Bolintin Vale Municipality and Strazhitsa Municipality signed a cooperation partnership in order to develop the relations between the 2 municipalities. The project CROSSBORDER PARTNERSHIP BETWEEN BOLINTIN VALE MUNICIPALITY AND STRAZHITSA MUNICIPALITY IN ORDER TO IMPROVE DECISION-MAKING SYSTEM - ROWS OF BRIDGES AND GATES (ROBG) represents the first step in this initiative. The project objective is sustainable improvement and streamlining of local government capacity and cooperation in the Danube area through an online platform which will be functioning as a communication and cooperation mechanism. The main activities of the project will be centred on creating the online platform, training the personnel of the 2 municipalities in fields related to future cooperation, providing the 2 municipalities the necessary equipment for a proper functioning and communication and information of the communities and not only about this intitiative and the project results. The budget of the project is 317.434,17 euro. The project is an opportune initiative, in a context where transnational cooperation is just an objective on some strategies, and the actual context is lacking efficient and actively cooperation mechanisms. It is important for a municipality to share iti experiences, its difficulties and succeses with other similar entities, which also can contribute in return. The results of the projects will contribute, since the begining of the project, to the programe indicator, by the partnership already signed and started, and will continue as the implementation of the project will go on to increase the level of coordination between the neighboring municipalities. The mutual workshops and the platform will have an important impact on the relations between the 2 partners, and the effect will continue after the completion of the project as well.

Achievements (EN):

Project is finalized. The main results of the project: One partnership was signed for implementation of the project and, also for further cooperation of the two municipalities with multiple ramifications in various areas, important to both sides of the Danube, which in time should lead to the development of joint or separate projects, the sharing of successful projects and also to lessons learned. The main activity that was implemented by the project is related with the creating an on-line platform which functions as a communication and cooperation mechanism for the two municipalities,Bolintin Vale and Strazhitsa municipalities. The platform can be accessed at the following address: https://documenta.bolintin-vale.ro:8443/portal/#static/ro-RO/zona_industriala.html and it provides an important instrument for sustainable improvement of cooperation, streamlining the local government capacity and cooperation in the Danube area. The personnel of the two municipalities was trained in fields related to future cooperation, namely one workshop on public administration, which was organized between 19-24.11.2017 in Constanta and one workshop on European funds, which was organized between 05.09.2018-20.09.2018 in Balchik. Last, but not least, the two municipalities were endowed with the necessary equipment for proper functioning and communication and information of the public authorities, therefore, enhancing the cooperation capacity (computers, laptops, printers).

Expected Results (EN): R5.1 - Level of co-ordination of the public institutions in the eligible area

Expected Outputs (EN):

This project will directly contribute to increasing levels of cooperation between public institutions within the eligibile area, the partnership agreement between the two mayors and project realization being the first evidence of achieving the proposed indicator. Subsequent to this project, other similar initiatives will be encouraged and developed . The project creates the foundation for a coordinated and strategic cooperation between the two partners by providing a targeted and effective mean of communication. Therefore, the platform created under the program enables approaching various topics, contributing to the raise of the awareness between the two partners and a better coordination of activities in the future. Conducting workshops comes to detailing all aspects of daily actvity carried out by the partners, and this will help unify approaches over the problems to be solved in the border area. The project also will consider the potential increasing number of the future partners, which can join in using the platform, amplifying the impact of this project in the entire area. The intention is to make the platform used and accessible at regional level, with belief that the effect will generate an organic development of all the future and potential partners who choose to join the project during the sustainability period.
