Description (EN):

“Europe is a land of innovation waiting for cultivation. SMEs are its seed, ESIFs its tools, and growth and jobs are its harvest. We are iEER – cultivating young entrepreneurs within and between the regions to be the crop of Europe’s future.” Composed of EER (European Entrepreneurial Region) and non-EER regions, the project iEER addresses the challenges regional authorities face in optimizing structural funds to support young entrepreneurs in the regions due to 1) Lack of awareness or entrepreneurial competence both for local and regional authorities (LRAs) and the higher education institution (HEIs); 2) Fragmented actions of actors either operating in silos or duplication of efforts, 3) Uneven development and resources between outlying and centre areas of a region and 4) Limited funding provision or at risk of ineffective management of funds. iEER aims to define paths and solution for partner regions enabling HEIs and the other Quadruple Helix actors to be a part of thriving entrepreneurship ecosystem supporting young entrepreneurship through improving 11 ESIF programmes in 10 diverse regions from FI, DK, UK, IE, ES, IT, DE, FR, PL and RO. In the 2 years of interregional learning and 2 years of monitoring, iEER taps the pool of EER expertise and transfers the best practices through peer-learning, guided workshops and bottom-up approach empowering the LRAs, HEIs, business and young entrepreneurs to take ownership of the development and implementation of 10 action plans. iEER also constantly involves non-partner regions (in particular less-developed regions) to validate the transferability of the best practices for European upscale. Each endorsed action plan is envisaged to improve the addressed ESIFs through: project pipelines for best practise importing (entrepreneurial university and startup support), adaption of multi- level governance, multi-funding or/and a evaluation tool which ultimately lead to growth and more jobs.

Achievements (EN):

In terms of activities, the project has organised a total of 114 policy learning events. It has also identified 20 good practices, produced 10 action plans and led to the increased capacity of 83 people. In terms of results, the project has succeeded in improving 6 regional development policies for a total amount of funds influenced of EUR 40,272,698. 00.

Expected Results (EN):

iEER aims to optimize the structural funds (ESIFs) in the regions to support young entrepreneurship for growth and jobs through testing, transferring and upscaling the EER best practices to enable HEIs and the other Quadruple Helix actors to be a part of thriving entrepreneurship ecosystem. Its sub-objectives include: 1) To address challenges and areas to improve in view of regional development needs. 2) To facilitate knowledge transfer and capacity building of actors at individual, institutional, regional and EU level. 3) To develop solution valorising multi-funding sources, strategies and best practices for an effective ESIF implementation. 4) To engage stakeholders in the development, endorsement, implementation and monitoring of action plans. 5) To constantly involve non-partner regions and validate the scalability of best practices. 6) To raise awareness and disseminate the project at regional and EU level. 7) To ensure smooth, open and result-oriented project management.

Expected Outputs (EN):

Even though the impacts of the project are mainly achievable through the implementation of the action plans, the process of interregional policy learning and cooperation will bring us: • Increased political commitment and public awareness to support young entrepreneurship for growth and jobs, • Increased capacity of the MAs/IBs of ESIFs and regional authorities on policy interventions, new initiatives, methodology and tools in the policy area of the young entrepreneurship and • More stable connection between the LRA, HEIs, business, entrepreneurship intermediaries and the policy makers (Quadruple Helix cooperation). The implementation of the 10 action plans will improve 11 addressed ESIF programmes, which amout to a total investment budget of € 2 billions of the EU Cohesion Policy, achieving the Europe 2020 strategy with the results of: • More effective governance and implementation of the ESIF OPs due to synergized multilevel and multi-financing of different funding (ESF, ERDF, National and private), • More holistic actions (projects) financed to the outlying areas of the regions to support young enterprises and jobs and business creations, • Wider spread of support to young entrepreneurship in less developed regions to close the disparity in Europe by transferring EER best practices EU-wide, • Increased number of young growth start-up due to the alignment of the ESIFs with RIS3 sector for young entrepreneurship support and • Increased employment rate of young people graduated from the HEIs. DELIVERABLES OUTPUTS: • 10 Boost Growth Action Plans for Helsinki-Uusimaa, Westpomeranian, West Region Romania, Brandenburg, Marche, Nord-Pas de Calais, Northern Ireland, Southern Denmark, Valencia and Kerry. • iEER Boost Growth Handbook (TF reports, best practices, EER Growth Grid). • Turning Europe Young – iEER Policy recommendations on young entrepreneurship (phase 2). • 6 progress reports (4 for phase 1 and 2 for phase 2). ACTIVITIES OUTPUTS: • 5 Learning camps (study visit+workshop+partner meeting) and its proceedings. • 2 open conferences in phase 1 (kick-off + partner meeting and mid-term + partner meeting + high level meeting) and its proceedings . • 1 final conference in phase 2 S7 (Final conferene +mointoring partner meeting + high level meeting) and its proceedings . • 1 Monitoring patner meeting in phase 2 S6 . • 10 kick off local events, S1. • 10 (final) local events, S4. • 80 LSG meetings on the quarterly basis. • 20 local stakeholder meetings on a yearly basis. • 4 local workshops=2 events are organized in Helsinki-Uusimaa in S2 and S3 and 2 events are organized in Brandenburg in S2 and S3. • 3 high level meetings ( in total 6) . • 4 Peer assessment/study visit. • 2 pre-kick off working meetings, TF leaders and the whole consortium . COMMUNICATION OUTPUTS (COs): • 1 Communication strategy. • 9 Press releases. • 7 Newsflash . • Twitter posts . • Regular Project website and updates . • Project leaflet . • 11 Promotional roll-ups.
