Transition towards Work-Based Learning (WBL) in education serves the needs of citizens, enterprises and the entire society therefore it is an attractive answer to many of the burning territorial challenges Danube countries are coping with. Within Vocational Education and Training (VET) WBL enjoys a special importance, since in Europe, about half of jobs requires a medium level qualification, primarily acquired through VET. As company- and practice-oriented forms of WBL in VET (e.g. apprenticeship and dual VET) has a strongly positive impact on local economies and societies (e.g. easing transition from education to work, boosting youth employment, reducing labour market disparity), most Danube countries have already introduced preparatory measures with partial results. Although reinforcement of WBL is at the core of Europe’s response to the crisis, and thus highlighted by the Europe 2020 Strategy as well, Cedefop and EAfA (European Alliance for Apprenticeship) data clearly show that institutional weaknesses, lack of cooperation of VET actors, missing capacities and cultural bottlenecks seriously jeopardise the transition of existing VET systems towards more demand-driven vocational education in the Danube Region. The project thus aims to improve the capacities of all relevant VET actors through reinforcing regional, national and transnational partnerships in order to ease the transition of existing VET systems in the Danube countries. Consequently, the project clearly contributes to SO 4.1. as cooperation based institutional capacity building of VET actors on administration level, is at its very heart. The composition of the partnership has been consciously set up in such a manner that all key VET actors (chambers, regional or national level authorities and multinational companies) could directly participate in the project, representing all countries of the programme area. Being a strategic project, Learning by Doing involved 11 ERDF, 4 IPA and 9 ASP partners.

Achievements (EN):

MAIN RESULTS OF THE PROJECT: More than 400 TVET actors from the Danube Region are supported to develop work-based learning schemes in VET due to the projects’ fundamental results. Danube Work Based Learning Observatory Network is established through Fesability Study and Regulatory Framework Guidebook for more efficient Work Based Learning is the main instrument from the project, based on the partners’ experience in capacity building actions, and includes the key studies provided by the partners Strategies & Policy recommendations developed by the two partners from each country as they influence the national VET policies. The Danube Observatory is the network which further valorises all these strategies for the whole Danube Region. The project has a sound contribution to three main programme indicators, as follows : • Strategies for strengthening institutional capacities and transnational multilevel governance developed and/or implemented – 21, reached by National Visions and Scenarios on modernising WBL systems, 9 Strategies and 10 Policy Recommendations. • Tools for strengthening institutional capacities and transnational multilevel governance developed and/or implemented – 12, accomplished through 9 Local Partnerships to support VET reforms, a Critical Analysis of Key Challenges and a Guidebook for more efficient WBL and the WBL Observatory. • Documented learning interactions in fi nalised operations – 14, workshops and empowering capacity building actions, study – visits and staff exchanges. http://www.interreg-danube.eu/approved-projects/learning-by-doing/outputs

Expected Results (EN): Intensity of cooperation of institutional actors and other stakeholders in the programme area in order to tackle major societal challenges (survey based composite indicator)

Expected Outputs (EN):

Transition towards more efficient, more company- and practice driven Work-Based Learning schemes within VET (especially apprenticeship) is a visible trend in the entire Danube Region addressing labour market disparities and youth unemployment. However, the lack of or weak cooperation of related actors, their missing capacities, conservative attitude and low preparedness are major bottlenecks most countries are sharing. Thanks to a carefully designed institutional cooperation the project will result in reinforced partnerships of VET actors both on national and transnational level. Increased capacities, tailor-made cooperation mechanisms, transferable tools and instruments will be available in partner countries and beyond to support European VET reform in the Danube Region. Since the project tackles major societal challenges relevant for the whole Danube Region affecting ca. 2,5 million potential entities (private & education), the major achievement of Learning by Doing is the reinforcement of 9 national/regional VET partnerships and other 6 VET actors from 14 countries. Intensifying the cooperation of VET actors within these partnerships and beyond, and committing them to an increased long term cooperation to transform the existing VET systems in the Danube Region towards more demand-driven Work-Based Learning forms is the biggest achievement of the project.
