Description (EN): The common challenge is implementation of European Directive 2008/98/EK introducing the "polluter pays principle" and the "extended producer responsibility", including two new recycling and recovery targets to be achieved by 2020: 50% preparing for re-use and recycling of certain waste materials from households and other similar origins. The Directive requires that Member States adopt waste management plans and waste prevention programmes. Since Balkan states are still far from these targets, project's ambition is to contribute to recycle percentage increase. According to an initial survey in the seven project target areas, the most important observation was low participation of citizens in recycling process. Therefore the core element of a common strategy to achieve EU recycling targets is to increase citizens' participation. Ultimate goal of the strategy is to institute direct incentives to citizens according to their contribution to waste separate selection at source. Thus action plans will be developed in each partner area based on a common methodology, defining the process of separate selection and collection, the way of citizens participation, the type of benefits and the way these will be returned to citizens. Action plans will be pilot implemented to evaluate and to measure the results and incorporate them to local strategies for an effective solid waste management. A 20% increase of recycle percentage and enhancement of environmental awareness are expected. The main outputs are the local action plans and practices based on "Benefit As You Save" (BAS) systems and a networking platform firstly among the partner areas, with the view to be enlarged with new stakeholders since BAS practices will meet widely acceptance. Local societies and economies in partner areas will benefit since the increase of recycle percentage will drop local expenses for solid waste management. In addition, a slight improvement of income of citizens actively participating in local recycle activities is expected. The transnational dimension concerns joint development of BAS systems and testing of their effectiveness in different conditions. The innovation approach is a Balkan version of Pay As You Throw systems in municipal waste management. In Central and West Europe, municipal taxes are calculated with PAYT systems, depending on the quantities of mixed waste disposed of by households. The current situation of Balkan countries doesn't permit to directly implement PAYT: Tax systems, low level of culture concerning separate selection at source, lack of recycling infrastructures covering the whole residence areas, a negative attitude against everything appears as a new tax are some of the difficulties to implement PAYT systems. In contrast BAS systems could overcome these problems. The project added value is not only development of a new recycling practice, but far beyond this, an 18-month application and testing of the innovative concept/project results.

Expected Results (EN): Expected results are: a) Elaboration of seven (7) "Benefit As You Save" Action Plans in partner areas including: Development of a common strategy of BAS Systems institutional consolidation. Joint development of a variety of benefits for citizens depending on specific characteristics of local authorities and societies. Feasibility study focusing on implementation steps and methods. Description of recyclable materials, selected by citizens, weight recording benefit calculation system, b) BAS Demonstrative Activities Pilot Implementation in each partner area for a period of 18 months. Necessary equipment shall be purchased in all partner areas. The conclusions drawn from pilot implementation will feedback BAS Action Plans. c) Training activities shall take place according to the specific targets and steps of each BAS Action Plan. Training activities are opened to all members of target groups: local authorities staff in order to improve their capacity to design, organize and follow-up BAS activities, "multipliers" (persons that will train, facilitate and disseminate BAS concept), decision makers (members of municipal and local councils), local stakeholders such as associations of enterprises, entrepreneurs, civil society organizations members, teachers and pupils (20 groups X minimum 10 persons) d) 9 transnational workshops will take place to exchange experience and to jointly monitor BAS systems design, pilot implementation and networking, e) Establishment of a BAS network supported by an open/free access IT platform. f) Dissemination activities will take place in each partner area (10 conferences, 7 leaflets, 28 events at schools and neighborhoods). The above mentioned results are achievable and realistic as Local Authorities are involved thereto, being institutionally responsible for implementing local waste-management policies. Further, the existing human resources, purchased equipment and available time are sufficient to design, implement and evaluate BAS plans.
Read more Expected Outputs (EN): The main outputs of the project are: a) A common methodology to develop BAS Action Plans at local level b) Elaboration of Seven (7) BAS local action plans based on surveys in each partner area: LP1- GR, P2-GR , P3-CY, P5-AL, P7 -FY and P8-BG in order to increase percentage of separately selected at source recyclable materials. These reflect S.O. 2.2 output indicators “Number of strategies/policies/plans/models and tools jointly developed and tested”. c) Pilot implementation of demonstrative activities included in seven (7) BAS local action plans during a period of 18 months corresponds to indicators “Number of environmental friendly technologies’ implementation related to waste efficient management” and “Number of environmental friendly technologies' implementation related to climate change prevention and adaptation measures”. Action Plans provide open access to all to use as good practices. d) Creation of an Open/Free access IT Platform, to be the reference point for networking BAS initiatives. Regarding Result Indicator “Level of adaptation to resources efficiency and climate change resilience measures in alignment with EU policy”, it will be achieved through the main result of the project, i.e. development of seven (7) BAS Action plans in partner areas. Each BAS Action Plan shall describe the actual situation regarding local recycle percentage, to indicate the level of adaptation to EU policies, the gap between the actual situation and EU targets, proposals to decrease such gap through active participation of citizens. These plans cover 2491,78 km2, which is the total surface area of participating partners areas. This amount represents 0,813% the surface area of all participating countries. Obviously incentive system will not lead to market distortion and profit making. BAS plans will be supported by training seminars, workshops and events that are open to all interest parties to participate.
