By 2020, approximately 80% of Europeans live in urban areas. Building attractive, high-quality and sustainable urban areas and increasing competitiveness is a common challenge for Central Baltic cities. Cities seek constantly new integrated approaches to fully exploit the knowledge, innovation capacity and resources of different actors in the society. The demand for land in and around cities is acute, and changes in the land use are rapid and often conflicting. The need for cooperation especially between public and private sector to promote smart, urban development has increased. The Baltic Urban Lab project improves urban planning by developing and testing new integrated planning and Public-Private-People partnership models for the regeneration of brownfield areas, which are often considered an opportunity but also a challenge by cities. The project consortium consists of 7 partners covering the 4 Central Baltic countries. The project cities Norrköping (SE), Riga (LV), Tallinn (EE) and Turku (FI) will apply new cooperation models together with the private sector for the development of brownfield sites in their urban areas, in so called City Pilots. As part of the pilots, advanced participatory methods utilising innovative digital technologies will be developed and tested to better involve the different interest groups, including inhabitants, in the planning process. Based on the work done in the pilots, identification and analysis of existing solutions and good practices and joint learning and exchange of experiences between the cities and experts in the region will be realized. The project will develop an Integrated Planning and Partnership Model for Brownfield regeneration for cities, as one of the main outputs. During the project, the cities produce concrete integrated plans and development strategies for selected brownfield sites that will contribute in capitalization of the embedded potential of urban Brownfield sites in Central Baltic region.

Expected Outputs (EN):

One of the main results is the tested and evaluated Integrated Planning and Partnership Model for brownfield regeneration for Central Baltic cities leading to better management of urban brownfields. The project contributes to improving the capacity of local authorities to deal with the regeneration of brownfields and lead through multi-stakeholder development processes by providing concrete tools and models for applying integrated and co-creative planning approach. The project will result in mutual understanding on the brownfields, increased awareness and recognition of existing good examples and solutions and mutual learning between cities. City Pilots that apply new planning and cooperation model will result in concrete Integrated Plans and Development strategies for the selected Brownfield site(s) in project cities creating base for viable development projects and better utilization of brownfields. The project will result in more efficient interaction and cooperation between the city, land owners and developers and other relevant sectors involved in the urban development process in involved cities and Central Baltic area. Better dialogue increases mutual understanding on the interests, roles and responsibilities of different parties in the planning process. Knowledge and resources of relevant actors will be exploited to co-create mutually valued outcomes. The project offers resources in the form of concrete strategies, plans and solutions for the regeneration of brownfields. A variety of participatory tools utilizing ICT and mobile applications will be developed, tested and evaluated while providing cities with concrete tools to increase the participation of end-users in the planning process. Based on thorough evaluation and analysis of the pilot processes, concrete operational PPP -cooperation model and principles to be integrated as part of the city planning practices and used for the development of other city districts will be produced in each city.
