With this project, the project partners of the Upper Austrian University of Applied Sciences (FH OÖ) and the University of South Bohemia Českých Budějovicích (EF JCU), with the support of the Business Upper Austria (Biz-Up) dissemination partners and the South Bohemian Science & Technology Park (JVTP), are developing an instrument and a final online tool to enable a continuous service innovation process for SMEs in both regions, based on previous analyses and interviews with economic experts. This project could help solve the problems of both border regions, as the tool promotes the exploitation of existing innovation impulses through cross-border cooperation. The long-term innovation potential is thereby exploited and, above all, the SMEs’ performance is enhanced. To this end, SMEs from both regions will be selected to use the tool in the hopes of developing the final tool based on these results. Using the tool, all innovation-oriented SMEs in the two regions receive more methodological support for innovation management. This tool will finally be converted into a software tool and will be freely accessible online after culmination of the project. In addition, a best case analysis will be conducted to strengthen the support for innovation process management. Finally, a follow-up study on the use of cross-border innovation impulses will be cooperatively carried out and the results presented. All project results will be communicated to relevant SMEs by the dissemination partners and made available online.

V důsledku zvyšující se globální konkurence musí firmy neustále rozšiřovat svou nabídku o inovativní produkty a služby, aby byly schopné držet krok. Evropské, hornorakouské i jihočeské politiky, vědecko-výzkumné instituce i hospodářské subjekty se ve zvýšené míře zaměřují na problematiku služeb v inovačních procesech, aby byla nadále posilována konkurenceschopnost obzvláště malých a středních podniků (MSP). V obou regionech fungují inovační impulsy, jejichž potenciál však zůstává díky chybějícím zkušenostem i zdrojům na straně MSP využit jen z části. Mezinárodní studie (např. MSB-Innocat) ukazují, že firmy a vědecko-výzkumná centra v obou regionech mohou dosahovat při přeshraniční spolupráci strukturních synergií. Oba regiony mají dostatek kapacit a a možností, avšak pro mnohé vědecko-výzkumné instituce zůstává výzvou, jak se vzájemně zasíťovat a spolupracovat s místními podniky. Často také není struktura vědecko-výzkumných center se strukturou místního hospodářství zcela v souladu. V rámci tohoto projektu vyvinou projektoví partneři Fachhochschule Oberösterreich (FH OÖ) a Jihočeská univerzita v Českých Budějovicích (EF JCU) s podporou diseminačních partnerů Business Upper Austria (Biz-Up) a Jihočeským vědecko-technickým parkem (JVTP) na základě předchozích analýz a rozhovorů s experty nástroj, který napomůže plnému využití dostupných inovačních impulzů na základě přeshraniční spolupráce. Tím bude využit dlouhodobý inovační potenciál, zvláště na poli MSP. Proto budou v každém regionu vybrány MSP, na nichž bude vývoj nástroje na základě výsledků testován. Pomocí nástroje získají všechny inovačně zaměřené MSP v obou regionech větší metodickou podporu k řízení inovací. Tento nástroj bude následně zpracován do podoby softwarového nástroje, který bude po skončení projektu dostupný zdarma online, stejně tak jako všechny výsledky a výstupy projektu. Všechny výstupy projektu budou prostřednictvím relevantních partnerů komunikovány relevantním MSP a budou k dispozici online.

