The Project partners, the University of Tartu, the University of Helsinki and the University of Latvia have initiated the Project to face the cross-border challenge of providing equal opportunities for successful bilingual education for children of language minority groups. Estonia, Finland and Latvia have a common challenge in providing bilingual education to integrate the minorities. In Estonia and Latvia, Russian-speaking population is a quarter of the population. In Finland, in the context of growing immigration, the country is facing the challenge of languages and multiculturalism in education more generally. In addressing the challenge, the Project takes a specific and focused approach on parent involvement which is also in line with the education as well as integration policies and strategies of partner countries, underlying the importance of community and especially the family involvement in education. The Project sees the need for taylor-made complex approach, combining the traditional models of parent involvement with bilingual education specific themes and methods, also taking into account the context of old or new immigrants, adding elements from immigrant counselling services. The Projects main result is a complex, tested and applicable work package of PIMs specifically targeting the context of bilingual learning process. This material is a much needed starting point for further active development and practice of bi- and multilingual education specific parent involvement programmes in Estonia, Finland and Latvia. The Project’s main activities are divided into three stages: 1) overview of available knowledge and best practices 2) conducting a survey and preparing for piloting 3) conductiong the pilot and delivering a complex, tested and applicable work package of PIMs, specifically targeting the context of bilingual learning process

Expected Outputs (EN):

The Project's main direct tangible result is a complex, tested and applicable work package of PIMs specifically targeting the context of bilingual learning process. This material is a much needed starting point for further active development and practice of bi- and multilingual education specific parent involvement programmes in Estonia, Finland and Latvia. The communities receiving the firsthand benefits from the Project results are the school communities of Russian-speaking bilingual schools in the partner countries. The first beneficiaries are the schools to participate the Project’s pilot. The Project will improve the home-school cooperation by approaching and supporting the parents as responsible partners in bilingual education, aware of the benefits of multilingualism and familiar with the policies of multicultural education. Currently the main responsibility in bilingual education in the partner countries has been on the teachers and schools. In the course of the Project rise of awareness of as well as involvement of the parents will help to build mutual understanding between home and school to acknowledge each other’s share in the child’s education experience. On one hand, educators have to understand specific problems of bilingual families and differences in their practices, one the other hand, the parents should be aware of the benefits of bilingual education and of the ways how they can stimulate bilingual linguistic development of their children at home. The Project will enable the Russian-speaking school communities improve home-school cooperation. The process, in turn, will have a direct impact on broader Russian-speaking communities gathered around the schools in the same town, and the same region. Through the schools, the changes can be initiated from the grass root level, but the overall influence will have an impact on the whole society.
