Description (CS):

Řeka Dyje protéká hranici mezi AT a ČR, obě země mají z používání řeky profit (výroba elektrické energie, rekreace, rybolov). Její využívání vede k negativním dopadům na říční systém. Dopady jsou způsobeny např. napřímením koryta a narušením záplavových území řeky. V důsledku toho dochází ke změně v transportu splavenin, který následně způsobuje usazování sedimentů v nádržích, což vede ke vzrůstu vzniku povodně. Napřímení přirozených meandrů vyvolává destabilizaci ekosystémů a vodních biotopů, rovněž dochází k negativnímu ovlivnění biologické rozmanitosti pobřežních oblastí. Tyto projevy s povodněmi a suchem, které se vykytují častěji v důsledku změny klimatu, narušují přirozené fungování ekosystémů, zvyšují zranitelnost a snižují kvalitu ekosystémových služeb vytvořených vodním tokem. Z výše uvedených důvodů je cílem projektu SEDECO zajistit lepší stav ekosystémových služeb, biologické rozmanitosti a snížení vlivu povodní a sucha a to především výstavbou a návrhem cílených účinných opatření zelené infrastruktury (ZI), jako obnova meandrů, obnova břehů pomocí konstrukce z mrtvého dřeva a vytvoření ostrovů v nádržích. Nová hydraulická laboratoř (HEL) výzkumné centrum bude společně s měřením a modelováním tvořit základ pro optimální návrhy zelených infrastruktur. Cílem je zlepšit znalostí systému řeky Dyje, včetně udržitelné strategie řízení nádrže z pohledu jejich zanášení, které pomohou minimalizovat rizika povodní a sucha. Dalším cílem projektu je zlepšit morfodynamiku meandrů toku v přeshraniční oblasti a ochranu přírodních a obnovených břehů řeky Dyje. Tímto způsobem bude pozitivně ovlivněn ekosystém a související biodiverzita (ryby, makrozoobentos a ptáci). Hlavními výstupy jsou HEL, udržitelná strategie řízení sedimentů pro nádrž Nové Mlýny, implementace ZI a zásady pro udržitelný provoz napojených slepých ramen a pobřežních revitalizací pro zlepšení ekosystémových služeb a snížení rizika povodní a sucha v příhraničním regionu na základě společného sledování a modelování. Hlavními příjemci výstupů projektu jsou (i) přírodní prostředí, biodiverzita řeky Dyje a národní parky, (ii) správci povodí v AT (via donau, Dolní Rakousko) a CZ (PM), (iii) osoby, které mají zájem o rybolov a divokou přírodu, (iv) odborníci, studenti a výzkumníci, (v) lidé v příhraničním regionu, kteří jsou postiženi povodněmi a suchem, (vi) široká veřejnost. Vzhledem k tomu, že řeky nejsou omezeny správními a politickými hranicemi a povodně, sedimenty, ryby a další nerozlišují hranice a pohyb přes ně není možný vnitrostátní/regionální/místní přístup, který by byl schopen chránit a spravovat říční systém. Přeshraniční spolupráce je jediný způsob, jak zaručit udržitelné řešení pro problémy popsané v projektu. Náplní projektu je nový přístup vyvinutý v úzké spolupráci mezi všemi partnery skládající se ze společného vývoje monitorování, fyzikálního a numerického modelování prvků zelené infrastruktury, konstrukce prvků ZI, včetně společné strategie a zásad řízení sedimentů.

