Ecotourism - visitor experiences building on natural and cultural heritage assets, conserving the environment, and sustaining the well-being of local people – can be a key factor in providing employment and income in rural and sparsely populated areas, while maintaining these assets and the fundamental qualities of traditional life. Each country involved in SHAPE has its own strategy for tourism, including ecotourism. Yet what is missing are tools to transform these strategies into concrete, practical knowledge about how to manage, develop, organize, support, and market assets and activities – and how to integrate these activities into communities in sustainable ways. Strong local involvement is the strength, but also a weakness, of ecotourism, as the actors are small and lack both the resources and knowledge needed to be successful in the international tourism industry. SHAPE will focus on a transnational set of sustainable heritage areas (SHAs) with diverse experiences of sustainability and regional cooperation involving stakeholders in heritage management, tourism, and governance. In these SHAs, the partners will work with local stakeholders, their organizations, and the institutions which support them, and incorporate their activities into regional strategies for sustainable development. Project activities will start in each involved SHA, addressing local challenges for sustainable development by mapping assets, building on existing activities, and helping those who are developing ecotourism initiatives. Project partners and stakeholders will then share the outcomes transnationally through meetings, learning journeys and thematic networks. The resulting knowledge and tools will be incorporated into a dynamic e-service, designed to evolve and be used across the NPA region and beyond after the project ends.

Expected Results (EN): Preparedness of responsible authorities in remote, sparsely populated areas for environmental management in relation to climate change and impacts of new investments in exploitation of natural resources

Expected Outputs (EN):

The aim of SHAPE is to enable authorities, businesses and communities to develop innovative approaches for ecotourism initiatives which preserve, manage and create economic value from local assets in the ‘Cool North’ in an era of rapid change. SHAPE will work on practical solutions applicable to the stakeholders involved, but the scope of the project is to gather these experiences and make them available to communities struggling with similar challenges across the NPA region. Drawing together clusters of public and private sector stakeholders to develop and manage these sustainable initiatives, and test and share these new approaches, will result in the principal output of SHAPE: an open-access web-based e-service which supports and facilitates effective management and utilisation of environmental and cultural assets in SHAs and protected areas. The project partnership is structured to ensure that these initiatives will endure and be adopted across the NPA region after the project ends, through using and developing existing networks and initiatives. Work package T1 will focus on developing and implementing effective stakeholder networks, a prerequisite for effective environmental management, especially in remote sparsely populated areas. Deliverables include methods for a) identifying stakeholder groups and interactions; b) regional stakeholder meetings; c) maintaining engagement among regional stakeholder groups. Work package T2 will focus on identifying, mapping, and capitalising on the natural/cultural heritage assets whose management is a key concern for local/regional authorities in the NPA region. The first deliverable, a report on mapping/managing assets and assessing climate change impacts, will provide essential knowledge of relevance not only in SHAs but more widely. The second deliverable - participatory processes to map natural/cultural heritage assets and assess climate change impacts - will be tested in the participating SHAs during the project and refined in the light of the experience gained. Work package T3 will focus on effective governance, which is essential for effective environmental management. SHAs are a particular type of institution designed for this purpose. As the low population density in the NPA region creates particular challenges to engaging all stakeholders in governance, the first two deliverables, a report on governance structures and practical guidance for stakeholder development/engagement, will be of relevance for authorities, whether responsible for SHAs or more widely. In each SHA, a case study of governance will be undertaken; these will then be analysed and used in creating a decision-making tool to support local/regional authorities in selecting the most appropriate governance structure for an SHA. This tool will also be of relevance for those concerned with other types of protected areas. Overall, SHAPE will make a positive contribution to the Programme Result.
