The aim of the SECURE project is to transfer and implement innovative energy solutions for housing and public infrastructure across NPA regions with different maturity-levels. Knowledge transfer will be demand-led, supported by a quadruple helix approach, and impact will be maximised by focusing implementation in small smart energy communities and building up local authority capacity. Objectives The project objectives are to: Implement an energy awareness and behavioural change programme to create Smarter Energy Communities'', transfer best practice in renewable energy and energy efficiency, as well as pilot innovative low-carbon initiatives in partner regions.

Expected Results (EN): Awareness of energy efficiency opportunities and renewable solutions in housing sector and public infrastructures in remote and sparsely populated areas

Expected Outputs (EN):

This project will produce two main results, which will make a positive contribute to the programme result indicator 'Awareness of energy efficiency opportunities and renewable solutions in housing sector and public infrastructures in remote and sparsely populated areas'. The two project results are: (1) Smarter Energy Communities, and (2) Enhanced Regional Energy Capability. (1) SMARTER ENERGY COMMUNITIES: It will have resulted in the establishment of a number of real geographic areas across the NPA, acting as beacons for other communities, that will be best practice and self-sustainable in transferring, innovating and using services that can improve the energy efficiency and use of renewable energy in houses and public infrastructures. This will extend to all stakeholders (citizens, public authorities, third level education/research and companies). These communities will have the capacity to absorb new approaches, models and low-carbon technologies after the project as they arise. (2) ENHANCED REGIONAL ENERGY CAPABILITY: The regions participating in the project will have significantly increased their expertise, solutions, technology and capability to act to improve energy efficiency and renewable energy throughout their region as a result of the project. This will have been proven by the output indicators (24 houses and 3 public buildings deep-retrofitted, LED lighting introduced, 3 public buildings using renewable energy sources). The knowledge developed as a result of transferring, adapting and implementing will have enhanced the capacity of the relevant departments within the public authorities (knowledge centres). These project results will make a positive contribution to the programme result indicator. In qualitative terms, their contribution will be measurable in the Smart Energy Communities using a range of indicators such as: (a) Demand from houses to access deep retrofitting schemes; (b) Number of public buildings converted to renewable energy; (c) Kilometres of street lighting converted to LED technology; (d) Number of smart energy (ICTs) solutions fitted in public buildings; (e) Number of new energy services and schemes introduced by the local authorities. In the longer term, in addition to the above, it would be possible to use measurement schemes more suitable for measuring regional innovation performance that measure for example: (a) quality of energy research being carried out by the region's universities; (b) Number of SMEs delivering energy services and the sophistication of such services; (c) level of technology transfer from universities to local authorities; (c) Number of Smart Energy Communities.