Description (EN):

The river Thaya forms the border between Austria and the Czech Republic and both countries profit from its usage (e.g. energy production, recreation, fishery). This has negative effects on the river system, like the canalisation and the separation of flood areas. This leads to a change in the sediment transport and thus creates problems with the sedimentary deposition and an increased danger of floods. The separation of meanders leads to an aggravation of the ecological system and the aquatic habitats, and have a negative influence on the biodiversity. Together with floods and droughts, intensified through the climate change, this influences the functionality of ecosystems. SEDECO aims at the support of eco services and biodiversity and the reduction of the consequences of floods and droughts through the building and development of green infrastructure, like the reconnection of meanders, the shore renaturalisation through dead wood structures and the building of islands in reservoir areas. The new hydraulic engineering laboratory as an open research centre forms the basis for ideal green infrastructures together with the measuring that will be untertaken together. The aims include an improved knowledge about the river Thaya and a strategy for mutual sediment management in reservoir areas to minimise the risk of floods and droughts. The morphodynamic of cross-border meander parts and natural or renaturated shores will increase and thus positively influence ecosystem services and biodiversity, especially in terms of fish, macrozoobenthos and birds. The main outputs are the hydraulic engineering laboratory, a sustainable strategy for the management of sediments for the reservoir area Nové Mlýny, a realised green infrastructure and a guideline for sustainable renaturalisation and the conservation of meanders and river shores to increase the quality of ecosystem services and to reduce the risk of floods and droughts in the cross-border area. The main beneficiaries of the project outputs are (i) the natural environment, the biodiversity along the river Thays and in National parks, (ii) water management authorities in Austria (viadonau, Lower Austria) and in the Czech Republic (PM), (iii) people with and interest in fishery, fauna and flora, (iv) experts, students and researchers, (v) people in the cross-border region, affected by floods and droughts, (vi) the public. Rivers don´t take account of administrative or political borders, and floods, sediments, fish e.g. move over borders. Thus an approach, which is just national/regional/local, is not able to protect and manage river systems. The cross-border cooperation is the only way to guarantee sustainable solutions for the problems addressed in SEDECO. The new approach of SEDECO consists in a monitoring that results in a close collaboration between all partners, a physical and numeric modelling of green infrastructure as well as a strategy of sediment management, the building of green infrastructure and a guideline to renaturalisation.

Die Thaya bildet die Grenze zwischen AT und CZ und beide Länder profitieren von ihrer Nutzung (zB. Energieproduktion, Erholung, Fischerei). Dies führt jedoch zu negativen Auswirkungen auf das Flusssystem wie Kanalisierung und Abtrennung von Überflutungsflächen. Dadurch wird eine Veränderung des Sedimenttransports verursacht und zB. Stauraumanlandungen und erhöhte Hochwassergefahr hervorgerufen. Abtrennungen von Mäandern bewirken eine Verschlechterung des Ökosystems und der aquatischen Habitate und haben negativen Einfluss auf die Biodiversität. Dies beeinträchtigt gemeinsam mit Hochwasser und Dürre, verstärkt durch den Klimawandel, die Funktionalität von Ökosystemen. Daher bezweckt SEDECO die Förderung von Ökosystemdienstleistungen und Biodiversität und die Verringerung der Folgen von Hochwasser und Dürre durch die Errichtung und Entwicklung grüner Infrastruktur (GI), wie Wiederanbindung von Mäandern, Uferrückbau initiiert durch Totholzstrukturen und Bildung von Inseln in Stauräumen. Das neue Wasserbaulabor (WBL) als offenes Forschungszentrum bildet zusammen mit gemeinsamen Messungen die Basis für optimierte GIs. Die Ziele umfassen ein verbessertes Wissen über die Thaya inkl. einer Strategie für nachhaltiges Sedimentmanagement in Stauräumen, welche die Minimierung von Hochwasser- u. Dürrerisiko unterstützt. Die Morphodynamik von grenzüberschreitenden Mäander-Abschnitten und natürlichen oder rückgebauten Flussufern wird verbessert, um Ökosystemdienstleistungen und Biodiversität, besonders in Bezug auf Fische, Makrozoobenthos (MZB) und Vögel, positiv zu beeinflussen. Die wichtigsten Ergebnisse sind das WBL, eine nachhaltige Sedimentmanagementstrategie für den Stauraum Nove Mlyny, eine umgesetzte GI sowie ein Leitfaden für eine nachhaltige Renaturierung und Erhaltung von Mäandern und Flussufern, um Ökosystemdienstleistungen zu verbessern und das Hochwasser- und Dürrerisiko in der Grenzregion zu reduzieren. Die Hauptnutznießer der Projektergebnisse sind (i) natürliche Umwelt, Biodiversität an der Thaya, in Nationalparks, (ii) Wasserwirtschaftsverwaltungen in AT (viadonau, NÖ) und CZ (PM), (iii) an Fischerei, Tier- und Pflanzenwelt interessierte Personen, (iv) ExpertInnen, StudentInnen und ForscherInnen, (v) Menschen der Grenzregion, betroffen von Hochwasser und Dürre, (vi) die allgemeine Öffentlichkeit. Da Flüsse weder administrative noch politische Grenzen beachten und sich Hochwasser, Sedimente, Fische etc. über Grenzen bewegen, ist ein rein nationaler/regionaler/lokaler Ansatz nicht in der Lage, fluviale Systeme zu schützen und zu verwalten. Die grenzüberschreitende Zusammenarbeit ist der einzige Weg, eine nachhaltige Lösung für die in SEDECO angesprochenen Probleme zu garantieren. Der neue Ansatz in SEDECO besteht aus einem in enger Zusammenarbeit zwischen allen Partnern entwickelten Monitoring, physikalischer und numerischer Modellierung von GI einschließlich einer Sedimentmanagementstrategie, Bau einer GI und einem Leitfaden zur Renaturierung.

