Description (EN):

The built heritage preservation has to meet to contemporary needs of a changing world and a main necessity has become the sustainability, in term of environmental, economic and social issues. BhENEFIT proposes a holistic approach to the management of the Historic Built Areas (hereinafter HBA), considering a wide spectrum of related aspects, concerning daily maintenance links to preservation and valorization of historic heritage in a sustainable perspective. The proposed strategy considers: - functional compatibility evaluation between the expected use and the historical value; - performance optimization of the building, in the perspective of its energy efficiency and structural behaviour increase; - long-term sustainability of the action, with minimization of emergency actions through a comprehensive monitoring strategy, which is aimed at planned preservation of Cultural Heritage. To implement that strategy, BhENEFIT wants to build management capacities, involving and coordinating relevant players from public and private sectors and providing innovative methodologies, deployed also from the RTD activities of the technical partners for the b(h)enefit of the local communities. The project is structured on 3 main components: *Improving the governance’s system, toward a shared strategy for managing the HBAs, reducing the gap between regulations, responsibilities and implementations. *Deployment of tools, to help the players in implementing the strategy, through monitoring and provisional instruments *Increasing the capacities of the players, to support the Strategy with more cooperative and pro-active staff. BHENEFIT methodology will be validated by 13 partners in 8 different HBA pilot areas in Central Europe, every of which is related to specific issues (earthquake, pollution, touristic flows, energy efficiency etc.): the developed tools (action plans, ICT tools, etc) will be customized to local needs.

Achievements (EN):

The preservation of built heritage needs a model that is environmentally, economically and socially sustainable. The BhENEFIT project focused on improving the management of historic built areas, combining the daily maintenance of historic heritage with its preservation and valorisation in a sustainable way. The project found innovative solutions on how to evaluate the use and historical value of built areas and how to optimise building performances (its energy efficiency and structural behavioural increase). The BhENEFIT methodology was validated by 12 partners in 7 different areas, which are related to specific issues (earthquake, pollution, touristic flows, energy efficiency etc.). New tools like action plans and ICT implementations were developed to increase the cooperation among stakeholdrs involved in sustainable management of Historic Built Areas, enhance their awareness and skills, increase availability of data and information, monitor and plan through effective tools. The project delivered a long-term perspective for minimising emergency actions through a comprehensive monitoring strategy, which aims at the planned preservation of cultural heritage. To implement such strategy, BhENEFIT built management capacities, involved and coordinated relevant players from the public and private sectors and provided them with new innovative methodologies GIS and BIM based.

Expected Results (EN): R 3.2 Status of capacities of the public and private sector for the sustainable use of cultural heritage and resources achieved through transnational cooperation.

Expected Outputs (EN):

The main results of BhENEFIT project are expected to come from interconnected and transnational actions conducted by the partnership in the field of Strategies development and capacity building. They will strongly contribute to the Programme result indicators and be replicable and transferable to other regions and fields. The expected results, based on the capacity’s enhancement in tackling sustainable reuse of built heritage, at transnational as well as local level, are: a) Enhancement of the awareness and skills of stakeholders and involved parties in the field of built heritage preservation and sustainable reuse, in relationship with social and economic growth and European identity strengthening (see networking and action plans in WPT3); c) Increased availability of data and information for delivering evidence-based responses through interoperability and systematic monitoring (see action plans in WPT2); d) Increased cooperation, exchange and coordination among authorities and public/private organisations. The creation of Local Support Groups promoted by partners and made by local actors on a voluntary base will promote the exchange (see networking and action plans in WPT1 and WPT3); e) Increased number of monitoring and planning tools (see strategies and action plans in WPT1 and WPT2). All the planned activities of the project will be conveyed in a short period of time to deliver practical results to the territories, fostering a strong participation of local players.
