CAN hilft den Ausstoß von Treibhausgasen in Städten erheblich zu reduzieren und unterstützt dabei NWE die EU Ziele für 2030/2050 zu erreichen. Derzeit werden Klimaschutzpläne in älteren Wohngebieten nicht ausreichend umgesetzt. Dies ist für NWE mit seiner starken Verstädterung eine große Herausforderung. CAN möchte mithilfe eines Bottom-up-Ansatzes für urbane Nachbarschaften Stadtverwaltungen in NWE unterstützen, ihre Strategien zur CO2-Reduzierung effektiver umzusetzen. Knappe öffentliche Mittel und begrenzte Handlungsspielräume verlangen neue Governance Ansätze und innovative Finanzierungsinstrumente, die BürgerInnen ein aktiveres Handeln ermöglichen. Sozial benachteiligte Stadtteile mit hohem Sanierungsbedarf werden prioritär betrachtet. 1.100 Haushalte werden von den Investitionen profitieren, mit einer Reduzierung der CO2-Emissionen um 1.400t jährlich. Die Partner aus 5 NWE Ländern nutzen Synergien ihrer unterschiedlichen Governance Ansätze. Die Aktivierung von Bottom-up-Initiativen ist ein neuartiger Ansatz zur Umsetzung stadtweiter Klimaschutzstrategien. Exemplarische Sanierungen, Bürgerinvestitionsmodelle und Verhaltensänderung fügen sich zu einem Set von zentralen Ergebnissen. Das Projekt wird >14 Mio. Euro Investitionen für weitere energiebezogene Verbesserungen in den Partnerregionen anstoßen. Die Partnerschaft vertritt Städte und Stadtregionen unterschiedlicher Größen und Wirtschaftskraft. Damit können Lösungen gefunden werden, die NWE-weit übertragen werden können. Communities of Practice mit relevanten Akteuren rund um das Projekt gewährleisten den kontinuierlichen und langfristigen Aufbau von institutionellen Kapazitäten. Die Lösungskonzepte des Projektes werden in ein Coaching für europäische Städte und Gemeinden eingebettet. Der Leadpartner Klima-Bündnis ist ein europäisches Städtenetzwerk, welches 350 Städte in NWE und 1.700 europaweit unterstützt. Damit wird die Verbreitung der Lösungen langfristig und nachhaltig sichergestellt.

Le projet contribue à réduire les émissions de GES dans les zones urbaines de l’ENO et répond aux objectifs de réduction de l’UE fixés pour 2030/2050. Actuellement, les stratégies urbaines bas carbone n’atteignent pas des résultats suffisants dans l’habitat existant: un réel défi pour l’ENO et sa forte dimension urbaine. CAN vise à renforcer les capacités des autorités locales de l’ENO à mettre en œuvre leur stratégie bas carbone en créant des dynamiques de proximité dans les quartiers les plus énergivores et les plus défavorisés. De nouveaux modes de gouvernance vont permettre d’être collectivement responsables - citoyens, associations, institutions, élus - grâce à l’élaboration d’actions diversifiées basées sur le «bottom-up» et la mise en œuvre de modèles de financement novateurs. Les investissements réduiront les émissions de CO2 de 1400 t/an, au bénéfice de 1100 ménages. L’enjeu est de dynamiser la société civile pour changer de paradigme dans la mise en œuvre d’une stratégie bas carbone pour la ville. Les partenaires des 5 pays de l’ENO, exploiteront les synergies possibles et encourageront les initiatives "bottom-up". Des projets exemplaires en matière de rénovation et d’investissement impliquant les citoyens sont les principales réalisations attendues. Le projet va déclencher plus de 14 millions € d’investissements pour l’efficacité énergétique dans les régions partenaires. Le partenariat inclut des zones urbaines de l´ENO de tailles et réalités économiques différentes et complémentaires. Aussi, pour transférer les résultats du projet à d’autres collectivités en ENO, seront établies des "communautés de pratiques", associant les acteurs les plus spécialisés. Les solutions du projet seront intégrées dans un cadre de coaching pour les collectivités européennes. Enfin, le chef de file "Alliance pour le Climat" - réseau de 1700 villes en Europe – sécurisera le déploiement à long terme des solutions développées avec les partenaires.

CAN contributes to a significant reduction of greenhouse gas emissions in the NWE urban areas which assists NWE to meet EU 2030/2050 targets. Currently, NWE urban low carbon plans fail to achieve sufficient results in existing residential building stock. This implies a major challenge for NWE with its strong urban dimension. CAN aims to increase the capacity of local public authorities in NWE cities to implement their low-carbon strategies more effectively using a “neighbourhood approach”. Individuals need to be empowered to act. New organisational (governance) modes for sharing public responsibilities with bottom-up action and innovative financing schemes will stimulate the process. Priority is given to deprived city areas with highest need for improvement. 1,100 households will benefit from CAN investments reducing CO2 emissions by 1,400 t annually. Enabling bottom-up initiatives calls for a paradigm change to deliver a city-wide low carbon strategy. The partners from 5 NWE countries will use synergies beyond their national administrative systems. Exemplary refurbishments, citizens’ investment schemes and behaviour change will deliver a tailored set of solutions. CAN will leverage >14 million Euro investment for energy-related improvements in partner regions. The partnership implies main types of NWE cities with different sizes and economic performance. This guarantees the effective transfer of outputs and solutions to NWE cities and regions. To ensure that increased institutional capacity will be transferred and expanded continuously, “Communities of Practice” will be set up involving relevant stakeholders within the partnership and beyond. The project’s solutions will be embedded into a coaching framework for European cities and municipalities. The lead partner Climate Alliance is a European city network with 350 members in NWE and 1,700 Europe and will secure, together with CAN partners, the roll-out of the solutions in the long term.

Expected Outputs (EN): CAN targets households in areas which would not make any improvements in energy classification and would not realise CO2eq emission savings without CAN. So the baseline for both is zero.