Hlavním výsledkem SEDECO je zlepšit ekosystémové služby vodních ploch a redukce rizika povodní a sucha v měnících se klimatických podmínkách na řece Dyji. Získané znalosti splaveninového procesů a související data jsou základem pro plánování případných opatření souvisejících řekou. Ekologická zlepšení řeky Dyje budou dosažena rozvojem a implementací udržitelných inovačních opatření, která obnoví břehy řeky, propojí slepá ramena meandrů a optimalizuje řízení sedimentů v nádrži, což umožní zlepšit morfodynamiku. Zlepšení morfodynamiky podpoří ekosystémové služby, čímž se obnoví biologická rozmanitost a dynamika přirozeného prostředí pro ryby a makrozoobentos, vodní ptáky a vegetaci. V nově vybudovaná HEL je zapotřebí vyvíjet, testovat a optimalizovat opatření k revitalizaci řeky a řízení sedimentů v nádrži pomocí ostrovů. HEL je nástroj pomáhající zlepšit kvalitu životního prostředí v příhraničních regionech a rovněž pomůže ekosystémům, aby správně fungovaly.

Expected Outputs (DE):

Das Hauptergebnis von SEDECO ist die Verbesserung von Ökosystemdienstleistungen von Gewässern und die Reduktion des Hochwasser- und Dürrerisikos an der Thaya unter veränderten Klimabedingungen. Das gewonnene Wissen bzgl. Sedimenttransport und Daten sind eine Voraussetzung für die Planung von flussbezogenen Maßnahmen. Die ökologische Aufwertung der Thaya wird durch die Entwicklung und Bau von nachhaltigen, innovativen Maßnahmen der Uferrenaturierung und Mäanderwiederanbindung sowie ein optimiertes Sedimentmanagement in Stauräumen erreicht, welche zu verbesserter Morphodynamik führen. Diese erhöhte Morphodynamik fördert Ökosystemdienstleistungen und damit die biologische Artenvielfalt (dynamische Habitate für Fische, MZB, Vögel und Vegetation). Das neu errichtete WBL ist erforderlich, um optimierte Maßnahmen der Renaturierung und des Sedimentmanagements im Stauraum (Inseln) als Instrumente für die Qualitätsverbesserung der Umwelt in der Grenzregion der Thaya zu entwickeln und zu testen.
