Description (EN):

The e-Lighthouse project will tackle the growing problem of global warming and increasing emissions by bringing added value to the Sustainable Energy Action Plans (SEAP) of the partner towns and regions. Project actions will support increased energy efficiency in buildings (40% of EU energy consumption) and increase the uptake of renewable energy, thus decreasing carbon dioxide emissions. Ambitious SEAP targets set by partner regions can only be achieved by increased energy efficiency of buildings, modern public lighting and add efficient recycling of waste. Enhancing energy efficiency of buildings will be done by retrofitting public buildings and influencing the decision-making of both retrofitting of residential buildings and new houses. Further, e-Lighthouse will raise awareness of energy efficiency and encourage most stakeholders in the regions to use best practises gathered. With a consortium of 6 NPA regions and 10 project partners, our goal is to support and follow-up the retrofit of more than 250 public buildings. In the private sector with the consultation of building supervisory authorities, the project aims to influence the decision makers (of energy efficiency) of 2500 domestic retrofits and 2000 new residential houses. There will also be consideration given to waste to energy streams. Improved local and regional monitoring methodologies and practices would greatly enhance the effectiveness of the SEAP already developed. The e-Lighthouse project will tackle this problem by providing guidelines and tools to reliably and efficiently calculate those important figures annually. By showing good examples of good codes-of-conduct such as municipality citizenship, e-Lighthouse partners will encourage other local and regional organizations to sign the new joint Covenant of Mayors, to commit to energy saving at the political decision-making level.

Expected Results (EN): Awareness of energy efficiency opportunities and renewable solutions in housing sector and public infrastructures in remote and sparsely populated areas

Expected Outputs (EN):

The e-Lighthouse project will create guidelines to CO2 emission reduction and energy savings. Guidelines promotes developing, implementation and monitoring of SEAPs. Project results are essential part of implementation of strategies and policies (municipal, national, international) to reduce CO2 emmissions and increase energy efficiency and use of renewable energy. Project results will be - increased energy efficiency and utilization of renewable energy solutions in both municipal buildings and households. - proposed and deployed methods to reduce energy consumption based on increased awareness of how to reduce energy consumption and how to promote circular economy in waste management. - increased awareness of best practices and increased amount of benchmarks of excellences in Covenant of Mayors website. - proposed and deployed methods to reduce energy consumption based on increased awareness how to utilize circular economy in waste management as renewable energy source. - methods/recommendations for actions to increase energy efficiency by means of developed energy efficiency reporting and monitoring. - document ""How to act as a good CoM/SEAP organization"". Municipal buildings, In Cork County the project will implement deep retrofitting of 60 buildings, during the project, with savings of 60% on current levels of energy efficiency. In Oulu heating system in about 30 % of oil heated municipal buildings will be changed to geothermal heating by the end of 2018. Bodö will implement a program evaluating state of art of all municipality buildings with regard of energy standard. Goal for this program is energy saving and to accomplish higher energy efficiency. We will study the effects of this program. A new return woodchips based district heating system has been built up in Bodö the last years. Public building using fossil based heating system will change to districts heating. Energy and emission effect of changing of heating system in public building will be evaluated. Energy saving technology will be integrated both in existing and new buildings areas. What is the effect of implementing new energy system technology in new buildings compared with existing buildings? Households, Project will influence in appr. 700 new residential buildings/year. For retrofit houses, project will effect more than 2500 residential houses during the project. THC will devlop a database of house types across the region that will allow energy efficiency measure to be corrdinated and monitored. Awareness, Awareness raising actions will be done by web pages (1million visits), trade events, newspaper ads and articles which influence on general public. Energy efficiency advice and guidance by local Building Supervision Authorities and energy advice offices will improve energy efficiency and use of renewable energy in housing and public buildings. Advice includes e.g. pro-active quality control events to builders, informative quality cards, events and seminars.
