettungsleitstellen (1 Software an beiden Grenzseiten) zur gemeinsamen grenzüberschreitenden Disposition der rettungsdienstlichen Ressourcen der Rettungswägen Das Projekt trägt zum Ergebnisindikator des Programms bei, indem es besonderen Wert auf einen auf Partnerschaft und organisationsübergreifende Zusammenarbeit basierenden Ansatz legt und dadurch die hohe Qualität der Zusammenarbeit gewährleistet.
