Skills are a key part of the economyʼs infrastructure, and right choices made by policymakers, enterprises, schools and individuals on investment in education and skills can help drive economic development. Although it is generally accepted that, in a market economy, it is neither possible to predict the future precisely nor to go back to a kind of manpower planning, it is still necessary to conduct research about trends and changes in labor market, devise strategies and plan actions which can influence the future path of the economy and the labour market. Important mission for the educational institutions providing professional education is to foresee those trends to be able to provide future professionals with employable skills that equip graduates for a fast-changing labor market. Unfortunately schools are often slow to respond the changing needs and fail to anticipate or help shape the careers of tomorrow. One of the main reasons for that is the lack of information about labor market trends, which could serve as the basis for curricula development. Yet there are great expectations for schools to serve not only national but also regional and international economies. The aim of the current project is to: - Conduct a survey about training needs and future skill demands in the sector of health promotion based on similar methodology in both countries, - Analyze the results and develop a holistic training strategy for vocational education and training (VET) and applied higher education (AHE) providers on institutional level in both countries, - Develope at least 10 new aligned AHE study programs (10 x 5 ECTS) and 6 new aligned applied VET study programs (6 x 5 ECVET) in the field of health promotion to improve existing curricula based on identified future skills needs, - Implement all developed programs, evaluate the adequacy and make improvements. Information added on 2020-05-25, regarding the mitigation of the effects of COVID-19 (the coronavirus pandemic that started in 2019) (English language only): Empowering people to take charge of their health and wellbeing, is the first step to ensure a healthier population. Future health promotion professionals need to be familiar with the most up-to-date methods in this field. HPP project, developed for them training courses in holistic human health and wellbeing promotion.

Expected Results (EN): R4.2. Increased share of aligned vocational education and training (VET) programmes in the Central Baltic region

Expected Outputs (EN):

Outcomes of the current project will include the following results: - A comparative cross-border study conducted on training needs and future skill demand in the health promotion sector based on similar methodology in both countries - A holistic cross-border training strategy for VET and AHE providers in both countries based on the analyzation of training needs of health promotion sector - At least 10 new aligned AHE (10x5 ECTS) and 6 new aligned VET study programs (6x5 ECVET), existing health promotion curricula in partner organisations improved - All new study programs implemented, evaluated and improved - Awareness raised about the results of the project and overall importance of cross-border joint developments in education sector to match the skill and training demand of joint economies in Estonia and Finland through international seminars, publications and public access to project materials The study programs will be embedded to existing curricula in partner schools, increasing the coherence between Estonian and Finnish health promotion curricula through aligned new study programs. All new study programs will be implemented in Estonia in the curriculum of health promotion in Haapsalu College and within several health sector curricula (i.e physiotherapy, podiatry, nursing, public health nursing) in Metropolia. Haapsalu Kutsehariduskeskus will implement the Finnish model so that new courses developed will be embedded to already existing curricula of care giver and hospitality service. After implementation and testing, all developed programs will be available for other AHE and VET schools in Finland and in Estonia. Names of the new study programs will be defined based on the results of the survey, conducted within the project’s first phase. Progress will be reported in each progress report. As the research shall specify the labour market needs, at the beginning of the project it is impossible to predict exactly which programs will be aligned into which curricula.
