Increasing number of yachts and pleasure boats in the Baltic Sea region is the growing safety challenge for rescue organisations and ports. Yacht clubs and different unions of boat owners from Nordic countries are interested in visiting Estonia, but lack of information about small ports and safety services doesn`t give them reliability for sailing to Estonia. Active cooperation between Estonian and Åland maritime rescue organisations started few years ago and both have participated in different cooperation activities in International Maritime Rescue Federation. The project will develop cooperation between Estonian islands Hiiumaa, Saaremaa, Muhu, Kihnu 6 small ports and Åland`s islands 3 ports and pilot voluntary maritime rescue organisations to use international experience and work out and implement higher safety standards in the ports for tourists and local habitants. The project will organise three different modules of activities that will be organised by joint working groups. The first module is connected to mapping the current safety situation in the pilot small ports and cooperation with voluntary maritime rescue organisations and creation of development plans with necessary investments. The second module is training of volunteers, small port’s staff and local service providers in the pilot ports to have the necessary skills for information and preventive activities and for participation in rescue operations. The third one is research about international experience in using safety equipment and activities of small ports and basic safety modelling standards for small ports and working out the specific basic safety quality mark and certificate. It needs large-scale cooperation between different interest groups and is possible only based on the best international practice. The project will also organise marketing activities in the small ports. Higher standards and safety quality mark will give reliability for sailors and will attract more visitors to the region.

Expected Results (EN): R3.2. Share of Central Baltic small ports with good services

Expected Outputs (EN):

Pilot small ports in Estonian islands (Kõrgessaare, Kärdla, Lõunaranna, Mõntu, Soela, Kihnu Suaru) and Ålands islands (Rödhamn, Östrahamn, Käringsund) will have tight cooperation with 4 local voluntary maritime rescue organisations (Hiiumaa, Saaremaa, Muhu and Kihnu) as members of Estonian Voluntary Maritime Rescue Organisation and stations of Åland island Lifeboat Society. These organisations will have well trained personnel and needed equipment for quick response in emergency situation and skills to organise preventive activities for visitors and local people in small ports and the ports will have standardised safety equipment. Partners will have jointly designed basic safety quality sign and pilot small ports will develop their safety services to have this quality sign. The project small ports will be linked into international small ports network. It will raise the level of services of the small ports and increase the number of visitors on the islands.
