After undergoing profound political transformations, the Danube region is now facing diverse demographic, labour market and migration challenges, yet lacks the appropriate multi-level governance support structures, especially in the field of migrants economic integration. With the goal of achieving cohesion and economic development in the Danube region, DRIMs objective is to enhance the capacity of public institutions for promoting migrants’ economic integration, understood as fair access to employment, work and skills enhancement. The main result of DRIM – the improved capacity of public institutions to respond to the needs of newly arrived as well as resident migrants through effective information sharing – will be a corner stone of an information infrastructure that will facilitate economic integration in the Danube region. DRIM will achieve this goal through the following activities and outputs: a) conceptual framework for information sharing and the development of an info tool – DANUBE COMPASS; b) info tool testing (pilot action); c) learning interactions and evaluations to mainstream and disseminate DANUBE COMPASS; d) a strategy that promotes and mainstreams information sharing as a necessary step for migrants access to employment. The outputs, especially DANUBE COMPASS, are an innovative attempt to respond to the transnational challenges with a transnational approach instead of national information infrastructures. The expected short-term impact is a better response of main target groups (local and national authorities) in supporting migrants economic integration as well as migrants – the secondary target group – easier access to employment and renewed trust in public authorities. The long-term change is expected to be the construction of an effective information infrastructure for migrants throughout the Danube region, with corresponding improved capacities of public institutions ensuring smoother integration and through that social change.

Achievements (EN):

AFTER THREE DECADES OF POLITICAL AND ECONOMIC TRANSFORMATION, THE DANUBE REGION HAS EMERGED AS THE NEW DESTINATION FOR LABOR MIGRATION. HOWEVER, WITH POLICIES TO INTEGRATE FOREIGNERS ABSENT OR UNDERDEVELOPED, THE ECONOMIC MIGRATION TO THE COUNTRIES IN THE REGION POSES MANY CHALLENGES. DRIM PROJECT AIMS TO IMPROVE THE CAPACITY OF PUBLIC INSTITUTIONS AND ADDRESS THE NEEDS OF MIGRANTS BY COLLABORATION AND INFORMATION-SHARING AMONG ALL KEY ACTORS. With sustained economic growth, new economic opportunities in the Danube region have attracted economic migrants, especially from outside of the European Union. Once in their new home, migrants are often faced with difficult situations to access basic services or to find employment. According to the DRIM project, the lack of information on different aspects of work and life, has been one of the main barriers to successful integration of foreigners in the eight countries of the Danube region. A NEW ONLINE TOOL HELPING NEWCOMERS: To address the issue with a transnational approach, the project partners responded by developing the Danube Compass, an online platform which gathers information from diverse sources in each participating country—Austria, Czech Republic, Croatia, Hungary, Germany, Serbia, Slovakia, Slovenia. It provides both migrants from within the EU and third-country nationals with information featured in six main sections—work, arrival and stay, education, health, daily life and language learning. Besides, the platform also servse as a reliable source of useful documents and contacts. It is avialable in several languages, according to the destination country. Thanks to its transnational character, the platform helps local and national authorities and organisations working with migrants to share information among themselves, ensuring smoother integration process accross eight different countries.“The seed of this project was laid back in 2012 when my colleague Nataša Rogelja and I collaborated with the Employment Service of Slovenia on their large scale project providing a one stop shop for migrant workers in Slovenia. We then prepared a list of services that would be useful for migrants in Slovenia and were thinking even then to expand this into the wider information platform. A tool that would be useful for migrants coming to Slovenia as well as for the public authorities that are meeting migrants on a daily basis,” says Martina Bofulin, researcher at the Research Centre of the Slovenian Academy of Sciences and Arts, who coordinated the project. TRAININGS FOR PUBLIC INSTITUTIONS AND RECOMMENDATIONS FOR DECISION-MAKERS: Besides the Danube Compass, now available in 21 languages, a handbook for organisations and institutions involved in the integration of newly arrived migrants as well as Catalogue of Best Practices in the Field of Migrants’ Access to Information were developed. In addition, numerous meetings and training with representatives from more than 500 hundred public institutions were organized to support the change in how public institutions disseminate and migrants receive information on a systemic level. According to Martina Bofulin, partnerships created amongst the relevant actors involved in the network, such as local and international stakeholders, contribute to improved capacities of public institutions, which would ensure smoother integration of migrants in their new communities. POSITIVE RESPONSE FROM STAKEHOLDERS: The transnational appraoch of the project met with a very positive response. In the life course of the DRIM project, it has been featured in a number of prestigious events such European Week of Cities and Regions and the Annual Forum of the EU Strategy for Baltic region, BLED Strategic Forum or Polish National Migration Network Conference. It has also been honoured with several recognitions, including Constantinus International Award, Prize by Slovak Academy of Sciences in the field of international scientific and technological cooperation.

Expected Results (EN): Intensity of cooperation of institutional actors and other stakeholders in the programme area in order to tackle major societal challenges (survey based composite indicator)

Expected Outputs (EN):

DRIM’s main result is the improved capacity of institutional actors to promote migrants’ economic integration in Danube region. DRIM's implementation of tool, pilot action and strategy is based on intensive institutional collaboration and coordination (learning interactions, workshops, peer reviews, trainings) that will enable knowledge transfer from more experienced regions to less experienced (1) and enhance the mutual exchange of information and good practice among public institutions involved in the project across the sectors and at various levels of governance (2). Moreover, the transnational character of the tool and the strategy, as well as the effort for their transferability (Handbook for transnational use of Danube Compass, transnational working groups and involvement into international networks and organizations, use of multiple languages) will enable its use in other territories of Danube region as well as outside program area and will benefit not only public authorities, but also different migrant groups (resident migrants, newly arrived migrants, refugees, posted workers, international students after finishing studies). The measures for this contribution are: No. of learning interactions related to the improving capacity to promote migrants’ employment (3), No. of representatives of public institutions included in learning interactions (min. 240), percentage of target group's satisfied users (min. 80 %), No. of DANUBE COMPASS visits (min. 1000 visits/month).
