Description (EN):

Addressing poor energy performances of public buildings is at the core of EU’s Energy Efficiency Directive and Energy Performance Building Directive but also one of growing financial issues in Central European countries. To address that eCentral project will support key stakeholders to realize benefits of newly implemented building standard - nearly zero energy building (nZEB). eCentral project will prove that nZEB approach, although innovative, is optimal and cost-effective solution for renovation and construction of public buildings. Project aims to capitalise on results of previous and ongoing EU initiatives. Austria has a proven track record with nZEB renovation projects and will be leading other implementing partners (CRO, SLO, HUN) by example. Transnational cooperation will be used to receive maximum international visibility of selected pilot actions. Main outputs of the project are:energy performance certificate (EPC) Tool for public authoritiesdeployment and promotion of innovative financing schemestraining programme and project development assistance for nZEB projectsbuilding renovation strategies for selected regionsstate of the art pilot nZEB public buildings in selected regionsestablished cooperation with scientific institutions and other nZEB initiativesTransnational Assessment and Support Group, formed from project experts and scientific institutions will act as a support team and provide quality checks of each output. EPC Tool will be developed and used by public sector decision makers and project developers beyond eCentral project lifetime. Trained energy efficiency teams within the regional government will serve as a backbone for conducting future nZEB projects. The European Academy of Bolzano (EURAC), one of the leading centres of expertise on energy efficiency in the Central Europe region, will focus on policy analysis and dissemination of eCentral project results.

Achievements (EN):

Addressing poor energy performance of public buildings is at the core of the EU Energy Efficiency Directive - EED and Energy Performance Building Directive - EPBD, but it is also becoming a growing financial issue in Central European countries. The directive requires that all new public buildings have to be nZEB from 2019 onwards. In order to address this issue, eCentral project had the objective to raise awareness and motivate public authorities to to aim for more ambitious energy renovation standards of buildings and to test the applicability of three innovative financing models in pilot regions. We developed 5 innovative tools and guidelines for municipalities to support these projects. We organized 13 training programmes for local/regional authorities in Croatia, Hungary and Slovenia, 4 strategies and action plans and 3 pilot studies to test the applicability of innovative financing models.

Expected Results (EN): R 2.1 Status of capacities of the public sector and related entities for increased energy efficiency and renewable energy use in public infrastructures achieved through transnational cooperation.

Expected Outputs (EN):

The main result of the eCentral project is to educate and motivate decision makers to go beyond minimum energy performance requirement for reconstruction of public buildings and contribute to the overall goal of regional energy independence. In that regard the eCentral project is completely in line with targets of priority 2.1 and will bring a positive change to the initial situation within the Central Europe region and beyond in form of: - Mentoring programmes for public sector decision makers for performing long term strategic planning of renovation processes of their building stock. - Developed technical platforms and tools for assessing current building stock and potentials for making cost-effective nZEB investments. - Implemented representative and innovative deep renovation financing schemes (EPC/PPP) through pilot investments that will act as models for wider regional replication. - nZEB project developers provided with services ranging from technical assistance to the financial structuring of the project in order to trigger new regional investments. - Established Regional/Local Working Groups for conducting future building renovation projects. - Organization of high level visibility events for open discussions on nZEB solutions and improvements of current deep renovation policies. Overall, the eCentral project complies with the requirements of relevant EU policies and legislation and contributes significantly to reach targets from the low carbon national strategies.
