Description (EN):

Responsible Innovation (RI) promotes societal engagement, gender equality, ethics, open access, risk-assessment, education and good governance. A common challenge in Central Europe (CE) is lack of RI knowledge, skills and policy frameworks. This limits potential for innovation that drives responsible economic growth and well-being. ROSIE’s main objective is to use transnational cooperation to improve skills among entrepreneurs and innovation actors to promote RI in SMEs. ROSIE’s outputs are tools and training to improve RI capacity, with a comprehensive RI strategy and transnational Pilot to test tools and strategic proposals. Outputs benefit key innovation actors: public authorities gain a policy framework, business support / sectoral agencies enhance SME support services, SMEs improve innovation processes. Short-term change sees increased capacity of innovation actors (min.75) and SMEs (min.315) to design and implement RI strategies and proposals for RI policy governance. ROSIE promotes medium-long-term change through improved territorial, socio-economic integration, SME competitiveness and evolution of a comprehensive RI system. The transnational approach uses quadruple helix stakeholder engagement and covers: - Exchange and partner training on RI tools that can help SMEs to understand RI, identify RI needs and define strategies, work with the innovation chain; - Development of RI Road Maps in local & Central Europe (CE) areas, using transnational exchange and capitalisation; - Transnational Pilot Action (grouping 9 local areas) for SME capacity building, RI tool application and fund leverage. ROSIE is innovative as concrete application of RI in SMEs has not been dealt with in ETC or in CE. It uses novel RI tools to support SMEs. RI is a common need for an interconnected innovation chain, which requires transnational knowledge, solutions and governance. ROSIE groups innovation players capable of making this a reality.

This shortage limits the potential for innovation that drives responsible economic growth, competitiveness and well-being. The main objective of the ROSIE project was to use transnational cooperation to improve skills among entrepreneurs and innovation actors to promote RRI among small and medium enterprises (SMEs) in Central Europe. Results of the project are tools and training module to improve RRI capacity, with a comprehensive RRI strategy and transnational Pilot to test tools and strategic proposals. Outputs benefit key innovation actors: public authorities gain a policy, framework, business support / sectoral agencies enhance SME support services, SMEs improve innovation processes. Methodology: The transnational approach used quadruple helix stakeholder engagement and covers: (1) Exchange and partner training on RRI tools that can help SMEs to understand RRI, identify RRI needs and define strategies, work with the innovation chain; (2) Development of RRI Road Maps in local & Central Europe areas, using transnational exchange and capitalisation; (3) Transnational Pilot Action (grouping nine local areas) for SME capacity building, RRI tool application and fund leverage. Outputs: The main outputs of the ROSIE project are the road maps (see particular results of road mapping in the compressed file) and national pilots. The road maps monitor the status of RRI in particular countries and propose the future steps for advanced implementation of RRI and its components. Piloting activities were focused on implementation of RRI principles in concrete SMEs and microcompanies in Central European Countries. Expected Results (EN): R 1.2 Status of capacities of the public and private sector for skills development of employees and entrepreneurial competences achieved through transnational cooperation driving economic and social innovation in central European regions.

Expected Outputs (EN):

ROSIE results reflect the desired change at territorial level and address the identified challenge. Short term results (immediate impact) are expected as follows: - Increased RI capacity among innovation actors: 11 partner entities, Associate Partners and target groups (quadruple helix stakeholder representatives); - Increased RI capacity in over 315 SMEs participating in pilot actions (min.35 per pilot area participating in Capacity Building, of which min.5 per area participating in intensive pilot); - Concrete proposals for RI business and governance models in partner areas and at Central Europe level, in the form of RI Road Maps; - Increased local, national and international public awareness on benefits and opportunities of RI. In line with the programme result indicator, ROSIE increases capacities of the private / public equivalent sector (SMEs / business support actors) in RI design, implementation and evaluation. These are key skills that will promote economic and social innovation. Indeed, medium term results (territorial change) expected from ROSIE are: - Improved territorial, economic and social integration in partner regions and others involved in Capitalisation activities (AT2.3); - Increased levels of SMEs innovation capacity among companies located in partner regions and others involved in project activities, through the application of Responsible Innovation models; - Creation & continued evolution of RI system for other Central Europe areas (Capitalisation).
