According to the European Commissions eHealth Action Plan 2012, ICT can be our most powerful ally to maintain cost efficient and high quality care. Therefore, also the Central Baltic region needs health and social care professionals to be proficient in eHealth, so that these professionals can fully utilize technology’s potential to serve citizens and to develop new eHealth services. In the project DeDiWe, a new curriculum, “The Developer of Digital Health and Welfare Services” is created for VETs and UASs. The new curriculum gives future professionals skills in developing improved eHealth services. The curriculum is based on the Learning by Developing model, where students, professionals and teachers learn together in working life. This secures that the contents of studies correspond to the needs of the labor market. The studies take place mostly at an e-learning platform, combined with cross-border co-creation and cooperation. The partners in Estonia, Latvia and Finland arrange a study unit piloting the curriculum. Students’ eHealth related competence is measured at the beginning. The content of the new curriculum is based on competence EQF 5-6 as well as the latest knowledge of the needs of a digital society. In the study unit, future professionals (IT, social,economic and health care) are developing their competence to match the needs of digital health care. To get comparative knowledge on curricular contents, competence is measured again after the studies. In the next phase, the curriculum can be spread to all 27 health, social, economic and IT study programmes in partner schools and also wider in the EU. Digitalization has great potential to create new jobs in the Central Baltic region. By improving professionals’ eHealth competence, this project enhances CB business ecosystem development and creates better opportunities for public-private partnership, therefore supporting eHealth companies.

Expected Results (EN): R4.2. Increased share of aligned vocational education and training (VET) programmes in the Central Baltic region

Expected Outputs (EN):

Main results are1) a new 30-cets multi-professional curriculum, "The Developer Digital Health and Welfare Services" is designed based on the EQF levels 5 and 6; 2) new e-health competence for students in VETs and UASs, as well as IT, health and social care professionals involved in continuing education, 3) e-health services for citizens with special focus on cross-border workers, young people, elderly, disabled and people with cronic diseases and 4) an e-Health platform for the curriculum as for e-Health knowledge.Estonia and Finland are the leading countries in eHealth and health informatics, so there is a good chance of developing an innovative e-health curriculum to promote IT and social welfare competencies of health care professionals as well as distributing the created e-platform for higher education institutions, polytechnics as well as public and private operators.Today''s labor market requires professionals, who can develop their work to meet the challenges of the future. The Learning by Developing method offers a deep understanding about multi-disciplinary and multi-professional skills. LbD has been developed at Laurea and estimated nationally and internationally (Vyakarnam & Illnes 2009). In the projec, students and professionals design, implement and evaluate projects to solve problems associated with cross-border movement and regional differences in health issues and to improve people''s involvement in their health in a sustainable way.The project not only creates a new curriculum but also gives the students the possibility to implement development projects that are useful for the citizens, too.The core curriculum is the same for all students, which allows for a variety of professionals to work together. Each partner has its own set of students, but they work on the same e-learning environment, cooperation is easy.
