Social exclusion and loneliness have significantly negative impacts on physical and mental health. Such problems are increasingly prevalent in remote and sparsely populated regions of Europe. The lives of older citizens are further complicated by growing health and social care needs. Additionally, older people may be particularly impacted by the wider challenges faced by remote and rural communities, including the interrelated problems of declining economic activity, youth migration and limited access to goods and services. While ICT may help in alleviating these problems, older people may require help with computer and internet use. PLACE-EE is a transnational partnership of public health agencies, local authorities, academics and ICT experts dedicated to improving the quality of life for older people. Funded by the Northern Periphery and Arctic Programme of the European Union, our aim is to develop and implement locally derived sustainable solutions to encourage internet use and person-centred e-health. Older people will engage with our transnational partnership of municipal bodies, public health, universities and enterprises in a programme of community engagement and intergenerational exchange between younger and older citizens using an assets-based approach to build capacity among older people to address barriers to service access. In doing so, we will identify, promote and connect local, cultural knowledge and other heritage resources with innovative ICT approaches that enable greater social inclusion, and access to timely and efficient advice, support and care. The PLACE-EE project will provide opportunities for the transfer of knowledge, skills, products in health care for the benefit of older people and their communities.

Expected Results (EN): Awareness and attitudes among health professionals towards the use of eHealth technologies

Expected Outputs (EN):

The internet has long been considered as an efficient means of meeting the needs of older people living in remote and isolated regions, and e-health has the potential for timely identification of problems, help seeking, early intervention and continuity of care, public services have not been able to realise this potential. It is imperative that health and other public services obtain a better understanding of the needs of older people, and the acceptability and accessibility of e-health products and platforms. Crucially we also require effective and acceptable ways of providing elders with relevant skills for internet use, permitting access to efficient health care provision. The primary goal of PLACE-EE will be achieved through a creative, non-stigmatising model of collaborating with older citizens - generating ideas, products and e-health solutions that can be adopted across the Programme Are, and more widely. Moreover, a subsidiary but significant aim of PLACE-EE is to achieve greater social inclusion of elders through ICT use. First, we will complete a mapping exercise in the demonstrator sites to obtain information on service provision, and community resources and assets, creating the platform for capacity-building and knowledge transfer. Second, our use of intergenerational skills exchange, bringing elders and students together in an exchange of knowledge and skills is a novel way of combining capacity-building, social inclusion, health and wellbeing. Thus, at both the individual levels (personal health/social needs) and the social level (cultural heritage, skills and assets), there exists opportunities for improving services and enhancing wellbeing. Social capital will be obtained through the transfer of skills and knowledge, enabling mutual understanding, and ultimately changing attitudes and behaviour. Third, knowledge gained from these activities will be disseminated across our health and municipal organisations and the ICT experts (University and SME)in order to develop e-health solutions to health care delivery. We will highlight the local, regional and transnational activities of the project as part of the process of engagement during a one-day event in each region at which all key national and local stakeholders will be present (e.g. policy makers, media, government agencies, health and social care service commissioners, schools and NGOs). The issues and ideas underpinning the project are shared by the transnational partners but have considerable applicability and intended to foster change in the wider Programme Area. vision for PLACE-EE was developed over the past 12 months. We have a triple helix partnership with expertise in relevant areas (e.g. ageing, R&D, ICT, policy and health service access). In summary, PLACE-EE seeks to harness the energies of older and younger citizens, creating a sustainable environment for efficient services, improving social inclusion and quality of life for older people.