Mit diesem Projekt entwickeln die Projektpartner Fachhochschule Oberösterreich (FH OÖ) und die Südböhmische Universität Českých Budějovicích (EF JCU) mit Unterstützung der Disseminationspartner Business Upper Austria (Biz-Up) und dem Südböhmischen Science & Technology Park (JVTP), basierend auf vorangegangenen Analysen und Interviews mit WirtschaftsexpertInnen, ein Instrument sowie ein finales online Tool, um einen kontinuierlichen Service-Innovationsprozess für KMUs in beiden Regionen zu ermöglichen. Mit diesem Projekt könnten die Probleme beider Grenzregionen gelöst werden, da das Tool die Ausschöpfung bestehender Innovationsimpulse mithilfe grenzüberschreitender Zusammenarbeit, fördert. Dadurch wird das langfristige Innovationspotential genutzt und vor allem der Auftritt von KMUs gestärkt. Dafür werden KMUs aus beiden Regionen ausgewählt, mit denen der Einsatz des Instruments erfolgt um basierend auf deren Ergebnisse das finale Tool zu entwickeln. Durch das Tool erhalten alle innovationsorientierte KMUs in den beiden Regionen mehr methodische Unterstützung zur Innovationsmanagement. Dieses Tool wird abschließend in ein Software Tool umgewandelt und wird nach Projektende online frei zugänglich sein. Zusätzlich wird eine Best Case Analyse durchgeführt, um die Befürwortung von Innovationsprozessmanagement zu stärken. Abschließend wird eine Nachfragestudie zur Nutzung grenzüberschreitender Innovationsimpulse durch Kooperationen durchgeführt, und die Ergebnisse werden präsentiert. Alle Projektergebnisse werden durch die Disseminationspartner an relevante KMUs kommuniziert und online zur Verfügung stehen.

Achievements (EN):

Sip tool: The SIP tool is the main output of the SIP-SME project. It enables companies to measure their service innovation processes and resource readiness for a particular innovation. After the evaluation, companies receive concrete recommendations to improve their innovation processes. For the conception of the SIP tool, the project partners prepared several situation analyses in the regions of Upper Austria and South Bohemia. All reports are available and can be downloaded in Czech or English.

SIP Tool: Das SIP-Tool ist die Hauptausgabe des SIP-SME-Projekts. Es ermöglicht Unternehmen, ihre Service-Innovationsprozesse und die Ressourcenbereitschaft für eine bestimmte Innovation zu messen. Nach der Bewertung erhalten die Unternehmen konkrete Empfehlungen, um ihre Innovationsprozesse zu verbessern. Für die Konzeption des SIP-Tools erstellten die Projektpartner mehrere Situationsanalysen in den Regionen Oberösterreich und Südböhmen. Alle Berichte sind verfügbar und können in tschechischer oder englischer Sprache heruntergeladen werden.

Expected Outputs (CS):

Nejdůležitějšími výsledky tohoto projektu jsou podrobná analýza současných procesů služeb v inovacích v MSP v příhraničních regionech a analýzasoučasných inovativních impulsů. MSP se tak silněji propojí s regionálními inovativními systémy, vice se tak budou podporovat inovativní aktivity (priorita 1, specifický cíl 1b programu). Nástroj SIP představuje jeden z hlavních výsledků. V příhraničních regionech tak budou podporovány MSP a zvýší se i jejich konkurenceschopnost. Propojí se tak podniky s místním hospodářstvím a umožní se nové cesty kooperace. Více se tím také propojí univerzity a výzkumná pracoviště s MSP, aby se umožnila lepší spolupráce. Dále se také více zviditelní přeshraniční možnosti rozvoje.(priorita 1, specifický cíl 1b). Dalším důležitým výsledkem je finální vývoj nástroje online, který bude volně přístupný všem zainteresovaným subjektům.

Expected Outputs (DE):

Die wichtigsten Ergebnisse dieses Projekts sind eine ausführliche Analyse derzeitiger Service-Innovationprozesse in KMUs in den Grenzregionen, und vorhandener Innovationsimpulse. Dadurch sollen KMUs mit regionalen Innovationssystemen stärker vernetzt werden, um so Innovationsaktivitäten mehr zu fördern. (Prioritätsachse 1, Spezifisches Ziel 1b). Das SIP-Tool, stellt eines der Hauptergebnisse dar. Dadurch werden KMUs in den Grenzregionen unterstützt und ihre Wettbewerbsfähigkeit gestärkt. Es vernetzt die Unternehmen mit der lokalen Wirtschaft, und ermöglicht so neue Wege von Kooperationen. Dadurch sollen ebenfalls Universitäten und Forschungseinrichtungen mehr mit den regionalen KMUs verbunden werden um mehr Kooperationen zu ermöglichen. Zusätzlich sollen grenzüberschreitende Möglichkeiten besser sichtbar sein. (Prioritätsachse 1, Spezifisches Ziel 1b,). Ein weiteres wichtiges Ergebnis, ist die finale Entwicklung eines Online-Tools, das für alle Interessierten frei zugänglich ist.
