EU regions are well aware of the need to increase sustainability of health-care systems and recognise that tackling this societal challange through innovation can also bring financial benefits and economic growth. This is only true however if innovations fit the complex needs of the care system, thus can be implemented and translated into successful business models. Innovative ideas often fail due to bottlenecks in innovation systems to efficiently facilitate their scouting, creating, valorising and market-uptake. Participating regions identified health, well-being & life sciences as smart specialisation sectors with high innovation potential, which they are willing to promote with substantial amounts of public funds. Health-Inno-ExPo’s overall objective is to increase the efficiency of public funding dedicated to health innovation. For this, regions need to know which are the weak ingredients of their innovation system and how to strengthen them to result in a large scale, accessible, attractive, connected and sustainable experimental landscape, also harnessing the potentials of living labs, which increase chances of health innovations to become commercially successful. As a result of interregional learning (which delivers 5 action plans based on 40 good practices identified through 80 policy learning events involving 785 people) policy instruments improve in terms of governance and ability to promote projects with higher scale, impact and sustainability in the field of health innovation, thus positively affecting 29.750.000 EUR funds. Results of the project benefit all actors of the quadruple helix, i.e. public authorities by strengthening capacities to address health innovation; research centres and businesses by improving opportunities to drive and deliver innovation; care providers by supplying them with more efficient, innovative solutions; and individuals by involving them in the innovation process to articulate their needs and make use of new technologies.

Achievements (EN):

In terms of activities, the project has organised a total of 53 policy learning events. It has also identified 32 good practices, produced 5 action plans and led to the increased capacity of 75 people. In terms of results, the project has succeeded in improving 2 regional development policies for a total amount of funds influenced of EUR 37,915,000. 00.

Expected Results (EN):

Health-Inno-ExPo’s overall objective is to improve policy instruments by INCREASING THE EFFICIENCY OF PUBLIC FUNDING DEDICATED TO HEALTH INNOVATION. This is to be understood in terms of higher SCALE, IMPACT and SUSTAINABILITY OF SUPPORTED PROJECTS by prioritizing those 1) reaching more users/partners; 2) aiming to upgrade, connect, interlink existing innovation capacities and ensure their interoperability at intra- and interregional level; 3) ensuring better “market fit”; 4) delivering higher social/financial benefits; 5) levering higher amount/rate of additional private funds. Besides fine-tuning measures and project selection criteria and encouraging the development of better quality projects in health innovation, IMPROVED GOVERNANCE of policy instruments also contribute to these objectives, by 1) multi-stakeholder involvement in the design/implementation of policies/projects addressing the complex innovation climate of health; or 2) improved coordination and synergies among different grant schemes and other financial instruments. The various means of improving efficiency of public funding dedicated to health innovation have to be interlinked and mixed, so that they contribute to a large scale, accessible, attractive, connected and sustainable experimental landscape for health innovation, which can better harness the potentials of living labs. Regions with and without existing living labs can equally benefit from the exchange of experience, by exploring how the key ingredients of their experimental landscape linked to the different stages of the innovation life-cycle (i.e. scouting, creating, valorising and market uptake) could be strengthened, shared and connected (at intra- or interregional level). Selected policy instruments should support them to either scale-up their living labs or increase openness of their innovation system for hosting living lab projects and improve their ability to deliver health innovations ready to be implemented on the market.

Expected Outputs (EN):

The key outputs of Health-Inno-ExPo are 5 action plans addressing the selected policy instruments. To facilitate the elaboration of action plans, 1 joint methodology for carrying out regional analyses and 5 regional baseline reports will be produced. Exchange of experience will be facilitated by 4 Task Forces, which collect and process 40 GPs (2/TF/region).6 interregional seminars will be orgaized. Besides, each region hosts at least 6 joint RSG meetings and 6 other meetings with stakeholders (60 stakeholder events in total) to assess the adaptability of identified GPs. Transfer of knowledge is facilitated through staff exchange of at least 7 persons (1 or 2 / region) and 5 peer review groups assisting the finalisation of the action plans. In Phase 2 additional 2 partner meetings take place. In total, 785 people benefit from increased knowledge and professional capacity regarding how to address health innovation through policy instruments, from which 37 are directly involved in the project implementation, 198 persons are addressed through inter-organisational learning process, and further 550 persons as stakeholders participating in RSGs. In line with the CS, Health-Inno-ExPo is dedicated to create engagement, mobilize and charm a wide range of people through efficient communication actions, incl. 3 large scale dissemination events and 300 appearances in media facilitated through 3 press releases, 2 press conferences, 35 newsletters, 1 project video and ongoing webiste&social media updates. Health-Inno-ExPo addresses those measures of selected SF related policy instruments which promote R&I in smart specialisation sectors. PPs work towards ensuring that a significant share of these measures provides funding for innovation in health&well-being, with an increased efficiency as a result of the policy improvement. Increased efficiency is to be achieved by twofold interventions: 1) generating and obtaining support for new, high quality projects that deliver the envisaged higher efficiency of spending (as a bottom-up approach); 2) improving the governance of policy instruments in order to ensure priority and tailor-made funding for such highly efficient projects (as a top-down approach). By these interventions a total amount of 29.750.000 EUR Structural Funds will be influenced through the programmes Vlaanderen-Nederland, EDIOP, Norte 2020 and LCR’s ESIF Strategy. Through CE’s local policy 500.000 EUR other funds will be positively affected. Higher efficiency will be measurable in terms of increased impact, scale and sustainability of supported projects as a long-term outcome, by the time projects supported and actions implemented as a result of the policy improvement will be completed. In qualitative terms Health-Inno-ExPo will increase the overall knowledge and awareness on how effective measures to boost innovation in health can be designed and implemented relying on wide-scale multi-stakeholder involvement.
